See this is my thought process for pulling in the original 4, that they would send a joint task force and split the resources. Instead of needing a full civilian and escort two or more members can provide some of what is needed to get to that goal as a group.

Also I would like our new colony ship to be detailed to the GBZ with orders to support whoever needs it each quarter

As it stands, the Honiani are building a set of naval shipyards in orbit around Vail, and many Yan-Ros political commentators believe that a consolidation similar to that achieved by the Obar is inevitable within the next year or two. In practical terms, however, this may all end in the same location as long as Honiani membership is achieved.

The Apiata All-Hive, Caitian Grand Fleet, and Rigellian Defence Forces have each announced, as part of a post-Arcadian War review conducted by Member Worlds, that a number of ships of older design will be phased out over the next couple years. The early Swarmer and Stinger class frigates, as well as the old pattern Rigellian Cutter will each be phased out of service.

Similar discussions are being held among Naval Supervisors of the Gaen, who are considering scrapping the two aging and increasingly unstable Tech-Skiffs.

4 of our refits are being replaced by ships to fishing refit.

Hmmm interesting on the Yan-Ros, perhaps we should do a diplo push on the Honiani this year at the snakepit to get them into membership queue.

Okay so that confirms that the Honiani-Yan-Ros and Honiani-Obar relation is different, but that'll change before any expected membership within the Federation.

That does indicate that we may no longer need to push the Obar or Yan-Ros. Not that we'd want to anyway as they're already major affiliates and we have a growing line up of 500-level affiliates pending member ratification.

Huh, neither Apiata nor Caitians participated in the Arcadian War and there's already available battle records for more nearby threats (Cardassians, Sydraxians), so I figure this just happens to be an opportune time to piggyback on the Rigellian and Gaeni decommissioning discussions.

A pity that the Vulcans and Andorians aren't following along with scrapping their last Soyuzes.

T'Faer you snuck in 3 Starfleet Cargo ships beyond the 1 freighter we paid pp for! The Starfleet shipping crisis is well on its way to being solved.

Also, the Orions are building Risan ships? I guess that's one way to revitalize your economy. Perhaps Orion has dreams of becoming the preeminent non-combat ship-builder in the Federation, commanding huge shipyards that do construction for all member worlds? That would be the sort of grand ambition that would play well to Orion pride.
 
Given that the Gaeni immediately went Development after joining, I suspect there's going to be a major push to develop our interior over expansion. Expect another moratorium after this round of memberships.

There's also minimal point to doing pushes on affiliates these days. We already need most of our pushes just to keep up with neutrals, and we get pretty good annual rolls (seems to average around 25/year). Spend the pp on other things.

We did build a new Constellation that commissioned in 2307.Q1 mainly because we had nothing else better we could build at the time. I believe it's the Sappho - it's the only Constellation that was never referred to before 2307.Q1. And I think Iron Wolf lobbied for the name.

The last baseline Constellation built throughout the whole Federation was commissioned by the Vulcans in 2308.Q3.

I don't mind Obar but we must have our own Yan-Ros ranger aboard starfeet ships!

Honesty I think building a Starfleet shipyard in orbit around Vail is a good idea since its like the final stop before unknown territory and it would allow us to repair our ships far from home rather than travelling to the core territories since Yan-Ros extends quite deep into uncharted space.
Also we can enter GBZ from there even if there's distence since I don't think ISC is moving much any time soon.

Colonies are restricted by auxiliary fleet capacity. Usable berths held back by crew and resources. PP must be spent in many directions for the best outcomes.
Lets stop pushing affiliates to membership and let them do it at their own pace.

I would add: Except for careful and limited wooing when already friends have the best place for a party in the neighbourhood or lots of other friends. Then maybe push.

We may well have at least one species we want to affiliate as fast as possible, because it could be time-critical: the Ashidi. The Gretarians might also be a candidate. I'm on board with minimizing diplomatic pushes, but let's not adopt a blind strategy of "NEVER DO IT, WE NEED INFRASTRUCTURE!" We need more berths and mines, but we don't need that many berths and mines. I mean, we could literally buy twelve mining colonies for 100pp, which leaves over 300pp left over.
