Might be useful to consider having one of those, especially considering now might be the time when they would be in the highest demand.
Neither the Romulans nor the Klingons trust us quite that much, and the feeling is mutual. The Cardassians are openly hostile to us. The Ferengi haven't been contacted by the Federation proper yet, and are going to try to rip us off in any deal we make with them. The Interstellar Commonwealth still isn't used to the idea of aliens who don't want to murder them. And the Horizon may actually be bigger assholes than any of our immediate neighbors.

Given all that, which major power do you see as receptive to a tech trade offer that doesn't in some way screw us over?

As for your statement about there being a lack of trust preventing such an exchange from occurring, look at the foundation of said conflict: the tech exchange of 2268 between the Klingons and Romulans. Said exchange occurred under a backdrop of conflict between the Klingons and the Federation, even though it could be said that both sides had grudges before said exchange. Besides, I was never stating that we would exchange all the technologies we have, just some of the ones that those who we are exchanging with have yet to research, and with the low science scores both power's vessels possess, there may actually be quite a few. Right now, due to the nature of this conflict, sensor technologies should be in high demand, and should communications. As for what would be requested, ship design tech for cruisers is something we desperately need, and better charts are always welcome.

That makes sense. It is a philosophy, so it's not exclusive to Vulcans.
 
As I poked around I noticed that there was a type of ship that Starfleet doesn't operate, but that we do track because Federation members do. And not just the new kids, all of the founding member fleet have them.

I'm talking about Research Cruisers.

Now Starfleet has generally filled these roles from a more generalist platform, even in our science focused craft. Everyone, wave at the Oberths.

But, as our crew shortage increases over time though, I expect that we would like the option to have some back up for our front line ships drawing from a secondary crew pool. (I suspect that this crew pool does not actually exist at this time, but that's a different problem.)

How many might we want? Most members who operate Research Cruisers maintain one or two. Vulcan has three. The Gaeni, who are an outlier and should probably not be counted, maintain ten.

If we want one per sector, we have 8 non-border zones and 6 border zones (includes Gabriel & Licori zones). A ten ship run like the hospital ships starts to look reasonable on that sort of scale. (It also starts to look like the hospital ship run might need to be larger, but that's a problem for another post.)
Listed build time is 3 years, no information on berth restrictions.

Do we even know what research cruisers do outside of SoEs? And even in the last SoE, I'm still not sure what mechanical purpose they serve.

I figure that Starfleet likely has no need for research cruisers. When Starfleet's primary mission is exploration (and implicitly other sciency stuff), why would you split the crew training & pool between Starfleet research technicians? What's the difference between the researchers on a Oberth versus that of a nominal Starfleet research cruiser?

Additionally, we've already seen ships play dual primary & auxiliary roles (like the Apiata Forager) and have been given info that a ship with enough large sickbays can stand in for a hospital ship. So Oberth and eventually Kepler serving as research cruisers would in line with that duality.

1) We don't have anyway to initiate a tech trade. We're not playing Civilization Quest. Any tech trades are going to be ad-hoc things that Oneiros will offer us. Unless you're make a gameplay mechanic suggestion to Oneiros?

2) There is no way in hell we're sharing our sensor technology with the Klingons and Romulans. Theoretically, they'd be able to further refine their cloaking tech with such examples of Federation sensor tech. Sharing our sensor tech indirectly with the Tauni is already enough of a security risk IMO. I'd vote against any such measure to give tech to our old enemies.

3) You're conflating low science ships with low research rate. Even in the Federation/Starfleet, they're almost completely unrelated. Poking space anomalies does give us an edge, but not a large enough of one and not in "warship" technologies, that in canon the Romulans and Klingons are able to keep up with us. Or that all major powers are able to "sponge" tech from each other via intel or just knowing that so-and-so tech is possible.

BTW, Shurg kap Klasch's "50% chance of nullifying a crew casualty" actually may not be as significant as you'd think. We currently have a surplus of EC crew to replenish crew losses, and EC crew losses are actually pretty rare (only 5 crew lost from 2310 onwards). They main negative of crew loss is the supposed loss of experience towards the next veterancy level, but for our average losses, that can't be significant.
 
Well, this is awkward. The USS Sarek is up for captaining and not a single one of the potential captains is a Vulcan. It will be sad to break that tradition.

Surely one of them has done something worthy of demotion?

That said, it's disappointing to see so much decision making led by specism, and not meritocracy, not very starfleet, that's how you end up with inexperienced cat presidents.

The Tarrek is already Blooded so I think we'd be better of with Zhang on board the Opportunity when it launches next year since it will be Green.

Utopia Planitia Fleetyards. Where two decades past there was nothing, now there is a hive of shipbuilding industry like no other, and showing no sign of slowing. In much the same way, two decades ago Larai Leaniss had no idea of what or who the Federation was, or the way it would turn her entire life on its head. This uniform, these people, this star, this creed, they were all unknown to her then. Yet here she is now, immersed in the middle of her adopted culture, her adopted fleet. She is a vanguard for the Amarkians who have followed her in their hundreds. More enter the Academy every year.

She cannot hide from how different to her ancestral home this is. Earth has a remarkably cosmopolitan population these days, especially in places like San Francisco and Paris. But Mars is far less so, and even the Fleetyards have a very strong human presence. Their culture is on display; the Olympus Mons Philharmonic is playing at one end of the auditorium, the alien rise and fall of string and woodwind catching her imagination in its otherworldly notes. Their dances are being performed. The human head of Starfleet, Hikaru Sulu, is moving around the auditorium.

It drives home how she is the tip of Amarkia's spear in the Federation. So many Amarkian children will read of the appointment of Captain Leaniss to a Five Year Mission and dream of their own voyage to stars more distant than the old knights ever dared. What a privilege. What a challenge!

The windows of the auditorium have zoomed in projections of the ship berths. She can see the early skeleton of the new Enterprise-C taking shape. The bustle around a set of new Renaissances cruisers. But most importantly of all, she can see the brand new USS Tarrak, and the NCC-2023 boldly printed.

Shortly after starting our shakedown cruise we received a distress call from the VCS Li'toor, a Miranda-A class frigate. Their ship is on the verge of a warp core breach, but they are in orbit around a neutron star, and the intense gravitational pull will start to draw in their lifepods if no one can reach them in time.

I have scoured the path ahead with Stellar Cartography, and I believe we can take advantage of shifts in local subspace topography to arrive much faster than a direct line course.

A defensive platform in the Caitian system of Canis has become unstable, with the control processes switching into a faulty automatic mode. Regretfully, the CSS Golden Arc, NCC-2811, and a Caitian cargo ship, were caught unawares by this change, and were struck with shields down by photon torpedoes and lost with all hands. Debris falling on the colony world has touched off further ecological disasters, but the most pressing concern is the still active weapons platform.

Arriving well ahead of schedule has apparently placed us barely in time. The situation was considerably more urgent that was initially communicated.

We are making a very high-speed approach to the neutron star to aid in getting out past the intense gravity. It will make it very difficult on our transporter crews. I am working with them to use the transponders of the lifeboats to boost their signals. There will be time for only the single attempt.

After arriving in system, we have been asked not to engage the platform directly. It has not yet targeted sights on the surface, however, it's target scanning has been growing increasingly erratic. There is considered to be an unacceptable risk that engaging the station in combat will cause it to target the planet.

I have devised a plan that will allow us to approach from the opposite side of the planet, and use a modified photon torpedo as a mine. Using our understanding of the Caitian schematics, and procedures, I am confident I can modify this torpedo to cause a momentary outage in the shields, during which we can beam a team aboard via shuttle.

My protege in torpedo handling, Lieutenant-Commander Nath th'Uraav, was present in the shuttle, and proved instrumental in making last-minute corrections via tightbeam transmission to the torpedo to account for degradation in station systems.

After that, the team beamed aboard and deactivated the station, though the shuttle was lost in the process.

Also the Cheron continues to be an honorary EC ship. We really need to have a Cheron-Class at some point.

Good to see that sanity seems to be prevailing among the Sydraxians - nobody wants to risk self-destruction.

Also confirmation that sub-outpost orbital defense platforms are a thing.
