I don't think that the Miranda-A leaking is the end of the world, even if the Tauni had contact with the Cardassians, which they almost certainly do not. The parts that went into the Miranda-A upgrade are almost certainly the same or worse as went into the Constellation-A upgrade. I'm not mad keen on the Constitution-A (the Constellation-A is better in almost every way), but if they want to build it that's up to them.
The Connie-B will be one of the primary combatants in an hypothetical Cardassian war. Seems unwise to risk it leaking. Same goes for the Miranda-A.

Although, it could be said that giving them the Connie-A is also an unacceptable risk, as the Connie-B, being sort-of-a-refit is probably quite similar internally. Same goes for the pre-refit Miranda, except more so.
As for the Constellation-A... also problematic, as it's made of modern Starfleet technology, likely including parts that are also used in modern combat designs.

There's a gap between knowing what a ship can do, and knowing how it does it in great detail.The Cardassians and Sydraxians (when they were chummy with the Cardies) have fought the Connie-B and Centaur-A plenty of times in Gabriel already.
I'd say they already know what those ships are capable of.
The Betazoids are, one, very nomilitaristic, and, two, don't really have an innate concept of "secret information." It's something they had to learn from aliens. So I'm pretty sure they won't care much. Worst case they'll want some compensation and we can handle that.Here's hoping the Betazoid government isn't upset by us handing out their design...
