Shows they haven't forgotten us at all, and worse, they have a much better idea of what's going on in our side of the Neutral Zone than we have about what's happening in theirs.

The Romulans rightly fear the diplomatic outreach of the Federation. They know that they, a polity which bases itself on the dominance of a single species, are inherently weaker in their long-term prospects when compared to the Federation's ability to recruit new members without conquest. If Glorious Multiculturalism has its way the Federation will not need to defeat the Romulans, because they will become simply irrelevant in the face of Federation unity, collapsing in upon themselves in the face of their obvious inferiority. And then the Federation will send them aid shipments and offer them provisional membership because they're just that nice.

Huh ... well, Memory Alpha last has her as a Lt JG in '86, 15 years ago. She's probably within a few years of making Captain, actually, but probably a first officer somewhere at the moment. So, probably on the USS Sarek, actually, as she strikes me as Explorer Corps material.
Paging @AKuz as that gives her the excuse for a half Romulan and a Romulan hiding himself as a Vulcan to interact.

Including next year's graduates we have just enough science technicians in the standard fleet to man the 4 Oberths we can build now (13.25 + 3.5 = 16.75 > 16). That would allow us to fulfill both federation council objectives in q1 2304, 7 years early. The excelsior berth would be used for building for the Explorer Corps.

Shathor is also a good choice, I just like Kumari more because it's a more 'direct' reference. Plus it honors Best Andorian, Captain Shran.
