Well, we could see about asking BuPers to see about finding an extra talented officer to head the Lacarre desk in Intelligence.
 
Like with other departments, pushing the senior billet to the next step up triggers a reshuffling in the billets beneath, including creating a few extra commands.

I'm probably going to throw in a few other option types for rearranging the org chart beyond just bumping up a director.
 
We should be able to have our cake and eat it too in the snakepit. Well, not exactly, but what I mean is that we should have an extra 10pp.

The 2313 EOY still has large inconsistencies and if they were resolved, we should have started this year with 193pp rather than 183pp. (edit: and also 603sr instead of 618sr, but I suppose I shouldn't complain about the free 15sr)

You can have multiple four-stars running around, but Commander, Starfleet has automatic seniority according to Starfleet charter.

You just shouldn't order your peers to fetch your coffee is all; bad manners, you see.

As long as you're answering questions, can we be reasonably certain that Linderly would show up on the candidate list if we made Intelligence a Vice Admiral slot? There was some debate before about whether he's had sufficient time in rank.
 
Keep in mind that just pumping up the seniority of various ranks without there being a reason to do so could result in political issues. I don't think we're quite at that point yet with how much Starfleet and the Federation have been expanding as of late, but it's still a concern.
 
Yes, your billet is "Commander, Starfleet". All commands report to you.

Yes, he'll be there. Particularly because Intel is what I consider a specialty position. Most people I select for command positions within Intel are also from within Intel.
 
So our character's title isn't actually Admiral, but Commander?

There's often times officeholders with the same rank but differing seniority.

An example of this is the RN's First Sea Lord who is the professional head of the service and carries the Rank of Admiral.

The Commander in Chief Fleet (the guy who has operational command) is also an Admiral but is subordinate to the First Sea Lord. Yes they gave the same rank but one has a more senior billet.

It's Fleet Admiral, and in the TOS movies it explicitly belonged to Commander, Starfleet.

We need some more diversity in the top spot, though. Like, consider our prospective lineup--

Rogers-Kahurangi-Sousa-Sulu-Chen is five humans in a row, and Cartwright was almost certainly the guy before Rogers which would make it six. Be it after Chen or in between the last three, we ought to get someone from at least the other parts of the core in before we end up having to changing the emblem in our office to this:
