I'm thinking we go for a torpedo-heavy loadout, save some industry while preserving firepower. Photonic torpedoes seem like just the thing to drop enemy shields.
You are aware that this thing is slow and not that maneuverable? If you wanted a torpedo spammer a different hull and mounting the deflector in a secondary hull would have helped doing so. As it is getting all the guns and some launchers for opportunity shoots is more than sufficient.

I'm not super familiar with ST but my general understanding is that an individual torpedo is much more powerful than a Phase Cannon? Either way, as an emergency wartime build I think maximum firepower is more than justified. Thus thing should be able to kill anything it can get its hands on with gusto.

I really was tempted by the three extra torpedoes from 4 forward and 2 aft, but ultimately I think photonics is a big enough step forward that it is unnecessary. Also,

I feel like we want to build this thing up to be a battering ram and we saved industry in other areas as is.

Not going all in on the cannons defeats the point of the exercise, and I think I've made my point about torpedoes well enough already... Though that also means that if we must have them they may as well be the best we can manage. So long as any failures don't detonate in the tube or the like, this is the ship that can most afford its torpedoes to be in some manner substandard. And it's not like there's any meaningful advantage to using atomics instead.

For what reason is there no option to mix photonic and atomic tubes (for instance, two atomics and two photonics fore, and one apiece aft)?

I don't see any reason to not go for the maximum loadout. I particularly don't want to drop to 2 launchers fore, because we know that 4 launchers+cannons fore should be enough to drop Romulan shields, and we don't know what the exact improvement in yield with the photonics will be.

That sounds strange. Why would you want to do that?
Redundancy in case the prototype tech fails, desire to use up our atomic stockpile before the switch to photonics becomes standard, possible different use cases for different ordnances, possible need to save limited photonic numbers for priority targets, etc.

It's too fat to reliably be a torpedo bomber, even with the extra engines, that's what the escorts are for. Prototype the photon torpedoes, and anything it does get a bearing on will feel the sting, but for all-around weapons coverage against cloaked ambushes the phase cannons are the obvious thing to go expensive on.

Outright misrepresentation. It is as maneuverable as our medium-heavy cruisers/explorer or pre-refit light cruiser.

If it was an available option then I would vote to ditch the torpedoes entirely
in favor of having even more ridiculous amounts of pulsed phased cannons.
Space Dreadnaughts are meant to go PEW PEW PEW after all.
