Why's that? Dresden is crazy enough to advertise his services in the phone book and can hit far above his weight class. The first point makes it more likely he'd be willing to "go public". The second is something that is a good thing when it comes to defending an area from enemies both magic and domestic.
Yeah, but there is the whole issue of whenever he enters a building, it usually ends up burning down by the time he exits.

Why else would Purity intervene? Yes, Theo will trigger. What powers will he get? That is need to know only, and right now, you don't need to know. Be patient.

Maybe? Maybe not? There is a plan, there is actually a plot, but before magic becomes more widespread, something has to happen first.

Not sure the local gods and goddesses of magic might like that very much then again a few of the middle eastern magic gods like Marduk and Enki might not be happy about Tiamat being active while lets say the greek and Egyptian magic gods like for instance Heka, Isis and Hecate likely wouldn't care(and as far as I can tell the ancient romans didn't have a god of magic because roman sorcery was all about trying to control and manipulate gods for which the roman authorities didn't like very much) did and I more than half imagine any African and Asian gods of magic might not even know who Tiamat is in the first place.

Um, they're DRAGONS. even if only one of them breathes fire, I doubt that will put them off. Plus, the Empire technically has two knight themed Capes. Or, as a dragon would call them, canned snacks.
