us, if we had a few generations to more steadily built up our influence and reputation...)

Mungo Baobab, the heir of the merchant fleet who's currently 'spreading his wings' as a galactic explorer? (Could we contact and/or recruit Mungo while doing one of those archaeological expeditions?)
Likewise, will we get a chance to meet
Ebenn Q3 Baobab, the polymath who somehow landed a gig on the Naboo Royal Advisory Council
despite being a known employee of the Trade Federation? (Yeah, it turns out Star Wars canon even has an analogue for us!) Could we meet EQ3 while visiting the Baobab Archives? He runs his own private Holonet not reliant on Republic (Imperial) propaganda, which would be pretty useful for our Neutral systems....
As for the CNS Recruitment megalist: I broke it into two groups, one for 'continguous' sectors around our center of power, and one for 'exclaves' that would be disconnected or scattered around the galaxy. For most of these, I was not able to give descriptions of why a particular target would be interested in joining the CNS, or what we would gain from them, though I hope to do that later.

If we want to overcome the stigma and suspicion of a revived Mandalorian Empire, I don't think we could do better than recruit Caamas, which is described as 'universally beloved' for its moral uprightness and pacifism. For heaven's sake, the Jedi Order maintains an academy on the planet
solely to teach morality, despite the fact that there's only
one named Caamas native that actually became a Jedi Knight.
