What sort of tone should I shoot for with this Quest?

From what I can tell all of those actions are winning as part of the 9 actions we have. (Before Redhead's vote which is a good one to go for)
 
are we ever planning to deal with the league of shadows or are we just going to let them constantly send mooks at us?

Investigate Elaine Marsh-Morton is actually at twelve votes since a formating error on my part split the vote to six and six. Since the fault for the split is mine I'm counting all of them as properly formatted so long as they match the original or revised title for the option.

That is the wrinkle that causes the tie to be relevant

And the vote has now been shifted to yet another different four way tie (the options at seven votes). This might be the most contentious vote yet.

No sell close to the home looks like a wasted opportunity. Sad to see that A.M.A.Z.O. sneaked in. We have no need for robotics right now and it ruined my hope to pair Roxanne and Ivo on designing weapon to improve their coop score. The popularity of Marsh Marton confuses me and I see it as the least useful from the voted options. Research weapons have no hero to assign to and no synergetic action making it the third meh action. In part, this has happened because of my mistake for trying to replace A.M.A.Z.O with it and promoting it. Will make all future votes with an assumption that A.M.A.Z.O is in no matter what.

At least we got actions for Pamela and Carol
 
Well, there is a tie once more for the ninth action. We need a bit of a tie breaker between construction company and donate to the public.

For me, the investigating Marsh-Marton is just a case of being "Better safe than sorry" and "leaving no loose ends" for me, because Luthor is the type of guy who would make sure to check everything and every potential enemy.
Also don't blame yourself for what happened with A.M.A.Z.O., people just seemed to have wanted it more than the idea of Ivo making weapons. That's too bad, because I mean, imagine the interaction...

Ivo: So you want me to stop working on my life's work just to make you a bunch of useless weapons for your war?"
Luthor: Correct, but only for the time being. And these won't just be any regular weapons, because you would be making them. Here is what I say to you: What if you revolutionized the guns into something much greater with your intelligence? And I mean plasma weapons, much more efficient regular weapons, the possibilities are endless for someone of your intellect.
So here is my offer to you, Ivo: Make me the best weapons the world has ever seen to destroy the League of Shadows until there is nothing remaining of them, and then you could work on your A.M.A.Z.O. project as long as your heart desires. And you could also implament the finest weapons that you will create for me into it. So what do you say?

I fixed the quote for you. Ivo is kind of a dick. He doesn't like Roxanne (she likes him because she finds his impotent rage funny) but he finds it useful to have someone who is willing to let him test dangerous stuff on them.

I prefer to
1) Pair Isley and Carstairs for research botany. The potential of Pamela learning about the magical properties of plants is huge. Before anyone saying "but coop-score?" Coop score is also increased by Luthor seeing his employee doing a useful job. Remember that we'll use thalia in the investigation, does Carstairs needs to know about her involvement? She is not that close circle.
2) Put Sutton on improving weapons. Let her get her dose of thrill testing new weapon systems.
