That's not really true though. Even with Rene, increasing her diplomacy to be higher than Lucy and Pamela was still useful because it allowed Rene to bridge the gap between them and Mari. Even then, saying that "we did it before" isn't really an answer as to why something is or isn't optimal.
Which in no way changes the fact that we didn't boost Rene's stats for those reasons. I'm glad you appreciate it's usefulness in this way, but we boosted her diplomacy purely for the sake of our multiple turn therapy Karl plan. I'm not trying to say something is or isn't optimal, I'm saying how optimal mathematical improvement to certain coops and stat interactions won't always be the determining factor in stat increases, because there can be motives besides what makes the strongest teams.

Even if Marie's coops improve, with diplomacy 30 she will be leading actions just as she would at diplomacy 35 (no one else has a higher stat to lead over Marie), so the five points will only be five points so her coops improving is irrelevant.
Because sometimes we put characters on actions alone because our sole concern isn't having the strongest possible teams. Much like how even though Caitlin has great coops with a few learning heroes, we put her by herself because a single hero tackling an action with a bonus of 40 is worthwhile for balancing the overall turn.

Her coops improving means higher likelihood of Marie lead teams and since we can't know what coops will increase, we can't put points on necessarily the correct heroes. Sitting on them does us little good and given the effectiveness of even a +25 to most of our diplomacy actions, the gain is worthwhile.
"We tend to favor Pamela" because she is the highest person who can join forces with Lex on Diplomacy actions.
Sorry but as one of the people who helped strategize some of the plans, while we do factor in numbers, Actions have reward tables which can be effected by the hero assigned to a given action. We didn't take the human plant integration action to give Rene because it saved xp, we did it because we thought it would be good for getting whatever was discussed the potential to stick in Karl's mind a bit better because of Pheromone powers she would gain.
[X] [Team] Guard Lexpo against criminals and infiltrators.
While I'm posting, I'll again suggest that some of the team should direct efforts to keep criminals and infiltrators out of Lexpo. We are revealing several world changing technologies, and after a year to work with advanced alien tech, everyone is expecting as much. Having some superpowers individuals spending effort to discover and preempt any tech theft seems wise.

It doesn't but it adds justifications that the pure stat increase isn't really as useful, you are just talking around the issue. You are the one who increased her stats, so that's the equivelant of saying "I think it's a good choice to do so, which is why I did it" and then using it as a disconnected example to show why it generally is a good choice.

It won't be the determining factor because people vote for reasons that aren't necessarily about making the best choices. exp is a players choice to do with as they please and a lot of stat increases in the past ended up being completely unused and that's fine.

The implication that there exist good choices disconnected from team chemistry has some degree of merit (in events or indeed when taking individual actions) but the ability to contribute to a team as a multiplying factor so vastly outstrips the ability to contribute as an individual to any given action that it's ultimately a very incorrect thing to say.

The example with Caitlin stems from her having a trait that gives her +15 and stems from a choice to give her frost powers from the cold engine that was made in an attempt to increase her stats, and I did some digging and found that Swedish15 increased her Learning from 17 to 19 and PickleJar increased her Learning from 19 to 25 specifically for her ability to work with Louise and then Lex, which demonstrates my point further.

I also think that you are mixing coops and diplomacy here unnecessarily, as well. Siobhan has very low diplomacy but good coops and Leslie has high diplomacy and bad coops. coops are more of a compatability score between people and their personalities and attitudes. If Marie's coops improve it's because of the way she will change as a person due to being converted into a robot (much like what happened with Caitlin) and not because she has 5 point more or less in her diplomacy.

Sorry but as one of the people who helped strategize some of the plans, while we do factor in numbers, Actions have reward tables which can be effected by the hero assigned to a given action. Having just reviewed this section of the discussion, I can confirm that this is 100% incorrect, and that a big chunk of players did it specifically for the bigger numbers that would otherwise be unachievable.

In fact, the specific reason Rene needed to be upgraded is because she had very low stats and several people were complaining about it. That's in fact what instigated this sort of discussion in the first place back in turn 26, before you ever posted on this quest.

I want to clarify that I have no problem with jonasquinn making whatever choices he wants to make with his own resources, but I don't like how you frame things to "justify" it and I don't like a lot of your examples either.

Ehhh, with the recent votes I'll probably need to remove my exosuit votes to fit in the presidential actions and the propaganda.

Yeah...

I would've voted it for it for sure and given it a lead over those two actions that I don't really care for but it wouldn't be enough to knock them out of the vote, and reading the discussion makes things pretty grim...

I think that the entire discussion around searching for presidential candidates is purely a facade of reasonableness. If the issue is forced some people would rather have several conflicting actions pass than compromise on what they want, so much like @ZainAlJester said we'll need to be the bigger person on this and man does it suck...

Can someone please remove their vote for the austrian armor or add a vote for meeting with Veronica or Queen Bee? That action is a bit too resource intensive to scrape in like that.

Yeah...

Well, that's the name of the game.

I'm going to sound really cynical right about now, but I'll say that while you could be right that some people only pretend to be reasonable, most voters aren't really engaged enough with the quest to do that.

The baseline time required to really delve into the vote and understand what the options mean and how resources can be allocated can easily take 3+ hours of reading and thinking. Do you think that everyone who votes in this quest does that? Maybe like 5-6 people do that, tops.

Most people are just voting for what they want because it sounds cool or interesting, with very little regard for how things work out together.

Hell, even if a bunch of conflicting actions get voted in and it compromises the hero vote significantly most players won't know or care since they haven't followed, and those that do will just shrug it off, if that, either not remembering their choices or just dismissing their involvement since nobody likes blaming themselves. The results phase could be like 3-4 months from now, and nobody is going back and say "ah shucks, if only I voted differently! Well, it's a good thing I'll learn for next time to ensure this doesn't happen again!" Nah man, that isn't happening ever.

Is it "unfair"? Maybe. Are there bad faith players who knowingly push things in a way that compromises the overall strategy? Probably, sure. Is it possible that your choices are better than what gets voted in? Yes.

Does any of that matter? Not even remotely.

Yet did nothing to follow through on that discussion, either in the form of actions or xp. Rene's stats remained at 15 until turn 30 results 1.
[ ] [Karl] Seek out counseling
Roll 4

Karl woke up one day and he felt like he'd fallen to the bottom of a chasm. His heart felt coated in pitch as he contemplated why he should even bother. He felt a deep contempt worm it's way into his flesh as Karl questioned why he even wanted to stay the same in the first place. Nothing brought on this bout of despair, is just seemed to happen. It was so frustrating to be back at this point again. Karl was better than this. He knew he was better than this. Karl ultimately decided to just wake up and muddle through his day again. He'd make it past this. He was better than this. And if he wasn't then he had a formula or two that could make him better by letting him transorm into a new man.
So, the Idea of using Perfected Human Plant Integration on our company psychologist is something to consider, so let's go over what we might expect in comparison to our last human plant integration.
The entire situation where we began to take steps to elevate Rene's quality as a hero unit occured in response to the quoted personal action, where we set in motion a resource intensive plan (2 actions, 2 double downs, 5 heroes unit assignments, an unexpected windfall in recruit doctors) in order to get Karl into a healthy mindset ahead of working on the Bone serum formula to limit the impact of his more self destructive tendencies on the improved formula. If it were primarily about stats, Lucy would have been every bit as good an option as Rene, better even when we consider that by the time the xp was spent, her coop with Cassandra was 1.6, which I am considering leveraging in Cassandra's special action this turn.
@King crimson With actions settled, I'll spend 1000 exp on increasing Jinx's Intrique to 25, and 1700 exp on boosting Rene's Diplomacy.

@wabbitking I think you asked me before about where to spending exp, and if you could spend 1k on Rene as well perhaps @jonasquinn can top us off to reach 25.
I'm happy to let go the rest of this discussion as a difference of opinion, but Rene's improvements were a fundamental step in a multi turn venture by the thread in relation to one of our hero units that had little to do with her low stats or a desire to leverage her coops better.
Can someone please remove their vote for the austrian armor or add a vote for meeting with Veronica or Queen Bee? That action is a bit too resource intensive to scrape in like that.
Sure. I'll vote for Veronica. I'd rather put off the action to meet Queen Bee until we have talked to Ra about the mysterious government official she alerted us too, and begun dismantling the cult of blood which we also know about because of her.
I added vote for Queen Bee few minutes ago
Or maybe not. I'll keep an eye on the situation and add my vote to one or the other before king closes.

I simply remember comics Veronica being involved with that whole thing about search for Themiscira and we already dodged that bullet once. It is probably not the case here, but when choosing between the two I am leaning toward the safer option.
I'm pretty sure that's a reason to get involved with her and monopolize her time with interesting projects so Cerce can't hire her through a meat puppet to start a company to narrow down Themiscira's location. Cerce tends to back off when obstacles to her plans are present. Afterall, she has time.

Building on what I said earlier, Cale wouldn't be directly connected to us or using our employees. She'd have an agenda, budget, and possibly relevant intellectual properties or authorization to bypass the patent regulation. If Cerce approached her for any reason we could stay clear and tip off Diana

Meanwhile, Queen Bee could be talked to next turn, when we have news on how we are dealing with the mysterious official, our spy network reports, and progress report on our actions to deal with the cult of blood, and she can use her knowledge of Lexpo to ask us to do certain things for her country.

In fact, Pamela is frequently stuck on taking diplomacy actions specificially because there are no other options. There is no one comparable, she is the only option so she gets chosen, and Marie would be a better option, at 95 compared to 82 with the same number of rolls and rerolls, that's a substantial difference even ignoring the benefit of those points being allocated elsewhere.
But that's only if view Marie purely in relation to her ability to work with Lex, something that regardless of what we do is going to be the minority of times, boosting Marie to be the new best Diplomacy hero and by some margin not only frees up Pamela but it makes it easier to achieve higher DC actions with one or two hero units assigned to it.

I'm not going to claim it's the absolute most optimal choice, because I fully admit I don't have a sound enough grasp on stuff like statistics to make that assertion, but I am confident in claiming that it's a decent one.
Yeah...

I would've voted it for it for sure and given it a lead over those two actions that I don't really care for but it wouldn't be enough to knock them out of the vote, and reading the discussion makes things pretty grim...

I'm sorry but I don't think that's fair at all.

Firstly, it's quite rude to assert that the discussion around an action is "purely a facade of reasonableness" especially without expounding on what that supposedly means or presenting a counterargument against what is, in my admittedly biased, opinion a well reasoned decision.

Secondly, I don't necessarily agree that the action in question particularly contrasts any of the other actions that area currently in contention. Especially since Austrian power armour and search for presidential candidates aren't even in the same category of actions, one is Learning and the other Intrigue. There's no significant crossover in the hero units that specialise in those fields, at least no more than that of any other two actions.

I apologise if I'm jumping down your throat here but this did just strike me as quite an unfair assertion.
I simply remember comics Veronica being involved with that whole thing about search for Themiscira and we already dodged that bullet once. It is probably not the case here, but when choosing between the two I am leaning toward the safer option.
Iirc Veronica's desire to find Themyscira tends to be more a result of a her hatred of Wonder Woman and that shouldn't be an issue here since Wonder Woman doesn't exist.

Still I don't really have any strong feelings in which to go for and wanting to be safe rather than sorry is valid.

This was really fun though one minor note, iirc The Uncle Oswald Show was on GBS, hence why Oswald was fired when he spoke out in our defence.

I could be misremembering though and apologies if I am. Again, really fun omake.

Ahh. Right. I meant to comment on this earlier. While Leslie and Lisa(the two heroes that were suggested for exosuits mobility action) have alright diplomacy skills, there personalities leave much to desire. It's doubtful we'll be putting them on delicate meet and great missions with important individuals. Even if we were to pull them, the option remains to simply assign Rose and Mercy to the action, for +20(Rose Martial), +27(Mercy Martial×coop) +10(Rose Trait) +10 to end of rolls(mercy trait).

Plus since it looks like were gonna be taking the action to give Leslie her own show it would feel weird not to assign her to it.

Probably the last tally I'll do since the vote closes tomorrow, here's where we stand with 19 voters

These actions pass with 14+ votes, 19 actions:

Meet with the League of Shadows 17
Negotiate with the Democratic Republic of Congo 17
Continue funding the Lillian Luthor Foundation 17
Continue to repair Metropolis 17
Double Down X3 17
Continue preparing for Trigon's arrival 16
Expand LexCorp 16
Give Leslie Willis her own TV show 16
Create a worldwide spy network 16
Develop a new standard laser rifle for General Wells 16
Improve necessary tech for the O.D.I.N. system 16
Begin producing music 15
Attempt to reverse engineer Brainiac's cloaking system 15
Begin production of auto-kitchen 14
Learn about robotics 14
Lexpo 14
Build another supercomputer 14

These actions have a strong majority with 10-13 votes and very likely pass, 15 actions:

Engage in superpowered crimefighting abroad (Italy) 13
Provide Diana Prince with further funding for the West Coast metahuman training facility 13
Donate more to reconstruction efforts 13
Donate to Native American communities 13
Develop and produce Costumes 13
Renovate Lexcorp Tower 12
Meet with Joan Dale 11
Donate to Bookworm 11
Train someone to better use their powers (Carol) 11
Have someone train in your metahuman training room (Nightshade) 11
Meet with Wade Eiling 11
Buy more Gingo fruits 11
Begin a hard propaganda push across all of your news sources 10
Begin producing handheld consoles 10
Search for other viable presidential candidates 10

Here are the last actions getting in, currently there are no ties, 5 actions:

Use Zeta Beam transmat stations to smuggle in restricted materials 9
Improve Kryptonite bombs 9
Begin creating helicopters 8
Meet with Queen Bee 8
Design and produce small combat drones 8

There are two actions just below the cutoff line, and neither is currently getting in:

Develop powered armor for the Austrian Government 7
Meet with Veronica Cale 7

Superhero Team vote, more votes push it in, no actions are used up:

[Team] Establish a headquarters to meet in 15
[Team] Train in working together as a team 15
[Team] Guard Lexpo against criminals and infiltrators. 5

Supercomputer vote is still

[Comp] Analyze Dhawan's particle 14

Overall, it's a lot of fun stuff to look forward to. I have previously recommended switching out meeting Queen Bee for meeting Veronica Cale for the previously listed reasons and because I don't know what more we can get from Queen Bee at this point unless we want to tell her to start unrestricted human testing just to get results faster and smuggle it in with the Zeta Beam stations.

I'd also suggest adding the team action to guard the Lexpo; we could rotate them around so that some are available for a meet-and-greet opportunity.

I'm actually kinda thinking we could put Fire and Ice on the Lexpo action since they have a pretty solid Diplomacy bonus at +49, we don't desperately need them elsewhere and it would likely mean at least some members of Bastion will be available as security.

Given the new techs we have, especially cold engine, what we've discussed doing win regards to Kryptonite power plants, the ongoing election, I was thinking a Pamela lead effort. She brings the environmental aspects to the forefront, and is familiar with politics, but she is also a scientist. Overall, she's a really great pick for structuring the event and pushing the lexcorp motto. She and Oswald would be a great team. Plus, I think we had martial plans for the two of the? Or at least it was one of the teams suggested for one of the martial actions.

It could work though I'd be somewhat concerned about the distribution of of hero units among our other Diplomacy actions if Pamela is on this. I also don't think putting her on it will particularly have too much of an impact, iirc the only effect putting Oswald in charge of our last Lexpo had was being able to do the whole competition thing but outside of that we decided everything else.

Personally I'd rather the guaranteed security of having Fire and Ice present at the event, and potentially the boos t to Bastion's reputation, and having Pamela free to be elsewhere than spending her on this. Though I may change my mind once we have a more solid dies of the situation.

True though I'm kinda leaning towards having Oswald work with Leslie on the debut of her show for maximum impact and propaganda spread. The only thing that makes me kinda hesitant is that it may decrease their co-9pm score but I'm hopeful that with a high enough success that could be avoided.

As it currently stands the only Martial actions we're taking are:

[] Continue preparing for Trigon's arrival
[] Engage in superpowered crimefighting abroad (Italy)
[] Train someone to better use their powers (Carol)
[] Have someone train in your metahuman training room (Nightshade)

Of those four the only one I'd maybe have Fire and Ice on is training Nightshade.

So very tentative schedule is as follows. I'll be closing the vote tomorrow during my lunch break (around 12ish but it might move). Following that I'm going to try and get the next update out this weekend.

Also I have a Valentines day non-canon omake more or less completed that will land next week.
Omake review time. This was a fun concept piece of posting what Oswald Loomis's resume might look like. There's a bunch of little details in this that are neat and made it fun to read, even if it arguably had no narrative. I liked seeing this more experimental structure.
Known for transforming "The Uncle Oswald Show" into an international phenomenon
This is actively misleading, he didn't "transform" the show, he created it.
"The Uncle Oswald Show"
You kind of flip back and forth between calling Oswald's show "The Uncle Oswald Show" and "The Uncle Ozzy Show". This is a mistake I myself have made but it should just be "The Uncle Ozzy show" if we want to be fully accurate to things.
I really like this little conceit to the fact that I didn't definitively pin down a timeline for the quest. It's cool.
Transformed Lightyear Entertainment into a global leader in children's programming from a Maryland base
This is debatable and arguably downplays Oswald's achievements. It can instead be written as "Helped found and led Lightyear Entertainment into a global leader..." to make him sound more impressive and be more accurate to what Oswald did.
So I kind of want to make it clear that this is actually fine. Galaxy Communications was the company that got Oswald fired, and they would be GBS or WGBS, but they did so through spreading rumors about him after he publicly defended Lex Luthor from their smear campaign. I might be misremembering but as far as I can tell this still lands within the realm of canon.
TV Guide's "Best Children's Entertainment" (1985, 1987),
I feel like this should be "TV Guide's "Best Children's Entertainment" award (1985, 1987)" but it might not be the case if the industry doesn't label it as an award.
Ikegami EC-35 electronic cinematography system
So I don't know if the cinematography system is real, but Ikegami is a Japanese companies that makes TV cameras.
I think this is meant to be a riff on PBS or the Public Broadcasting Service (which is a noncommercial TV channel/service in the US), mixed with ABC (which is the American Broadcast Company).
"The Ten Billion Penny Woman,"
I can't tell if you're riffing on "The Six Million Dollar Man", or its spin-off "The Bionic Woman". Common sense says it's the former, but I could see someone being fond enough of the spin-off to make an equivalent counterpart.
"Charlotte's Demons,"
I know that this is meant to be "Charlie's Angels" but the name makes me think of something like "Charlotte's Web" crossed with "The Screwtape Letters". I would be curious how the gender-flip works for the show.
"Starsector Convergence."
And I'm pretty sure this is a riff on Star Trek: TNG.
Authored comprehensive safety protocols for pyrotechnics and mechanical effects that were adopted network-wide after the infamous "Flaming Peacock Incident" of 1977 resulted in zero injuries despite setting three sound stages ablaze.
I actually don't know what this is referring to, if it is playing off a specific historical event but it doesn't feel like a one off noodle incident. I am curious about this though.
"The Moderation Patrol," "The C.I.A.," "All-Star Jam," "Tomorrow's Terrors," and "The Quantum Detective."
Might be because I'm tired but I don't recognize any of them, save perhaps "The C.I.A." being an attempted play on "NCIS".
and Assisted in developing new effects systems.
Why is the A in "Assisted" capitalized?
US Patent #3,445,589
I was curious and did a basic check of the patent office, while I did have to reformulate the patent number a bit, the number corresponds to an electrical scanning apparatus patented by some guy named Stanley Taylor.

Not really relevant to the omake, just interesting.
Transformed Lightyear Entertainment into a multi-billion-dollar global media company
Again "transformed" feels like the wrong word to me. "Built" or "lead" feels better.

All in all a strong omake. I'm perfectly willing to give 500 exp and canonize the omake, however I'll do that when I'm less tired (so sometime tomorrow so I make less mistakes).

Welp, I guess I'll scattershot some votes before it closes. As a disclaimer, I'm not trying to say a turn of only these actions would be good, because it wouldn't. Rather, I've tried to go with things that involve expanding Lexcorp somehow or otherwise getting more people, as that helps with both managing Heroes and having more warm bodies to staff more towers to get more actions. I don't expect most of these to get in, but maybe spare a glance to see if we could possibly fit them in on the next few turns?

The "More Workers" Section:

[X] Hire even more LexCorp security forces
DC 67

[X] Recruit skilled criminals
DC 12

[X] Recruit talented scientists
DC 31

[X] Recruit skilled doctors
DC 108

[X] Recruit competent assistants
DC 39

[X] Recruit from injured veterans
DC 49

[X] Recruit more programmers
DC 36

[X] Recruit entertainers
DC 35

[X] Recruit Managers and Executives
DC 127

[X] Hire more workers
DC 46

[X] Hire Ex-Cons
DC 45

[X] Recruit the desperate and dispossessed
DC 46

[X] [Team] Attempt to find and recruit more support staff

Every "Recruit X" action I could find, besides the ones that seemed blatantly skewed towards getting Hero Units (ie Occultists, Counterintelligence, and I think one or two more). Because seriously, genuinely, we need more warm bodies to throw at things. The more people we have, the more towers we can build, and the more actions we get.

Which is always good, because tower actions help mitigate any potential loss in hero actions from firing people, if we need. Plus, more actions means more double downs, which helps with the more important action that we concentrate resources on. And I don't think we can ever have too many actions, because there's always a bunch of low DC actions that cost basically nothing to do/fail, and can provide some minor gains if they succeed even without having any Hero units assigned.

Plus, we've now received notice that making Lexcorp bigger helps us juggle more Hero Units, and recruiting more people makes Lexcorp bigger.

The "Expand Businesses" Section:

[X] Improve your PMC
DC 74

[X] Expand Ferris Aerospace
DC 64

[X] Expand Future Construction
DC 72

[X] Expand McCabe Fashions
DC 55

[X] Expand Lightyear Entertainment
DC 98

[X] Expand LexCorp
DC 39

[X] Create a courier company
DC 78

[X] Purchase more Risk Management Firms
DC 84

[X] Construct servers
DC 23

[X] Improve chemical production plants
DC 64

[X] Expand your music production company
DC 34

The next step in trying to boost the soft cap on Hero Units as much as possible. This one goes for corporate expansion, not just of Lexcorp, but also everything under our banner in the hopes that doing so also effects the softcap. A couple odds ones out here; the Courier one is effectively expanding by adding a new business under Lexcorp's banner, even if it isn't as explicit as the "Expand X" options. Risk Management Firms, Servers, and Chemical Production are in a similar vein; while not explicitly expanding, in practice they help Lexcorp grow and do better in areas.

The Better Labs Section:

[X] Improve your dedicated lab space
DC 24

[X] Improve Pamela Isley's lab space
DC 40

[X] Improve Karl Helfern's lab space
DC 40

[X] Build another space building
DC 17

[X] Improve your current space building
DC 13

[X] Create a specialized lab
DC 34

Labs, you gotta love 'em. We've been hammering away at that button for a while now, but I think we can go further. Besides the generic Labs action, there are a few others that improve our research capacity in much the same way, so I say we should go for them.

Other Hero Unit Management:

[X] Investigate inside the company
DC 12

[X] Create a cult of personality
DC 1

[X] Campaign to get the achievements of one of your workers recognized
DC ???

I dunno if Investigating now would catch anyone we hire this turn, but considering I'm going for a bunch of hiring actions I feel I should put it down as well to vet the new hires.

Cult of Personality is just something I've wanted to do for a while, and if we can get some more of our Hero Units 100% ride or die like Pamela is I imagine it'd really help with extending the softcap of how many Hero Units we can have. It's probably something we'd want to Hero Stack to oblivion the turn we actually do it, but I'll signal boost it now with a vote.

And I figure campaigning to get Louise her recognition for the Cold Engine would help with plan of getting her what she wants and then sending her on her way so that she's out of our roster.

The "These Are Actually In The Tally" Section:
[X] Create combat planes

[X] Attempt to promote Bastion as a superhero team

[X] [Team] Guard Lexpo against criminals and infiltrators.

[X] Develop powered armor for the Austrian Government

[X] Begin creating helicopters

[X] Improve Kryptonite bombs

[X] Search for other viable presidential candidates

[X] Begin a hard propaganda push across all of your news sources

[X] Donate to Native American communities

[X] Donate more to reconstruction efforts

[X] Provide Diana Prince with further funding for the West Coast metahuman training facility

A few things on the lower end of the tally that I figured I'd toss a vote at because I liked them. Who knows, that might actually shift something.

I noticed that Kryptonite bombs are a heat-related action that meets the criteria for Mick's trait, so maybe we can do something like:

Bombs - Mick
Presidential candidates - Leonard Sam and maybe Lisa
Leslie show - Leslie and maybe Lisa

Now to think what to do with Catherine...
