Tactically, it's the difference between a strike and an ambush - it's not inherently less effective to choose to ambush.

Practically, Joe only gets more able to handle them the longer he waits. But he said he's planning to fight before Bonesaw has a chance to scatter plagues, with the tools to contain them. Shatterbird? Unnatural Skill Music means he can simply countersong her power even if he doesn't have another preventative measure in place.
If anything Joe want to attack then the moment they step foot in the city perimeter.
 
Also, his releasing of the Cat of War and unleashing of Survey? The Nine are walkimg into a killbox like no other,and watching them die like dogs will be a joy to read!

Dog's are wonderful creatures that deserve our love and respect. Besides, it's not fast enough to how the Nine are going to die.

It's going to be more like Red Shirts with the accuracy of Storm Troopers against an army of Doom Slayers that found out that the Nine killed their pet bunnies. So much death and destruction will be wrought to avenge that poor bunny! So tell the Forge team what to do oh mighty Cat of War!

I will say I can see benefits to Joe planning and framing his 'execute the 9' plan as 'reactive' over 'proactive'. And it's the politics game. [Yes, yes, groan and moan. We all hate it.]

If Joe starts taking the forge on... enthusiastic walks to visit the local S class threats, that instantly ramps up both his exposure, and the scale and variety of threats. Because at that point he's no longer a 'Brockton' problem, he's a 'Eastern Seaboard' problem. That means more Protectorate action, wider and more vivid news coverage, and even more 'information' about what he's capable slipping free from his anti-cognative effects [not that he can be targeted, but that any collateral becomes a new source of info]

But if he can set it up, and time it so that the first time anyone sees him deal with the 9 is at, or just inside, city limits... well, he's still just a Brockton issue.

One that the people outside can hope is self quarantined.

Plus, there is plenty to be said for homefeild advantage. Countermeasures can be made to mitigate collateral, and do we really think that it'll take longer then a few days for shatterbird or Bonesaw to be hard countered?
 
Joe released Survey to go full-panopticon. The S9 won't get a chance to do anything before they get stomped.
It's enough to nearly make you consider being sad for the S9. NAAAAH!

So, who's going to get some popcorn and something to drink to watch the "fight" go down? Because as we all know, the only reason Joe is really waiting is to let Survey gather information, and build up enough forces to DEMOLISH them to the point that anybody considering to act like them get's a Darwin Award automatically.

Shatterbird starting to sing? Titans shooting her with enough firepower to make Doom Slayer proud? Likely.
Crawler? Matrix honestly could take him out by itself. If not, Tetra can have a fun snack to play with for a while!
Cherish? Meet Survey. She can do everything you think you can do but Better!
Burnscar? Tybalt wants to play with you!
Siberian? Not going to do much against Lethe, Survey, or Apeiron.
Mannequin and Bonesaw? Apeiron can out perform them in their own fields half asleep with one hand behind his back while reading a book.
Hatchet Face? Completely out scaled by practically everyone there in the team. Including Garment.
And Jack? The only true people that you might have a edge against is Lethe and Apeiron. Even then you can't do anything against Apeiron to manipulate him, react to him, or even survive for a minute against him if he wants you dead. No way past his armor, out power him, or even out range him.

It almost feels unfair to the Nine but honestly who give a DAMN! Bring those fools into Apeiron's arena and prepare for the main event. LLLET'S GET READY TO SLAUGHTER THE NINE!!!!!

Or what if they, quite reasonably, are spread out as they move with individuals taking different routes in varying amounts? Routes that could involve say, traveling on a train or the like?

And as he has noted, he doesn't understand their powers fully. What if one of them, like a new one he didn't know about, had something to let them slip through his attack?

He's aware they're incoming, has a direction, now he's stepping up preparations for them while they got no idea what he's truly capable of. Laying groundwork for a strike to hit them all at once, with them noticed the moment they come into range.

Also, putting up highly advanced satellites next to a certain someone up there before you're ready to deal with all that is a concern that is reasonable.
See, that's what the ultra wide effect(Nuke/black hole bomb) is for, what's 5-10 kilometers of in-between compared to letting the 9 within spitting distance of another town?

And the winged bitch is a non entity at this point since Joe has Blank and it extends to everything he builds, thus, she wouldn't be able to see the satellite even if it floated in front of her considering how she sees(Through post and precognition).

Yeah this chapter was chef kiss, if I tried to (truly) quote it it would get almost to the lvl of 'you will quote everything I say'. So I was planning to just that with this chapter alone I would be glad to had read 1.5 kk of story in a google translation (which was not the case), so I hope this show how much I like the story that got to this point without writing a omake size commentary and avoiding putting more than 30 minutes in said commentary. still

My muse wish to comment this show a part of the 'core' of the story. Each power shift the narrative of the tale. Each power get it own gravitas.

If I wanted a cutting tool based on the principles of a vortex grenade that was suddenly both a safe and stable option.

Like this this is mind blowing since he know what a vortex anything would do, and this show how perceptive change these things can be^^.

But the story still put lighter elements even with the gravitas like a catsuit 'in a color of your choice' in the impossible color of Apocyan;

I love the idea of an out of the city S9 ambush that's an utter curb stomp, but the aftermath is unpleasant.

It's such a change to how he's approached everything up to this point it just feels like real progress.

Unfortunately, "Jack and the Slaughterhouse Nine are our highest priority targets. We're taking no chances here. Let them commit to their attack, and then we wipe them out, all at once." just seems like dropping the idiot ball. By far the best time to strike is while they are moving through low population areas. Hopefully Tybolt is going to insist on a proactive strike.
Getting into position is commiting, so they might not get a shot off.

Maybe inform Aisha when she's in the workshop on go-day and not let her out until Jack is boxed? Keeping her in the loop is kinda the pillar of her trust in Joe, so best be sensitive and proactive about it.

Also maybe intercept the S9 before Shatterbird blows up the city... or set up some kind of counterspell?

Okay, so from what I've gathered, the color Apocyan is a magical eldritch color from a London taken by bats. It either induces dreams of greatness or lets you photograph memories/dreams. From this, I've concluded that the purpose of the catsuit is to induce and photograph great dreams of Apeiron, presumably in female form, in a catsuit.

People start seeing the Catsuit in their dreams and wake up confuses.

I think the apocyan catsuit is explicitly sized for Joe, as funny as it would be to have the repeat of Garment in her all-white motorbike suit from her first public appearance again.
 
From what I could tell, the team just don't want ALL the other thinkers and the planet scale this even harder. I mean just look what all the shards are throwing at them while yelling what could be translate as 'we are giving you input give us more DATA already' like some kid in a movie shaking the glass in the environment of a creature (like first book/movie of harry potter).

Still I think someone will say this (I jump a bit of the discursion).
 
I'm kind of surprised. Joe has access to ST tech and scanning technology that can detect and analyze powers as evidenced by Survey outing Victor. He already stated that he could narrow their location down to 100KM and ST sensors are light year ranges.

While I actually agree that taking down the S9 should be a spectacle and letting them enter the city is probably the best way to enable that... letting them remain undetected until they get into the city is definitely the wrong call. Find them, track them, study them. Begin the war before they even know they are inside your territory and the battle will be won before any engagements happen.
 
Also, Joe can heal souls. If murderrat hasn't fully experienced soul death, then it could be saved. Remember Joe was threatening getting 2 butchers out and seemed like he could do it. Same thing here.
 
Cherish was right. Joe hasn't really changed. He has become immune to masters, but that doesn't mean he has really changed as a person. He stood up to his sister. He hasn't stood up to his mom.

The S9 POVs were interesting. I was bored after a while with it. It was just too much drawing it out. Everyone knew that they were going to go to BB and pick on Apeiron. We didn't need so many dramatic pauses for Jack to drag his decision out.

Joe's reaction here felt rather off to me. First off. He has a serious hate on towards Jack. It wasn't the S9, it was Jack that needed to really die. Joe isn't a drop in SI. He is a local. He has a local's fear of the Endbringers and of the S9. Becoming the next Sphere was his biggest terror.

I was slightly happy that Joe seemed to want to be proactive. Then he dropped the ball. OTOH, he's authorizing the team to look at all the fun toys that he'd previously locked down. That feels more like a distraction to the team and for us as readers.

Let's face it. Joe is beyond an utter coward. The Hero Is Overpowered but Overly Cautious.

He is trying to convince us that sending stealth drones out was a danger due to 2 of the S9 being tinkers. Snorts. No, that's him being a coward.

It's not just the S9 though is it Joe? It's any and every other thinker or tinker that might remotely spot your tech about. He's worried about being spotted.

WTF? He might as well bring Aisha and tell her everything just to add a bit of challenge to things.

It should take him less than an hour for a few drones to fly across the entire freaking nation. He could put up something in orbit as well. He doesn't have to worry about radio. He has that quantum coms that are direct and high bandwidth. The S9 won't be able to hack them. Dragon or an Endbringer might spot them, but the S9? Nope.

His scout drones won't be flying just above the tree line. They'd be in the clouds or higher. He likely has thousands of methods for to make sure his drones completely self-destruct if anything goes wrong with one.

He could have an orbiting set of drones just mapping everything and watching. He is pretty sure that his protections actually work. If they actually do work, he can cover a drone in them and fly it in orbit and just let it set up there. It wouldn't be spotted as anything important or just inactive space junk.

Joe can make something like that in less than 10 seconds, send it up in the sky in less than 5 minutes. He could have the answers that he needs in less than 30 minutes to an hour.

Instead, he is reverting to known behavior and hiding again. He claims that he is going to be using this time to prepare counters and opening up the stockpile. But really? he doesn't remotely need to. He should actually be able to put on limiters and fight them nude and still curbstomp the S9 at this point.

He is worried about some of his team's abilities becoming more widely known? Snorts. Any time that he has tried just patrolling he has made national news. His freebie powers have global effects that force everyone to pay attention to him. Anything that Joe does will bring national attention.

The only good decision that he really made was telling Survey that she can scan to her heart's content. She'd be able to find the S9's little stalker/tag along/secret member.

His demi god of war bro isn't doing his duty. He should be knocking some sense into Joe! Cat is happy to play with his food.

Cherish was was. All the CF are meek. They don't do anything with Joe approving anything and everything in advance. Any one of them could take out the entire S9 without too much problem. Aisha would be the best as it would actually be a challenge for her rather than an utter curbstomp. She'd still be able to kill most of them. If she had a teleporter or portkey, she'd be able to evac after removing half of them.

She doesn't even need to get into melee range. She could open up and sniper them from miles away. Murder Rat would survive maybe 15 seconds against her at best.

I'm going to blame the stupid life saving fist. It's worse than your fanon greater good Albus got to save everyone. Joe knows that each and every member of the S9 should be killed without any dialog or even thinking about chatting with him. The life saving fist could be the entire reason that Joe is actually turtling now rather than going into another death fight that he'd win.

I'm annoyed that they aren't bringing in Aisha for the shard ship launch thing. She's being gently cut out of the group for OPSEC reasons. Oh, she'll still be over and likely won't notice. From her POV, she'll be spending an entire year with them in a few hours. Not bringing all this up should be rather easy. She should be hurt by the need that they withheld the info from her and that she wasn't even invited to the ship launching!

SIghs. Externally, no one will be able to spot anything. The CF don't patrol and will be in his workshop. Most of them just got a new major mission. They don't need to spend free time on Bet. It'd be funny if they ended up dating shards.

Honestly, I was looking forward to the prep for Garment's show and all the little side quests surrounding it. This feels fine, but it could have happened later.

Also, there is no real rush for the S9 to get there quickly. It depends on if they need to prep anything before arriving. I got the vibe that they'll be there in a few hours if possible.

What does it matter if he nukes the S9 where they are at? Oh, it's about rep isn't it? He doesn't care about the oddest things and really cares about what folks think about him. Random people out there dying? Who cares? Some one on the internet thinking various things about him? Time to panic.

Joe is just so damn Joe.

The new perk was interesting. The easy teleportation was the best thing about it. He should have had that with the star trek stuff or other things by now. He had more like limited in city blinking. Now, his team could go global. He is still not going to step out of his hole and take care of the idiots where the least amount of folks would be harmed.

Because folks would think things about him. Can't have folks thinking about him. Have to reduce that as much as possible. Sighs. Joe. Stop being Joe. At least he will have Garment teasing him shortly. That'll be good for a laugh.
