Maybe throw in a point about treatment of "privateers" and who is responsible for their actions? I mean it is probably a key part of any treaty anyhow but I think that since the CU has in the past favoured "deniable" ops it might be a smart idea to include some provisions against them.

For example: Signatories are legally responsible for actions of criminals originating from their sphere of influence and are liable for any costs/damages caused by such factions.
Could come back to bite us during the Bajoran Resistance era. I think we can live with the Cardassians engaging in deniable ops; we've had a pretty good track record of minimizing the harm they can do.

No Babylon 5, no Battlestar Galactica, no Dune, no Doctor Who.

The meta-omake describing the crossover episode between the Tenth Doctor and Nash ka'Sharren is bouncing around my head, it just needs a Whovian to help me plot and write it. :p

Defensively speaking it the key installation in preventing strategic surprise going forward. It would also keep the border shorter and avoid protruding/intruding subsectors.
-[X] Much like Athos V has done much for our relationship with the Romulans, shared research colonies, outposts, or stations with Pact species within the DMZ could do a lot for thawing relations going forward. Much like the Themis deal, the more that can be done to relax or create exceptions to the "no contact" rule the better.

We're reasonably sure that the funding will be cut if we have to build a sixth without a very good reason.
So, this quests equivalent to Babylon 5 perhaps? In purpose, at least, if not in image.
Honestly, what sort of wacko uses spin gravity in a ST universe?

Spin gravity works in case of power failure ...
Honestly, I get the feeling that in Star Trek, power failure on spacecraft and stations is fatal for so many reasons that the setting's engineers have given up on making systems robust in case of power failure, and concentrated on making sure there are forms of backup power available reliably.
