The Vulcans have the lowest income of the original four, so an Ambassador is probably out of their current price range. They lack any Capitals, so an Excelsior-A is probably best they can currently handle.
The Andorians will have to spend a couple of years building up a resource stockpile for their Ambassador.
Tellarites have quite the resource stockpile, they can begin their Ambassador as soon as the plans are released to the members.
The Humans could begin their second Excelsior-A right now if they wanted, as they have not done so yet, maybe they are wanting to start their Ambassador first? Or maybe they have started it, as they only have one 3.1MT berth free, and I don't know what they are building in the other.

Citation needed, there is like one TNG episode that mentions that... and the concept of a starfleet flagship that serves not as a flagship makes no sense, you could argue that the 5ym ships are sorta the standard bearers of the federation, but that is a different matter.
The Enterprise-D was the flagship of the Federation up until it's destruction, what that means is debatable. I assume it's something similar to HMS Hood being considered the Pride of the Royal Navy but again we have no idea what Enterprise's designation of flagship actually means.

The Enterprise-D was the flagship of the Federation up until it's destruction, what that means is debatable. I assume it's something similar to HMS Hood being considered the Pride of the Royal Navy but again we have no idea what Enterprise's designation of flagship actually means.


I prefer to treat that line the same way we do to "all crew are officers" and a certain Voy Episode

We complete prototype phaser arrays this year, and we can then fit it onto a ship just like our isolinear computers. That option will be available 2321.Q1, as in next MWCO. The Enterprise launches in 2321.Q4. We have a 3mt berth available at 40E that's awaiting the Tellarite Amby and isn't likely to be put to use. Sending her for a 1Q refit for prototype phaser arrays brings her launch date to 2322.Q1 and avoids delaying the Amby wave since it doesn't use the UP berth.

Now here's the rub. Captain Leaniss of the Tarrak completes her first 5YM in 2321.Q4 and is available for another ship in 2322.Q1, one quarter too late to be granted the Enterprise. But if we delay the launch of the Enterprise's 5YM by one quarter...

I don't mind that either, although I'd like to promote Zhang to the EC sooner rather than later.

We could give the USS Ambassador the prototype phasers and make Leaniss the captain unless people already have the Ambassador's captain picked out.
 
I'd like to send the Enterprise out with a captain who hasn't already had a 5YM before anyway. Look at the stars with fresh new eyes.

Don't our EC ships run into enough problems that we don't need to disadvantage them with a weapons system we know is likely to have failures?

It's all fun and games, and then you can't get the phaser arrays to boot up while facing down that Harmony of Horizon Fleet Tender.

Still, arranging matters so that Leaniss COULD get the Enterprise is... actually a very appealing idea to me. We can make that decision for ourselves, rather than having it swept out of our hands.

"Um... um... can't decide... How about... both?"

The Enterprise is the flagship. It's supposed to get the shiniest tech, including the prototypes that are undergoing final testing before being put into mass production.

Example: The M-5 multitronic unit.
Enterprise, Advancing- Arms Outstretched, Eyes Flaming, Hair Doing Ominous Floaty Thing:

"YOU KEEP THOSE DAMN UNTESTED EXPERIMENTAL COMPUTERS THE HELL AWAY FROM ME!"

The thread has been pushing Zhang for Enterprise for a few years now. I'm fine to keep to that, pending good arguments otherwise.
Leaniss is the leading alternate contender.

While as of this time, I support Zhang for the Enterprise-C, I would be saddened if Leaniss had her one viable shot at the Enterprise, but lost it due to a technicality of five-year mission timing. She should at least get a chance to contest the vote.
