Like, they're a warp-speed emergency search and rescue service. They need science on their ships. We've seen them get involved in science incidents they couldn't handle.

Actually...thinking about this more, why can't we just wait for the Kepler? It's 2320 now, and the Kepler is only 2 years away.

Why can't we just suggest that they refit their ships in the short-term, which is bound to take at least two years anyway, and then build Keplers once they're available instead of using up those resources on the "lesser" Centaur-Bs?

Just what are the full stats for the Centaur-B? I didn't see it on the front page, the front page of the Ship Design pages, or the last snakepit.

Citation needed, there is like one TNG episode that mentions that... and the concept of a starfleet flagship that serves not as a flagship makes no sense, you could argue that the 5ym ships are sorta the standard bearers of the federation, but that is a different matter.

The problem is that Risa will continue to operate their old un-refitted corvettes. They don't have the budget to replace their entire fleet with Centaur-Bs. So overall as lbmaian pointed out the Centaur-B option isn't actually a genuine upgrade so much as adding some top-end science capability while everyone else putters along at S1/S2 until they finally decide to retire them.

I don't think pushing them into Kepler when it comes out would cost pp, just like it doesn't cost pp to recommend the Constellation. It's looking like the -pp is due to the Risan's distaste of high-C/low-P designs, making it look like we're pushing them to militarize or something.

Their best option if you want to bring them into the Kepler quickly is to encourage their refit. Then they will have the budget to build Keplers in 2 or so years.

Also, given the track record of Risa events, you could give them a 10 C / 1 D ship and their SOP to a combat situation would still be to run away and call Starfleet. So the Combat stat of the Centaur-B is wasted on them.
