If your reason for expanding Tactical is so that it can be a jobs program for Vice Admiral Pathe Lathriss then I think you are making a short-sighted decision. The choice made is not just to hang some shiny new rank badges on an admiral but to expand the area so that the position now requires a posting with more rank. Our choice of departments to expand is an indication of what Starfleet sees as important.
Let's be realistic here; the only effects, at least that I recall, from expanding a position has been adding new Rear/Vice Admiral slots (extending the service lifetime of our admirals) and increasing the bonus the position's admiral gets.
Furthermore the very fact we have the option to expand these positions says they've already been acknowledged as large enough they could benefit from formal expansion.
Besides odds are Personnel will get expanded in the next few years anyway. Which one goes first depends upon which gives the most immediate rewards since long term we'll be benefiting from both. From a short term perspective Tactical is the better choice and so it's the one we'll likely be going with.
There are a few smaller Orion Agricorps sniffing around too. They see some real marketing potential in "Traditional, organic crops grown with love and care by happy freedmen".
It's really up to the Brosmen to decide where they go from here.

Tempted to go for plan F for that cargo ship, but we're catching up on space lift fairly quickly, and we have two aux shipyards underway, one about to finish next quarter, so I'm no longer as critically worried about logistics. Instead, I figure another Centaur-B is worth more.
Plan F would also result in us spending less than half our SR for the first time since ... at least 2309 (when I started keeping track), and although we are saving up for Ambys, that just seems a bit wasteful.

Admiral,
Tremendous news from Rethelia, Fiiral, and Arqueniou. A new union of equals is being forged to consolidate that area. This is by far the most critical part of the upcoming year, as it will reshape a crucial part of our fleets along the Cardassian border. It looks like they will consolidate their fleets and ships like the Soxistin and Harqui Leb Adiquan are to be retired, with a focus on newer designs. With the two Sunrise-class battleships, plus a second Arqueniou Leb Nin on the way, they will have a very strong core to work with.
In other news, the Apiata have begun a program to lay down a new Queenship and Little Queenship, and the old core are earmarking resources for Ambassadors. A Riala-A battlecruiser will launch in the third quarter, which is an event sure to draw in Councillors and Starfleet brass.

There is some thought being given to an improvement in overall capabilities instead of just speed. Starfleet is being approached for its input.

The Ship Design Bureau has developed a prototype Isolinear computer, and would like to see it field tested. You can bring one of your starships in for field test the new main computer core. It entails a little risk, and the prototype's quirks and eccentricities offset its performance boost, but it will provide invaluable data for speeding along a production model that will outperform the old duotronic systems.

The political dispute between Seyek and Fiiral that threatened the peace of the Seyek Union has been a complex issue. The Seyek conquered the Fiiral, have been bitterly suspicious of them, and rule has been highly centralized. At the same time, Fiiral-Seyek tech sharing allowed the creation of the mighty Sunrise class, many Fiiral and Seyek are happy to be neighbours, and the Fiiral have not been entirely without representation in the Seyek Supreme Chancellery. This has lead to tension-inflaming political deadlock for many years. But now, as part of the United Federation of Planets, more routes have opened to resolve the simmering crisis in a way that is satisfying to all parties.
Ultimately, through a series of referendums and negotiations, the Fiiral won the case to formally split with the Seyek Union, and the Iridium Kingdom joins as our newest Member State. But with the assistance of Councilors from Tellar, Rigel, and Orion, the Fiiral and Seyek have created the Conciliation Union, a confederal relationship that will partially manage both member state's economies, minimising disruptions.
This split was of concern to Starfleet Tactical, as the Fiiral were completely opposed to separating from the Seyek Union and then continuing to contribute resources to the Seyek military. But without Seyek yards, the Kingdom lacked the capacity to build a credible fleet. The expected result was the weakening of a member state's defence production capacity at a critical time.
Thankfully, the Qloathi negotiated a solution. The Seyek, Fiiral, and Qloathi have formed the Sarqel Treaty Organisation, a massive undertaking that will see their militaries completely integrated by the end of the decade. With the Qloathi as neutral third partners, the Fiiral have agreed to contribute crew and materiel to the joint cause.
At the urging of Councillor ye Holena, the Orions have entered into a 'Friends of Peace' technology and personnel sharing agreement with the STO. This is the current limit of their involvement, total integration being a non-starter in the current Orion political climate.
I like this solution to the Fiiral crisi. Political independence within the Federation while maintaining economic ties and military cooperation seems like a pretty ideal compromise. FDS must be very happy with the Qloathi for helping negotiate this.

We've been able to use the Patroller A design as enticement for potential affiliates. Something modern but not a potentially double edged sword. This could be another such option. I'm sure the Tauni would love a copy.
E: Also, as others have said down below, Risa should be saving up for Kepler, which is more their speed, rather than splurge on a high C design they don't like. Plus building Centaurs *now* doesn't help in that they have a big fleet of dinky corvettes still in play.

As for the last one... hm. Can we put it on a EC ship so it will be guaranteed to generate RP points every quarter or will it automatically do that no matter what ship we put it on? If it's the former case, Voshov is up for refit, right? If it's the later case, maybe Cheron? Refitting the newest tech on one of the oldest hulls will at least ensure long term backward compatibility.
The Risa refit is worse than the Centaur-B in every way. So is the Constellation-A. I'm not mad keen on getting them to spend pp but the Centaur-B really is an every-member frigate. It's great for the pacifists, great for the hawks, great for the tech-ship nuts...
In Amarki terms, their last-generation frigates are kind of pitiful so I wouldn't mind more next-gen frigs.

This looks fantastic. The Qloathi are definitely in that category of affiliate/member who have never caused us trouble, along with the Ked Paddah. With the Honiani spinward and the Sarqel Treaty Organisation rimward I can definitely see them kicking off a push for greater integration of Federation members. We could see confederate or federal systems springing up between regional blocs as a level in-between species and Council, with associated work on militaries.
