I like the fact that we can switch between a Science! and a budget version.
 
Since it is possible to build the module Kepler without the Sci module can we build Combat modules for them in the event of war?

For the use as main scout in a battle science is more important than combat, so it wouldn't make much sense to do that, basically only if you were putting several Keplers into the same fleet and were sure that some of them are never going to be used as scout even after losses in earlier battles. Also the sheet infrastructure doesn't (currently or in the foreseeable future) allow swapping out or stockpiling modules.

Still some good passes there, a small boost to Ashidi and a larger boost to Sydraxian plus examples of cooperation between them and Starfleet. I think the Sappho could use a lesson on Do Not Touch, pity we couldn't recover the drone I imagine the Apiata and Caitian would love a look at it.
 
I'm going to be honest, I don't think Development is necessarily bad or anti-Starfleet. A big part of the problem is that by nature, we see the things Expansionists care about (diplomacy, bringing new friends into the Federation, exploration), and we get to do that. We don't see the things the Developmentalists care about, except at the fringes, because they mainly care about the domestic economy. And we can't actually do much to help with that, either.

But without that carefully built up post-scarcity domestic economy that the Developmentalists probably spent a LOT of time building over the last 150 years, we wouldn't have the relatively powerful Starfleet we have today. There's a reason we've been able to build massive space fortresses and shipyards in a matter of a few years just by calling in a few political favors in a Snakepit turn.

Note that I didn't call Development bad or anti-Starfleet, so please don't put those words in my mouth. I said they are most in opposition to us, which is true. Players tend to like expanding the Federation. Development is the opposite view. They aren't our active opponents like some sort of "bad guys", but they do block things we want and increase costs for things we like. And they do things we consider shortsighted.

Huh. It honestly didn't occur to me that we could make peaceful coexistence possible with those critters.
 
I'm honestly curious, but as just a thought experiment is it possible for us to design a ship that had the same tonnage/costs/stats as the Jaldun II given our current or near future tech level?

Simple answer: Yes, probably.

Complicated answer: Yes, probably, but we don't have a 1200kt frame, so it would be inefficient as we'd be using a 1500kt frame. Their costs would still be better. Our next "cruiser" is likely to be an Explorer framed All-7s/H6.
