I want the Frigate techteam because if we're going to make the Aphelion a reality, we need the subframes done.
We don't need this particular team for that though (we don't even need it to get the T3 subframes for a 2323 design if we are going for that), and ship design teams benefit a lot from having a second specialization. A couple of also frigate capable teams working on frigate design for a couple of years would be enough.

I would like to suggest voters for Plan Buildup, it does not have the push two member ratification nor does it have a border zone. What it does do though is build all the berths we should need for a while with 2 3mt, 1 2mt and 2 1mt for Starfleet and a 1mt for Aux command. That is 6 in total and gives us 8 3mt berths in Sol all of which can use heavy industry. That if staggered would allow us to commission two Ambassadors a year, along with 2 2mt and 8 1mt berths in Sol all using heavy industry. At that point I would see no further expansion (except maybe 2 more 2mt berths in time for our next gen cruiser) in Sol and we can likely skip building new berths next snakepit. Otherwise it starts laying the ground work for future turns with Critical Industry in Apinae, the Celos Med Center and the Horizon Desk.

Note- Sol system under my plan will have
8 3mt, 2 2mt and 8 1mt berths for 18 berths in total all of which can use the heavy industry bonus.

Should also be possible to have available in 2323 if that somehow is the top priority (new team next year or the new shields team being used for that instead). If we are starting a new generalist frigate next year and those aren't the top priority, who knows, depends on what teams we get from new members, how rp income develops, what Oneiros is doing about future generic teams, and most importantly how high of a priority it ends up being exactly. If you want some particular tech available at a particular date you can just advocate for it in the thread directly, if you get a consensus for it I will take it into account for planning. If we need new teams for that I will say so.

More seriously, I don't think we need all of those berths this year. Why are they more urgent than the Horizon Border Zone, or the Desk? I feel quite strongly that we need to begin Foreign Analysis on the HoH as soon as possible, or we're almost literally entering a battle of wits unarmed.

I have the Horizon Desk in my plan but not the border zone. Part of it is getting berths for repair, the other part is this way we can be done with building berths and skip those next snakepit. And I want the 2 additional 3mt berths (1 at UP and 1 at San Fran) ready before the Ambassador prototypes finish.

She's even putting a treatment center on Celos to help save our war casualties (and probably help the Seyek) because she Cares About Our Redshirts. Whoops, missed that. As for wanting the berths out of the way, I see no benefit over delaying the HBZ for the berths and an obvious downside - that we won't have a Border zone fending of Horizon for a year. The Ambassador timing is important, but only if we're sure the year will both make a difference (in that the prototypes will finish before they open if we wait a year, and won't if we don't) and that we'll be able to afford/will want to buy Ambassadors in all those berths ASAP. Is that definitely the case?

I feel like you're referencing someone's speaking style, but I don't know whose.
 
We don't really need a huge rush of berth construction. Unless we're planning on building Mirandas, we can only just barely use our all our existing berths next year, although having a couple extra for auxiliary builds or ship repairs is useful. I'd be happy with just 2 more berths year after year.

Also food for thought:

Getting a second ratification might cost 180pp, but with some basic analysis, over the 5 or so years of back-to-back ratifications, that initial investment will yield:
- about 2 BR mining colonies worth of BR
- about 1 SR mining colony worth of SR
- about 2 Academy Developments purchased simultaneously (alongside the annual Academy Development purchases, which is normally an impossibility) edit: this alone would cost 50+55=105pp
- about 15-20pp discount, plus 15-20rp
- get Seyek onboard faster for preparations as suggested by the Defense Readiness Report
- get coreward major affiliates faster, avoiding some Horizonite influence risk
- reduce some redundant diplomacy events for 500 relations affiliates
- get presidentladycat to spit out a hairball (which seems to be a plus for most of the players...)

I just don't think we have the ships to crew a new border zone this year as i expect to have ships in for repair after our GBZ offensive. Also getting the berths sooner gives us repair berths for our excelsior.
 
Looking at the proposed plans, not one of them has a Foreign Analysis team. And this is the largest budget we've had! FA isn't just about the reports. Sigh. I'll check back in, in several hours.
