I think you mean 'mutually exclusive', just being exclusive implies you can't get it without the biolab. Or I could be nitpicking, one of the two
While you're right that "mutually exclusive" is correct, the reading you offer for "exclusive" alone doesn't work either, as it would need to be "exclusively available with" or similar.
And yeah, you're nit picking (and so am I, to be fair) as well. Turns out the two options aren't mutually exclusive :p

What a choice!
I do think the deflectors are the way to go though, on the basis that hospital ships are or should be a thing, in much more limited numbers than our survey ships should be.
Survey ships are exactly that, and should have the sensors to do their job

Personally think this is the way to go here. This gives us 7 science, almost double that of the Enterprise on a hull ⅔ the size. Transporters let us beam away teams down, freeing shuttles for atmospheric survey and other work that takes them farther away from the parent vessel. It also lets us beam away teams back up in a crisis, and internal surveys have a way of getting funky in Star Trek.
As for deflector analysis, this one's a little more up in the air to me, but I'm in favor of advanced sensors. Advanced sensors mean fewer space-time anomalies, more deflector-dish shenanigans, and maybe increased ability to penetrate current-generation cloaks, since we got their sensor profiles. Optimizing for bioscience also makes sense, however.

Man, I'm excited to build a new explorer shortly. Hopefully we can get even more science in since we'll have the new cruiser to handle local engineering support.

Remember, a lot of our surveys are going to be boots-on-the-ground surveying of planets and other places that can be full of biological life. And we don't have any hospital ships yet. Even exploring space that's safe from other polities, these survey ships are still going to encounter dangerous life forms, including the bizarre and/or supremely dangerous space viruses that keep popping up.

I wouldn't mind transporter winning over secondary computer, but I think 'FULL SCIENCE™', is the way to go with the survey ship. We already have Astrometrics for choice one, and I don't find the advanced scanners necessary when we have that. Plus using this as a hospital ship for a secondary use seems like a good choice.

Edit: @Zimmerwald1915 voted the same things as me, I never expected this to be possible.

Advanced Scanners is kind of hard to pass up for a survey ship. Not taking the bio-labs hurts, but there's always the next ship.

This one's a no-brainer.

I keep going back and forth on this one.
But in the end, I don't think there's much transporters can do for us that the shuttlebay can't.

This one is pretty straightforward. Since it only operates inside of our space, operational range is not a priority.

I'm hoping we can put the Biosciences/Medical Laboratory in our utility cruiser. That seems like a better ship for a secondary role of hospital ship.

Science + utility looks good to me.

I want our Survey ships to have the equipment on hand to treat whatever exotic infections and the like they pick up when they go touching surveying new alien life.

Unrelated to the vote, but I am really liking the profile of this ship. Very classic, looks like a ship of the time period should. Hoping that we can keep that going with the next few designs we do, even if the next ship makes sense with a half-saucer and larger secondary hull. Speaking of, do we have thoughts on size? Stingray/frigate sized? Same as this ship? I'd advocate for something similar to this size, personally.

Edit: is the tally function not working for anyone else?

I'm torn.

Watsonian: I do think having medical/bio labs to serve a secondary function as a pocket hospital ship is probably the most useful option.

Doylist: I'm more interested in reading the narrative blurb about the ship using its advanced scanners to de-hoist a negative space wedgie.

I think in this case touching/poking is probably the correct wording. Starfleet doesn't appear to have real safety precautions in normal day to day protocol, and they don't really do the safe thing until being unsafe has bitten whatever ship in the butt.
