How hard are the rolls for experimental tech anyway? If I know the odds I'm more inclined to gamble.

This is Startrek, it is going to be operating independently despite all sanity saying otherwise. Also the faster the warp factor, the better it can sprint into a fight to push someone's face into the proverbial dirt.No need to make it outrun it's escorts, not when we want to encrust this thing in more guns than you can shake half a dozen warbirds at, and we know how insanely industry heavy the guns are
