There is a major thing I missed in my speculation. Tindomiel is only one of two houses that dominate Hekarti worship:
Major House Tindomiel: Originally from Saphery, and one of the two Major Houses influential in the Temple of... Hekarti?
This means there are only 6 houses to cover the 12 remaining gods, rather than 7. (EDIT: Actually it's still 7, since Mardil's god is unknown)

I didn't include them because we don't have a single fact about them. They would be filling up slots with ??? everywhere, which I decided was perhaps too aesethetically unpleasing. I did include another house just now:

I mean we may be a Grey, but we do not really do traditional politics. Mathilde is a learning/intrigue build when it comes to interacting with others and even as her diplo score has gone up it has a learning flavor to it. Also from a meta perspective we are not good at subtle politics because that requires patience and careful maneuvering. We tend to play more into a 'I saved your life/reclaimed the treasures of your ancestors now give reward' mold.

True, and there's also the fact that, strictly speaking, we are not here as an ambassador, but as the head of an international research project, but hobnobbing with the nobles still falls within our domain, so we should try to do a little bit of it.

Obviously not to the exclusion or detriment of the waystone project, but considering we're here at the council's sufferance, I'd like to know the who's who of local politics at the very least.
 
My few bits about current situation:
I don't like using Gambler for Foundation. In my opinion, Gambler is "Here is some luck you crucially need for this one important action" rather than "Here, let me buff your success rate for anything you want". And I just can't imagine "Lay the foundation" as a single action. Several days of heated discussions? Sure. But again, I just can't see how two lucky nudges can be a decisive factor here. And if somehow Gambler is that important to use, then Mathilde is basically locked into it for the whole Project.

I guess the main issue is that it's not clear what they are for. They're kind of mystery boxes, and that makes it hard to spend AP on them. The two cultural immersion actions that we took first thing in Laurelorn were relatively easy to sell to the thread because we have Xeno-Affinity and we theorized (correctly!) that these actions would advance our Diplomacy (Eonir) skill, and reaching the first rank of that ASAP was judged as crucial for helping us avoid diplomatic faux pas. But the other Lovely Laurelorn actions are a lot trickier to figure out: they'll probably give us infodumps, but which goals of ours do those infodumps further, besides simple curiosity? If we had a good guess, it would be much easier to plan out spending AP on them.

On the bright side, we're going to at least talk to House Tindomiel this turn, and probably recruit them to the Project (assuming the price they ask for is not outrageous). So that should give us more of an understanding about the City side of the Eonir, to go along with the Forest side which Cadaeth provides.

The Gambler could be absolutely key to laying foundations because of how hard it is to translate between magical paradigms. Success or failure here could well come down to whether a participant is randomly inspired to choose a particular metaphor that allows the others to comprehend what they're saying.

As I said before, there's not even any shared arcane languages, I don't believe there's a single participant who speaks two different arcane language and so can directly translate between any of them.

And it's much worse than that as we're hoping for people with no shared theoretical foundation or meta-paradigm to be able to share knowledge when even two people from exactly the same tradition often can't share their insights with each other.

What we're trying to do here is is incredibly hard. The various participants literally can't speak the same language when it comes to describing magical phenomena. They're probably have to stumble through translating everything via Reikspeil, which lacks both the vocabulary or the grammar to describe magical phenomena. It's going to be using metaphors all the way, and the choice of metaphor is something that can easily be altered by random chance. It's something that a couple of nudges at the right time to get a shared understanding of critical concept could make a huge difference.

Technically Mathilde speaks both Elathrian and Lingua Prestidigita so we can translate elf to college (most human magisters do not speak elf as Johann put it). Other than that yeah no one speaks a common arcane language.

Eltharin isn't an arcane language. Aonoquean is the elves' arcane tongue, used for spellcasting, enchantment or to describe arcane phenomena.

So you folks are interested in these actions?

I guess the main issue is that it's not clear what they are for. They're kind of mystery boxes, and that makes it hard to spend AP on them. The two cultural immersion actions that we took first thing in Laurelorn were relatively easy to sell to the thread because we have Xeno-Affinity and we theorized (correctly!) that these actions would advance our Diplomacy (Eonir) skill, and reaching the first rank of that ASAP was judged as crucial for helping us avoid diplomatic faux pas. But the other Lovely Laurelorn actions are a lot trickier to figure out: they'll probably give us infodumps, but which goals of ours do those infodumps further, besides simple curiosity? If we had a good guess, it would be much easier to plan out spending AP on them.

On the bright side, we're going to at least talk to House Tindomiel this turn, and probably recruit them to the Project (assuming the price they ask for is not outrageous). So that should give us more of an understanding about the City side of the Eonir, to go along with the Forest side which Cadaeth provides.
I assume those options might involve inspecting areas of interest and talking to personages of importance. For the Ward of Frost, maybe we'd be wandering trying to pull up the Councillors of Frost from wherever they are for a chat (since apparently they only meet when "necessity demands it") or investigating the ruins of Kor Immamor, for the Ward of Storms, it would involve meeting Kaia Stormwitch, for Rain, it might be investigating areas like the Vale of Khaine and the Drachenhohle. The wonders of Tor Lithanel would probably involve Landmarks, but I'm not sure how it'd turn out at all.

Yes—I actually voted for the Tor Lithanel action in my adventure plan, and it's an action I'm keen to see happen at some point.

As for what we'll gain from it—well, look at Johann's shiny new trait: "Guest of Tor Lithanel". We probably won't get that specific trait unless we go all in on the socialising like Johann has, but we have a good chance to pick up something similar, I feel.
 
Technically Mathilde speaks both Elathrian and Lingua Prestidigita so we can translate elf to college (most human magisters do not speak elf as Johann put it). Other than that yeah no one speaks a common arcane language.
And even then she speaks Tar-Eltharin (the Asur dialect), not Yen-Eltharin. While this means she can still get by with talking to Eonir for regular communications we're discussing nitty-gritty magical technicalties that require a lot of precision. And once you add in the variances between the two dialects of a notoriously finicky and context-dependent language, talking magic like that is going to be hard.

Eltharin isn't an arcane language. Aonoquean is the elves' arcane tongue, used for spellcasting, enchantment or to describe arcane phenomena.

I am pretty sure most elven mages cast in Eltharin. Boney said Aonoquean is only spoken fluently in the tower of Hoeth if there. Now the Grey Lords might also speak it, but even so they would know enough of the other sort of casting to lower themselves to it

Well, in the RPG at least, you simply can't cast in Eltharin, as it's a mundane language, not a magically resonant arcane one.

I imagine it's a bit like Tilean and Estalian. Speaking one allows you to get by in the other, but if you want to get all the nuances it's best to learn both. And since you can get by already, it kind of screws with immersion.

But no, I genuinely though Johann could speak Lingua Praestantia, the language of the Colleges of Magic, too. @BoneyM sorry to bother you, but could you confirm?
He's rote memorized enough for spellcasting, and has a small vocabulary of terms the way scientists know some Latin, but he can't hold a full conversation.
The Colleges in general don't require fluent Praestantia, just enough words to get by invocations for casting. Similarly to how the elves use Anoqeyån. That Mathilde knows it fluently is because the Grey Order uses it for ciphers.
