Ninja Village plan that also has the AV action. Personally, I'm more interested in the Alrick storyline than setting up a shadow headquarters. But I think either of them would be fun to do, so I'm happy with both of them. And since I won't support not doing one (1) fun action, here's a plan variant I'm ok approval voting for.

I'm not sure what the appeal of setting up a shadow HQ in the fief is. It's very far out of the way and any travelers will be noticed. If the HQ's supposed to be inconspicuous, it should go in a major city, where people coming and going won't be noticed. The underground palace (iirc nobody's using it still?) would be far better, but so would, just... anywhere in Wurtbad.

I'm also not sold on recruiting the Lights before the whole Alric mess dies down. I think all the current plans include that, though.

Mine doesn't! (Slow, Steady And Divinely Empowered Wins The Race) for exactly that reason. Though a lot of people argued that the whole mess makes this the perfect time to recruit them, hence it's inclusion in most of the big votes.

Not to get all Das Kapital, but money doesn't actually make things happen, labour makes things happen, and when you're talking about this sort of scale there's only so much of it available at any given time and after that it's all zero sum.

Well yes you're right there would be an inflationary problem, and the spending of Dwarf gold would have to be limited with that in mind, but I don't think it's completely zero sum. Some things the labor can be spent on are more productive than other things and money chooses what the labor is spent on. Say masons can spend their time building a new road to Kislev or building Marquis Ludwig a second palace in the capital. One is going to make merchants, soldiers, messengers and other kinds of labor more productive for years and the other isn't. If Estalian or Tilean mercenary companies spend their time fighting each other Order/Humanity doesn't really gain anything but if they were poached to go secure an Imperial forest for settlement then there might be a new town at the end of it. Then the Dwarf Bank collects the usual merchant/noble's return and invests that back into industry, reinforcing the growth cycle.

Inflation usually works out as a pretty regressive tax though so yeah, probably not a great idea for the average citizen of the Empire unless you have an equally great plan on how to use the capital to benefit them. Might still be useful if you can export the inflation to safer or more prosperous countries like Estalia and Tilea. Send them useless gold, buy soldiers, weapons and tools, invest that in developing something productive like Imperial farmland or a mine in Kislev and effectively they're being tricked into subsidizing the frontline nations against Chaos.

All that said if you could convince Dwarf bankers/industrialists to strategically invest in the Empire you'd probably get more out of sending trainers and advisors or straight up building infrastructure personally. An architect managing human fortress building or an engineer getting human gong factories up to standard probably multiplies the human labor with their expertise. The canal shows us how impactful Dwarvern megaprojects can be for the Human economy, and they don't kill nearly so many Dwarves as war would. A workers for soldiers exchange where Dwarvern labor frees up and better equips more numerous Human soldiers might have the same effect as loosing the gold mountains on the world without the inflationary spiral.

But the waystone project is the focus right now so all that's completely academic.

It gives the Hochlander an out-of-the-way base of operations to do the sorts of things that require a base of operations. Large-scale information-gathering, recruitment, training, that sort of thing.
While that does sound potentially useful I would far rather have it in the sunken palace than the fief. Being in a major city is infinitely more convenient than being in some postage-stamp village miles from anywhere.

So as I would like an range enchantment that isn't 'better gun' I present:

The Ring of Sudden Dawn (Take No Heed or Cloak Activity/Radiant Gaze)

'A ring of twisted black and white metal coloured strands of metal with a cat-eye jewel in the centre, for some odd reason no one seems to notice that the owner is wearing it, even as it is being lined up for a shot: that is, until after the laser of light is already coming for them.'

one auto-surprise attack, even in the middle of a fight, unless they pass some sort of passive perception check on the 'don't look at me ring'.

The fief sounds like a terrible place for a shadow headquarter, increased traffic to a no name village would be very obvious and if the Grey college affiliation with the EIC is not secret enough for another mechant guild to send a representative all the way to K8P then every other spy network in the region would know what Mathilde is doing.

I admit, I'm also rather disappointed that "create a Shadow EIC HQ" is getting such little play.

Yeah, sure, sending spies to Tabecland might produce something... but it's hardly urgent or anything. Not a pressing need. This seems like a decent turn to finally do the Shadow HQ thing when there's no other hot issue on the table for an EIC action. If not now, when? Do people just not want to do it ever?
Speaking for myself, I'd only want to do that if we checked in on the fief before/during the turn we make that decision, to make sure we're not looking to undertake this serious change to the fief while something has happened to it with us unaware.
