We already got burned on Commodore for not telling everything. Plus, do we really want to see if we win our Intrigue checks against Xanatos because we wanted to keep information away from him right now? Also less actions to waste on informing him in the future.

Guys, remember getting phat Loot is only half the reason for this auction. The other half is to strut our stuff in front of Xanatos. We are not allies yet. If we blab about everything on the first damn car ride over we're pretty much telling him that we have absolutely no discretion and would totally blab about him to other kings.
Yes I know Meta wise most people are cool blabbing to Xanatos and only him since Memetic Mastermind, but somehow I doubt in universe Xanatos has gotten as far as he has thinking shut like "I'm special and the only person Doof would blab too."
Tldr--Oversharing now decreases the chances of a meaningful partnership.

In any case, is having hit squads really enough of a reason to deter Xanatos, or any other King that isn't us to be honest, from allying with someone with immortality, a lot of magic, and a lot of resources in another dimension? Better yet, is having hit squads enough to convince Xanatos that allying with us to go after Toffee is wise knowing Toffee is immortal, has a lot of magic and resources in another dimension?
A little girl that almost killed Toffee, not to mention someone that would do anything to bring Toffee down.

That is out of our control to be honest, besides in character there is still a magic masquerade going on and we didn't know if they are in the know or not.
This is a warning about a being that invaded an entire dimension and now he's here, we need to give some trust to Xanatos here, he needs to take this very seriously and us just telling him "That Toffee guy is a really bad guy and he has powerfull magic and the ability to travel between dimensions" might interest Xanatos in a way we don't want at all.

Plus, Utah is one of your home states. You did let a little Velociraptor DNA get in here though, just for the Mongolian rep. About the size of a well-fed warhorse and exceptionally carnivorous, this thing seems a worthy steed.

We have a hold on three whole states, and we're squeezing. Proving Toffee is a King doesn't prove he's bad news anymore than Shego the international criminal is.
See, my problem is, if we come to Xanatos with what we have right NOW, he's likely to think the only reason we care about Toffee is because he's a threat to our cute little employee, Janna. Which is all swell and good that Doof is a loyal sort, but that is Not Xanatos' problem. If we let Xanatos investigate on his own, he might realize, in a way better than we can prove, that Toffee is Yes Xanatos' problem.
Basically, I think full disclosure might at worst cause Xanatos to be dismissive, and at best have exactly the same result as being vague: make Xanatos want to look into Toffee on his own.
That's all fine and good but the name of the setting is not Disney Heroes victorious. How is that Xanatos' problem at all?

Counter point, we flew here in a flying car, walked out with a Fed and a powerful magical artifact.
Then when the car door closes we get straight to business telling him solid details about a dangerous threat in the southwest who also has interesting magical goods to loot.
We then inform him of a prophecy that threatens his goals but can be avoided, finishing with a subtle hint towards the possibility of an alliance.
What part of that sounds bad to you?

Not even us. Shego has hit squads and we're thinking of allying with her. And if Xanatos doesn't have at least one back ops team among the supers he sponsors, I'll eat my profile pic's top hat.
What can we tell him of substance besides that? Everything we have just underlines one of those points. We have nothing else.
We aren't asking anything of Xanatos, but we want him to do certain things, like looking in on Toffee on his own, because thats the only way he'll be convinced. Tipping our hands at this point does not serve our goal.

He is going to be looking into Toffee on his own regardless. He isn't going to just take us at our word when he can also verify.

One of my biggest concerns with this plan was the thought that Xanatos might respect Doof less for spilling all of these secrets to someone he couldn't trust to side with him on these issues.
But consider the following - between what we know from Janna and from Tobe's investigation, we will know at least some things about Toffee that Xanatos doesn't. Which we've found out, sneakily, without any news of untoward happenings in the NMEIZ coming up. This suggests a level of competence, and, yes, of discretion.
And when Xanatos saw Goofy walking in with his Magus Bazaar haul, while he did consider that Goofy might've found the Bazaar through the Toonforce, he thought it was more likely that Doof was playing things the way he did on purpose - namely, to demonstrate that yes, he was an Occult player too, I told you about the castle, didn't I?
So if Doof does tell Xanatos this stuff straight up, when the sheer fact that we have a magic ghost queen prophecy and details on the affairs of and threats posed by one of the most reclusive Kings on the map vouches for our confidence, I expect he'll come up with some reason Doof is telling him this stuff straight up beyond incompetence.
And while he's unlikely to forget the possibility that Doof is a brilliant man with competent and loyal help who's also just a bit off, that impression of Doof didn't stop him from reaching out to us in the first place, so I don't think it'll be a dealbreaker now.
