Poking Mors too much is ill-advised. Even moving the spiders under the Citadel isn't the best option, I think. Abbyss under Lhube is better.
What's the long game here? I see two options
1. Weakened Mors is wiped out by one of the other clans, skaven civil war calms down, skaven start poking at dwarfs. Hooray.
2. Weakened clan Mors is wiped out by dwarfs, now dwarfs are under attack from three fronts. Hooray.
You may have a point, but I think that ship has sailed.
However, the Citadel also is further from civilian beds than the Lhune depths, which was also part of Belegars instruction.
 
I have no idea where in Steel and Stone the Dwarf timeline would come up.

I'd definitely go with the 8th edition army book. Though Stone and Steel was written in '02, it's part of WFRP 1st edition which dates back to '86 and a lot of it doesn't fit well with lore from this side of 6th edition. But it's still the best source for day-to-day Dwarven life - Grudgelore is a lot more recent, but mostly focuses on specific wars and battles with tiny cultural snippets and factoids jammed in almost at random.

Honestly my biggest complaint with poking the skaven is that it could add even more stuff to our backlog. We are so swamped with good choices that adding even more just seems too much.

These are good points, we really shouldn't be starting up a new front until we've scouted all the competition and decided on a proper way forward. Going around haphazardly starting fights sounds like a bad idea. Best to wait until Belegar has decided where he wants to fight and conquer rather than potentially trapping him in a fight he doesn't want.

Also preventing the spiders from being able to make deals with anyone else is just good sense. Once they're firmly committed then maybe it will be a good idea but right now we can get a translation item for free so there's no need to teach them how to write.
 
He doesn't want a vacation. He wants to do Skaven research. Sending him to Altdorf means he gets ZERO Skaven research for a couple of months on account of physically not being able to reach any. He lost three actions worth of work in favor of faking a qualification he already has. He might learn some spells or skills, thats about it.
I view it more like if Belegars job for us this turn was to spend 3 actions in the college studying. Sure it's one less action for personal use like snake juice research but I wouldn't be to hung up on that.

Wouldn't it make more sense to go for guaranteed stealth sneaking about in skaven settlements rather than a pair of roll bonuses?

As long as you are outside of private property and within a town or city, nobody will question your presence and nobody will be able to find you if you do not wish them to.

This is indeed the reason im approval voting plan neptune. I prefer Citadel focus because it waits for the lab tower, but my ideal result is to just let Johann deal with the skaven on his own.

Voting this for now. Establishing a working relationship with Johann is a good idea and while sabotaging Mors may not be a good idea, Johann's action specifies investigation and our intent is to work with him. I doubt the GM will punish us for a bad word choice.

Focusing on 'poking' is just repeating the same sort of baseless overthinking that came up when we were voting to reforge the armor or similar previous votes. Mathilde is not stupid and can take her own precautions. Boney can also filter our intent.

This is, as far as I can see, the only plan which investigates the snake juice, and thus it takes a bit of a priority.
 
It's not guaranteed stealth. They can smell us, and it doesn't affect Johann.
... Why would smell matter? It didn't matter scouting Mors before, and we weren't even using the coin on Night Prowler.
It also only applies within a town or city, much of which won't apply to where Mathilde would be going.
I don't understand where else we'd be finding their technology. Broken parts lying around looted battlefields?

Not a bad plan. I'd still rather assert employer-employee authority over Johann properly.
I'm not convinced we're the person to write the paper, any paper, rather than let our amanuensis Max do the miserable slog to much more readable results.
