On the other hand, asking Kyubey to drop Obfuscate on an entire campus might be a bit much for practicality. Since I suspect he more or less does things by way of memory editing, this would be opening thing up to do pretty big amount of minor brainjack work on a lot of people. I dunno, I don't really want him to be able to tell or imply to people (either people we're bringing into this, or meguca in general) that we've implicitly told him to go around brain-editing a large portion of the populace just for expediency.
As the short-lived #milesgloriosus sorta-RP-thinger has shown, the next step from us declaring ourselves a griefguca is for people to start debating whether or not we're actually just a really good brainjacker. Fueling that fire... eh.
That said, I do agree with the point that, to a certain extent, big buildings in Mitakihara are discreet. We just have to be... careful they're discreet enough. Anyway, we don't have enough operations structured yet in the first place in order to be re-structuring them. Having a robust plan for covert large-scale operations in cities that aren't the architectural wtf-ery that is Mitakihara might be good basis to just straight-up start with, honestly.

I mean I was meaning more in the sense of "large campus with a constant in and out flood pre-teen girls of international origins and minimal adult presence" until we have a very good reason for that to seem legitimate in the eyes of the public. Just buying up buildings and starting work-related setup, or something that looks like a legitimate temporary living space, for like, "an international travel club" or something like that I'd be much less concerned about, because, hey, tourism and jobs and startups and whatnot. But we need either legitimate work or a solid facade of legitimate work before we go big and conspicuous about our more conspicuous/conspicuously-meguca stuff, as @HeroCycle said. If nothing else, because we don't have the time at the moment to deal with the sorts of questions that might be asked if we get too conspicuous too early.

Explicit discussion of the 'bombs, at the very least, at least partially so Cubes can't snip quotes from us and misuse them. Um.
