Finally get the chance to research the tech needed to unlock the Helium 3 harvesting options and take the first baby steps towards Lunar Cities.
And we can finally probe the surface of Venus. Neat.

What are our assembly costs? That area has been blank for a long time so I forget what the costs for things like Lunar facilities and Gagarin pieces are.

1) not unlock, maybe give a small discount
2)the costs are in the option for Gargarin station

You mentioned that working on superconductor foundry will start a background countdown which will eventually create new projects, will Heavy Industry Sectors have similar mechanics?
Not really, There will be future BZHI projects, but that is about it. It is more or less a big "here there be widgets" box for all the things where you don't need enough of them to be specific projects.
 
The time may have genuinely come for spider cotton to fill marginal cap goods gaps, there's no ongoing food shortage gumming up the works.
Eh...we still want to do Perennials early so we get the most of their slow growth, and lay down Strategic Food Stockpiles for when our crumple zones get crumpled.

And spider cotton is kind of pants. You need to spend on median 45R for 1 Cap Good, and that gets worse over time, not better. Compare to Reyv which is constantly 30R per Cap Good, HIS which is 25R per Cap Good, and Nuuks 1+2+3 which is 17R per Cap Good.

About the only advantage is that it spends Agriculture dice instead of LCI or HI. Which might be worth it, maybe.

Ok, from the top:
  • New Johnson Training Center is expensive; I couldn't fit in a third die without cutting too much.
  • Gagarin Station is mostly a way to use up our spare IP, but we want to build it up anyways, and it should be easy enough to complete next turn.
  • We want to build that Advanced Lunar Base sooner or later, so it gets 4 dice for a decent completion chance this turn.
  • Lunar Regolith Agricultural Experiments... is there as a cheap research option. But it'll also help our future Lunar Base sustain itself.
  • So this is the controversial part. I want us to next turn send the Pathfinder off to explore all the Jupiter locations. The only two we don't have planned yet are Jupiter itself and the moon Io. Once we have those prepped, we can scan the entire system all at once in 'only' 54 Pathfinder days. (24+5*6) Why? Well, because SCED isn't a Treasury department. SCED's mission is to explore. And for the Treasury, we've already proven that the asteroid belt is worth mining... eventually, and are almost done finding all the Lunar mines. So we should fit in some exploration missions in, too. Hence, prepping for a turn to go and explore Jupiter. We genuinely don't know what we'll find.
  • Getting a research base on Mars eventually is a bit of a priority given the *cough* transuranics *cough* we found there. So we want to keep chipping away at that, hence the 1 die.
  • We continue with 2 more Lunar missions; we only have 5 more locations to go.
  • Venus! There might be anything under there! So I went heavy on the probing, 9/20 locations total. Also... the probes here are relatively cheap, so we can get it almost halfway done this turn.
  • Belt Probing! It uses our Pathfinder time rather efficiently, and we know we'll want to get all of them scanned eventually.
So, to summarize, this plan does stuff.

Although somebody remind me why we're probing Venus? Not really the most hospitable place or the easiest to extract raw materials from.
 
It would be good to upgrade our fusion engines in my opinion. Also didn't we find a lot of mineral rich asteroids last time?

But honestly "Plan Doing Stuff + Jupiter Scan Prep v2" does look pretty good as is.

Hm, Super Orcas might be better option than shells. Yes, they probably are, Orcas have considerable weaknesses currently and we do have enough shells to keep up with expenditures currently as much as would very much like a stockpile. They cost CapGs though, ouch... I am starting to think that I need to swap from Nuuk to Industrial Zones, that would I think leave us with +0 until Nuuk Phase 3 if we want Wartime Factory Refits.
There is a good chance that doing the orca refits makes the wartime refits cheaper as those include the orca factories and after upgrading them for the new orca they no longer need a refit.

The plan here is to complete Gagarin Station to get the +1 mission planning die.

So, to summarize, this plan does stuff.
Derpmind, I think we can scan Jupiter and Io, but we'll need to spend probes to do them because everything interior to Calisto (all three of the other major sattelites) are inside Jupiter's primary Van Allen belt. Without a refit to equip the radiation-blocking shimmer shields we haven't developed yet, there's no way that Pathfinder can safely loiter for 20 days in the interior of that radiation belt, even with the proection that the moons can give.

Bad to see we lost Mit but also good to see the Mit we do have is continuing to slowly push back the Tib.
 
From 1992 to 2058, I'd be 66 by this time in the quest, and it would be funny if I was still in Ohio after six decades.

I don't think even Kane could get me to leave at that point.
