I think the main question is "Does it work on Orbital and Lunar construction?"

Description is kinda vague on that. Boston, Chicago, Nuuk, Bergen etc. and military factories definitely get bonus.
Given that structural is in the text? It would seem so, we also got a brief hint in thread about it being 5 phases 25% discount total when we were discussing whether to delay the stations for alloys or not so if that post is in thread context yes. If it knocks down Boston and Nuuk than that is a big gain between the two, if it knocks down Chicago (and from there Karachi) that is another gain for us.

It's always been the amount of income per turn after any reductions. We can spend up to 1050 R this turn, and baring any RpT changes will have 1050 R income next turn.
Thanks, that does let me put a 4th dice on the alloys... hmmm do we have a list of what projects the alloys discount? If so I would be willing to modify your array for the turn to show the difference one phase makes.

IIRC, they basically discount everything that isn't primarily labor or information based, although the amount that they discount may vary depending on the exact project in question.

Honestly, I'd rather just deploy the first phase than make the QM create an exhaustive list.

Undoubtedly it's been brought up, and discussed. But I'm going to throw in my two currency units, and I invite-request that I be linked to the post that one feels best explores this topic:

Crash building Shala or Columbia and then crash building the other is a bad idea. People on those stations and the people developing/designing the follow-on stages of those stations need time to look at what has and hasn't worked at stages 1 & 2, and why, and apply those lessons to the designs of stages 3+.
Problem is that we kinda have to throw insane amounts of dice at orbital given our insanely ambitious plan requirements. That being said, I am confused about something. The advanced alloys are percentage based. As such, the benefits are dependent on how close we are to completing stage 5 of both as opposed to how many stages are left. Therefore, why are people still trying to crash build Columbia instead of spreading the dice out evenly? We could be missing out on potential synergies from building both at once instead of one after the other.

I don't think we should delay Columbia, even if Alloys work on it.

Now delaying Space habitats gated behind Columbia could be worth it. Columbia itself? Honestly Not sure.

Because we need the follow up stations to columbia to hit our pop goal- no time to slowdown even as we roll out the alloys because the 20k is an aggressive target

Edit- we have 15 turns to hit that 20k so not something we can afford to slack even if from a pure effeciency standpoint finishing the alloys would be better, we just do not have the time.

So, Should we start a rollout immediately or after Boston?

Nuuk is probably not achievable during this plan. Or is it?
Immediately - it probably applies unevenly (and not fully to space stations), but if even only half our dice are on projects it fully applies to, it will take ~8 turns for each phase to pay for itself.

And here's a plan that still puts almost enough dice into building space stations, while not really crash-building either. And also goes for Zone Armor to get enough built that Zocom and Ground Forces can stop fighting about how to do training. (Not that they will, but they could.)

[ ] U-Series Alloy Foundries (Phase 1) (New)
Large scale use of the STU alloys will affect not only structural work, but a substantial number of other projects, ranging from blades and cutting devices, to various forms of highly conductive wiring. These alloy foundries will be a substantial investment into the future of the Initiative, and a baseline to add additional metallurgical advancements to.
(Progress 0/600: 40 resources per die) (-4 Energy, -2 STUs) (5% discount on many projects)
(Progress 0/600: 40 resources per die) (-4 Energy, -2 STUs) (5% discount on many projects)
(Progress 0/600: 40 resources per die) (-4 Energy, -2 STUs) (5% discount on many projects)
(Progress 0/600: 40 resources per die) (-4 Energy, -2 STUs) (5% discount on many projects)
(Progress 0/600: 40 resources per die) (-4 Energy, -2 STUs) (5% discount on many projects)
(Progress 0/600: 40 resources per die) (-4 Energy, -2 STUs) (Improves Tib mining efficiency)

I want every bit of this- whatever it discounts becomes a lot easier and not just the stations.
This.
I want this so much, it has the potential to change a lot, and since it probably will make the space stations cheaper as well I can see investing free dice into it as worthwhile. On the other hand, it is 30R/die, so we can't probably afford too much dice into it.

I thought those follow up stations needed Shala Stage 5 as well?

40R per die, though we actually have figured out how to stuff 4 dice into it this turn and income should only go up for future turns.

If they do then not slowing down on space construction while we do alloys will need to be done.

Any chance to shift 2nd die on Fusion?

Everything else looks solid.
Not without shifting a die off of alloys or putting a free die there, fortunately we have a good sized energy buffer we can afford to go min chance to see if we can't save dice while also allowing us to make good progress on the alloys.

- In Infrastructure I put the Dice onto Urban Metros Phase 4 and Blue Zone Apartment Complexes to get the new general city sectors over and done with in Infrastructure. Also 2 Die onto Yellow Zone Fortresses because there are only two Phases left. The plan is called The Green Line people I want the border between GDI and NOD fully fortified and the Fortresses get us +4 Housing so we can take in more refugees.

- In Heavy Industry I'm going to start deploying Advanced Alloys while trying to finish off Personal Electrical Vehicle Plants. Also preparing to do DAE by first researching Improved Fusion Power Plants with two Die because some people want to be sure it is done this turn. Let's see what our Fusion will look like before suring new materials and isolinear chips.

- In L&C Industry I'm going after the Reykjavik capstone and the wooden furniture. Because Reykjavik should be done by the end of the year and wooden furniture is a gimme in terms of Consumer Goods.

- Agriculture is completing Mechanization with 3 Dice because having enough food and the bonus from mechanisation is enough to add a Die and go from around 10% to 70%, completing Wadmalaw Kudzu and of course that Security Review which is overdue.

- Tiberium is about doing Vein Mines, Green Zone Intensification, again the plan is called The Green Line, and researching the improved Hewlett Gardener Process for more STU gain.

- Orbital is about surging into existence of Colombia. Since we are waiting for Advanced Alloys to do Shala we can surge this one further than before and at the same time finish off Orbital Cleanup because those 2 Die make no difference for completing Phase 4 of Columbia this turn.

- Services just finshes off the Gene Clinics and then does the Occular Implant Deployment with 3 Dice because after reading all the arguments about having sight vs heavy headgear I've come down on the side of give them the choice as flawed as it is and give it as soon as possible.

- Military is about starting to get ZOCOM some relief, while at the same time preparing for Karachi, which isn't going to last only one turn so having those extra frigates as soon as possible will be useful and doing our plan goals alongside developing GD-3 alongside Zrbite Sonices to see if there is synergy there.

- Security Reviews in Agriculture, which I'm uneasy about using a single Die on since we have an allegedly ex-NOD mad scientist now in there, giving In-Ops their money sooner because they can do more good with it soonre and switching a Die from Services to Heavy Industry.

Should we start spaming Vein mines and ignore everything else in Tib for 1-2 Qs?
Improved processes is needed so that we can do the refits while we have good sized flex capacity in our processing, vein mines will eat into that quickly so best to knock that out this turn but at only 2 dice for the dev and likely 1 die a turn to do refits it still allows a lot of dice into vein mines for the rest of the year.

Total cost is exactly 1050.

The spending in Infrastructure will up our supply of HQ housing at a low cost.

The spending in HI looks to stand a small chance of completing a Phase of alloys, which should do wonders in reducing across-the-board progress costs, and gets us to better Fusion.

The spending in LCI gets us moving to get a shot of capgoods and dev new congoods capabilities.

The spending in Ag gets more Vertical Farming done, a security review done, Kudzu (hopefully) done, and poulticeplants developed.

The spending in Tib cracks Vein Mines wide open for us and gets us on the road to IHG and even more STUs.

The spending in Orb shocks out Columbia to Phase 3, finishes Orbit Cleanup, and starts Shala.

The spending in Services finishes Gene Clinics, at least starts Implant Deployment, and also starts the Optical Labs.

The spending in Mil was where I had to do the most budget dancing. It finishes a Phase of Munitions Factories, devs the GD-3, finishes at least one phase of Zone Armor, finishes the MRASP (hopefully), and chips away at more refits. There's also a Security Review.

Bureaucracy has 2 reviews and aligns our Focus Reallocation with plan goals.

Infrastructure

main thrust is getting logistics back up while finishing up the BZ apartments and starting on Chicago with the hope of getting that done in Q4 62 or Q1 63

Heavy Industry
I know folks are excited about the U metals buts that is a lot of work needed there and we have more then a few HI projects that need doing so I think that generally we should put about 1-3 dice there each turn while we work on the other stuff such as the industrial cap stone projects.
So only two there this turn while making a start on Chicago, trying to develop 2nd gen fusion, LVPA (which I want done before working on Aberdeen since it could have an effect making Isolinear stuff) and slow rolling the PEV plant.

Light and Chemical Industry
I plan on keeping at least one die on Reykjavik a turn until the Nanotube Foundry is finished then putting most of the LCI dice on Reykjavik while slow rolling the furniture plants and Home Robotics stuff because we're not in a hurry to finish them.

Agriculture
I think we can all agree that finishing the kudzu is a good thing and I'm going to finish the next phase of vertical farms while starting on mechanization.
I'm going to focus on the next stage of vertical farms over BZ Aquaponics, Agriculture Mechanization or Dairy Ranches because the vertical farms will both provide food and expand food diversity, I plan on starting the ranches next turn all going well.

Tiberium
I'm going to put dice towards the Improved Hewlett Gardener Process Development because we both need the STUs it will provide and finishing the refits for it is a plan goal so starting on that sooner is better then later.

Orbital
The faster we get the stations done the better so I prefer to focus on finishing one at a time rather then doing both at the same time.
I'm putting Erewhon on orbital clean up because 1. it will get us a discount for the low orbit satellites that we're going to want for Karachi and 2. because it's about damned time we finished it.

Services
2 dice towards finishing what's already been started and a 1-2 split between the labs and implants not sure what to say here

Military
Considering how long it's going to take to roll out the sharks I'm going to put rolling out Orca drones and the laser refits above doing Seattle and while I may not be starting the refits this turn it's to get a good start on the drones this turn and I will start on them next turn

Bureaucracy
dropping two security checks in favour of making the current check 100% so certain people won't get upset about a 6% chance of failure (not counting a nat 1) and a pair of Interdepartmental Favors we should be doing anyway so that free dice can be used elsewhere

@Dmol8 heavy industry is currently 5 dice not 6 and services is currently 5 dice not 4

EDIT: almost forgot this
I mean, 407 progress in 3 turns isn't that bad, especially considering our ridiculous tib bonus
That's why I said slight although I'm not sure that there are only two phases left on the border offensives

Looks like we will need to spam Vein Mines or create More Zone Suit factories. Lets just hope that the Capital Goods will hold.

Current draft plan + two variants

Base plan is to finish off some logistics projects and BA Apartments, get ICCF and PEV Plants out of the way (plus hopefully Aberdeen Phase 1), start our push on Reykjavik completion, get AgriMech and Kudzu done prior to starting on ConGoods related Agri projects, some moderate vein mining while starting on Improve H-G, good chance to complete Columbia Phase 1-3 plus orbital cleanup, and complete gene clinics while starting Optic Lab construction and good chance of completing Ocular deployment. In military, getting Zrbite Sonics developed, given how Q1 went in the RZ. Three Dice on GFZA to compensate for last turn in hopes of getting 2 phases done and back on track. Pushing Infernium lasers in order to start getting as much of our fleet disco balls in time for Karachi as feasible. Hopefully finishing the MRASP work.

Chicago Apartments trades out the logi projects and Aberdeen for 5D Infra + 1D HI on Chicago. This is about half of our dice needs to complete Chicago Phase 5. Spare 1D in HI is put on microfusion cell dev. Otherwise, same as base plan.

Maximum Chicago trades out orbital cleanup and BZ Apartments for 3 more dice in Infra on Chicago, resulting in a 3% chance to 1 turn the final phase. Otherwise, same as Chicago Apartments.

Given how power hungry the alloy foundries are, I'm not touching U-series stuff yet. My plans are already burning through 10-13 energy out of 43, and each phase of foundries is -4. And I'd rather use Tib dice for Tib stuff rather than RZ Energy Refits to feed the foundries.

Should we start spaming Vein mines and ignore everything else in Tib for 1-2 Qs?
Each stage of vein mines is -1 CapGoods. If we spammed too hard and with other CapGood needs, we run out of CapGoods very quickly. Reykjavik and Chicago both help with this, but need 2-5 turns to complete.

For instance, my draft plans burn through 7 CapGoods while only aiming for 2 phases of vein mines (5% chance of completing 3 and using up another CapGood). That drops our CapGood supply from 21 to 15-16. If I shifted things around for, say, 8D on vein mines instead of 5, I now have a 40% chance to complete 4 stages of vein mines, meaning we'd be down to 14-15 CapGoods. Pushing out any Adv EVAs eats another 4 CapGoods. Regional Hospitals, Wingmen drones, last Frigate yard, Islands, GFZA factories... Hammering the vein mining button at the wrong point could put us on the edge of having to grab out of the stockpile outside of an emergency.

Give 2-3 turns to pump out Chicago Phase 5, and we are in a better position to hammer the vein mining button a turn or two.

Bureaucracy has one die fallow but has 2 reviews and aligns our Focus Reallocation with plan goals.
I'd find something to toss that die on, because otherwise you're going to have to drop 7 Free Dice from your plan.

Smdh, shameful lack of alloy spam plans thus far IMO. As long as the space stations are getting sufficient progress, all other Free dice belong on alloys until they're done. 25% discount on basically anything involving lots of structural work (so all our industrial megaprojects, every single action in Infrastructure, pretty much anything that involves building a physical thing which is 80% of what we do) is a huge deal, and capping it off with yet more income boosts is just the cherry on top.

I think 8 alloys dice is about the most we can reasonably manage, there's theoretically some more fat to trim to push it towards 9-10 but that cuts space investment too much for my tastes. 8 is very aggressively chasing the revolutionary technology and fat discounts, without having to make too many sacrifices in other sectors IMO. I do have another draft that backs off to 6 alloys dice and uses the cash for a little more Ag/LCI/Services/Mil spending but honestly I'm pretty happy with this one.

Give 2-3 turns to pump out Chicago Phase 5, and we are in a better position to hammer the vein mining button a turn or two.

I'd find something to toss that die on, because otherwise you're going to have to drop 7 Free Dice from your plan.

Threw it on overdoing the Ag review.

Doing the Adv EVA for service would cut 25R (swap the 3 optical labs to the rolled dice and hospital expansion is the unrolled). Also it looks like you are only using 6 free dice not all 7.

-[] Agriculture (6 dice, +28) (60R)
--[] Wadmalaw Kudzu Plantations (Phase 3) 315/450 2 dice 20R 86%
--[] Vertical Farming Projects (Stage 3) 74/240 2 dice 30R 56%
--[] Poulticeplant Development 0/50 1 die 20R 100%
--[] Security Review
This is 70R total
-[] Military (8 dice, +30) (80R)
--[] Railgun Munitions Factories (Phase 1) 142/400 1 dice 10R 88%
--[] Ferro Aluminum Armor Refits 139/350 2 dice 10R 21%
--[] Ground Forces Zone Armor (Set 1) (Phase 3+4) 147/360 2 dice 40R 20%
--[] GD-3 Rifle Development 0/30 1 die 10R 100%
--[] Modular Rapid Assembly System Prototypes 56/125 1 die 20R 82%
--[] Security Review
And this is 90R total
