Okay, if I'm reading this right then choosing all the Forgotten Commitments except for Initial Forgotten Integration comes to a total of 13 Leverage pts - Tiberium Research costs 4, Tiberium Work Crews costs 2, the Salvage Purchasing Agreement costs 2, Military Support costs 3 and the Human Terrain Initiative costs 2. Considering our starting Leverage is -8 that leaves a surplus of 5, which needs to be reduced to 1 in order for the Forgotten to accept it.
To bring the Leverage rating down to 1 we can take Deploy New Habitats to reduce the Leverage by 2, and as it only requires 50 pts we can probably get it completed with a single dice. We can also reduce the Leverage by 2 by taking Life Support Assistance to build Personal Water Purifiers, which at 150 pts isn't all that expensive but it does take up dice in Light & Chemical Industry, which we're going to need to complete Lithium Battery Plants and Experimental Carbon Nanotube Plants (which should alleviate the Capital Goods shortage a bit). On the other hand we could just drop the Salvage Purchasing Agreement, which would reduce the Leverage by 2 as well.
As far as Parliament goes, we automatically have the votes of the Strong Support of the Developmentalists and United Yellow List, which gives us 39 votes (32+7) . The Tiberium Work Crews option with the Forgotten gives us the Weak Support of the Developmentalists (18), and the Military Support gives us the Strong Support among the Hawks (3 seats). We're more than halfway completing Phase 1 of GDSS Enterprise, and finishing that will give us the Weak Support of the Independents (4 seats), while completing Phase 1 of one of the other space stations like GDSS Philadelphia will gain us the support of the Weak Opposition of the Independents (2 seats). To gain Weak Support of the United Yellow List we need to complete two Yellow Zone Infrastructure projects (2 seats). Finally completing two of the Navy projects, each of which is only 40 pts so should only require a single dice each, will net us the Weak Support of the Hawks (7 seats) for a total of 75 seats.

@Ithillid Will the Forgotten automatically accept a plan with a Leverage of 1 or less, or is there only a chance of success which increases the further the plan is in the Forgotten's favour?
Will completing Phase 1 of the GDSS Enterprise, which we started last turn, be enough to get the Weak Support Independents on side?
The Weak Support for United Yellow List requires that we complete two Yellow Zone Infrastructure projects to gain their support. Do those projects have to be part of the Infrastructure section of our economy, or would the Yellow Zone Aquaponics Bays we started this turn count towards this?
If we include Military Support in the Forgotten Commitments (which improves military results and the impact of military operations in the Red Zones) and we include Captured NOD Equipment and Initiative Communication Support as part of our concessions, with those further improve the impact of military operations in teh Red Zones, as the Forgotten are better armed and coordinated with GDI?
