Okay, if I'm reading this right then choosing all the Forgotten Commitments except for Initial Forgotten Integration comes to a total of 13 Leverage pts - Tiberium Research costs 4, Tiberium Work Crews costs 2, the Salvage Purchasing Agreement costs 2, Military Support costs 3 and the Human Terrain Initiative costs 2. Considering our starting Leverage is -8 that leaves a surplus of 5, which needs to be reduced to 1 in order for the Forgotten to accept it.

To bring the Leverage rating down to 1 we can take Deploy New Habitats to reduce the Leverage by 2, and as it only requires 50 pts we can probably get it completed with a single dice. We can also reduce the Leverage by 2 by taking Life Support Assistance to build Personal Water Purifiers, which at 150 pts isn't all that expensive but it does take up dice in Light & Chemical Industry, which we're going to need to complete Lithium Battery Plants and Experimental Carbon Nanotube Plants (which should alleviate the Capital Goods shortage a bit). On the other hand we could just drop the Salvage Purchasing Agreement, which would reduce the Leverage by 2 as well.

As far as Parliament goes, we automatically have the votes of the Strong Support of the Developmentalists and United Yellow List, which gives us 39 votes (32+7) . The Tiberium Work Crews option with the Forgotten gives us the Weak Support of the Developmentalists (18), and the Military Support gives us the Strong Support among the Hawks (3 seats). We're more than halfway completing Phase 1 of GDSS Enterprise, and finishing that will give us the Weak Support of the Independents (4 seats), while completing Phase 1 of one of the other space stations like GDSS Philadelphia will gain us the support of the Weak Opposition of the Independents (2 seats). To gain Weak Support of the United Yellow List we need to complete two Yellow Zone Infrastructure projects (2 seats). Finally completing two of the Navy projects, each of which is only 40 pts so should only require a single dice each, will net us the Weak Support of the Hawks (7 seats) for a total of 75 seats.

So, we can afford this. It's one Capital Goods factory's worth. It means we'll have to really focus on Capital Goods a bit harder the next few turns, though, and that will squeeze out some secondary concerns in favor of fulfilling our objectives and obligations. (Like that 95 mitigation target, or whatever we commit to in Parliament.)
Its a hit to cap goods when we are behind on that and are running out of ones that do not need additional power to produce, I dont think we can afford that this time. But it sounds like we can call another conference so that goes up the list to take at the next conference say sometime next plan (and not at the end of the plan so we have to rush to fit every promise in)

Yeah but that means LCI is not doing lithium or cap goods or consumer goods for a turn so going with the previous option really hamstrining us. More so when there are better options right now. Like NOD equipment (we should be picking up +10 PS from options at the least before plan ends) or prefab (50 progress and 5 R a dice makes that an easy call)

By consenting to anthropological studies, the Forgotten can allow GDI to more easily read their social cues and signposts. While not particularly temporally distant from their prewar cultures, the Forgotten have undergone a substantial social upheaval in the last decades. With more expansive studies, GDI can hopefully avoid clashes, as occurred in the aftermath of the Second Tiberium War.

While they will be a tiny minority, GDI can and will be able to better engage with citizens than outsiders.

Giving offers that are feasible for us to finish by end of plan while also picking up a good amount from the Forgotten. The two things we are giving them are things that are easy to fit in (a -5 PS hit when we have at least 10 more PS gain this plan and a 0/50 5 R per dice project).

I do not consider any of the other offers for senate support viable without causing projects we need done before the new plan starts to have to be ignored- and there are several critical projects we need up and running before the new plan commences

Gets us every Forgotten Commitment except Initial Forgotten Integration, and only costs us -5PS and an easy 1 or 2 dice LCI project. Parliment, meanwhile, asks us to do some more Orbital investment and do two easy Military research projects.

I really want to do Initial Forgotten Integration but it's, well, really expensive. And we'd only have 3 turns to do all of this stuff. So with this plan I'm basically just hoping we do that in the future sometime.

These are the only two projects available, and I don't think this turn's Yellow Zone Reconstruction counts. (@Ithillid ?) Rather more expensive to do than most options.
Current turns YZ Reconstruction does not count towards this.

They will automatically accept. Leverage is a representation of how far you can push them. Right now, you are a big kid on the block, and you can do a lot where the Forgotten won't push back.

It has to be part of the Infrastructure section. There will be a few new projects for infra however.

Yes. Some of the concessions on the list are actually things that you want to do, but at least appear to be in the forgotten's favor.
@Ithillid, how often are we going to have these conferences?
Either as crises happen, or every two to three years, whichever is more common. For example, with the Kane's Wrath crisis which just happened, you would have been able to call a conference to get some immediate support. It would have cost you, but it is a way to quickly find some combat bonuses for example.

Different plan. This one doesn't supply weapons but instead asks us to finish the Personal Water Purifier project. It does cost us a (cheap-ish) project instead of 5 PS, but in exchange gives us ++ Health and means we're supplying much needed Life Support to the Forgotten. About 3 dice and 30R more expensive, but of more benefit to us and the Forgotten.

Someone pointed out that my plans didn't need the Weak Support of the United Yellow List to reach the necessary votes so I was going to drop that, and replacing the Life Support / Personal Water Purifiers with Captured NOD Equipment takes the dice demand off LCI. So it was the same as Derpmind's original plan, which is why I'm voting for it.
 
There is no way we would ever pull that off, unless every dice roll we got is high numbers.

And even then it's probably impossible.

This combination might lead to problems as we run out of Capital Goods production options that can be done without producing more power and that will take even more HI dice.
