I'm talking from a position where chips are not the entirety of capital goods.
It won't be quite enough to balance the chip crisis, that will mostly be phase 3, especially if you are doing other capital goods stuff as well.
And each phase will be producing over twice as much as the phase before. Five phases, and phase 4 alone would be more than enough to deal with the chip crisis.

For makeshift pieces maybe but we are not that desperate, at best they may get scrapped for resources that go into making the designed artillery pieces. Keeps the logistics simpler as well by having fewer calibers around and all outposts sharing the same types.
Not quite. Mostly the 152mm smoothbore guns are keeping the tank gun factories running and using those tubes as the old ones get recycled. It is pretty much an expedient caliber to use with a pretty wide variety of ammunition already in the supply chain. Later on, after the railgun refits there will be probably an expansion program to shift away from the 6 inch gun towards a more dedicated platform, probably an EM weapon.

decided that 3 dice was enough for the security services with the large bonus service dice get so moved the 5R plus the 10R not spend to Yellow Zone Reconstruction reconnecting the yellow zone to our infrastructure will make the next round of expansion there easier.

I like it, if the railguns got swapped out for artillery I wouldn't drop my vote or anything but I would prefer to keep them on the railguns and finish out what we started, there's not the cash to do 3 dice in artillery so if we can only get 2 might as well make it the project that's a lot more likely to finish. Artillery are next in the queue, but I'd prefer to keep cracking on the railguns now that we've already started them.

I like the Tib labs too, we've been letting the Tib research tree languish for a while and chipping away at it is going to be important for not getting annihilated when it mutates every decade or two. We're probably already dangerously behind the theoretical Tib research curve, for good reason there were way more immediate fires to put out, but it's time to start working on the labs.
