As long as you're also doing something that is more directly your job, yes.

In light of this (hopefully meaning that we most likely can count scouting action as Council action as long as we keep working on Current Action (that being spiders)), I'd say I can reformulate my plan a bit:

Okay, I'm putting Snake juice research off for a little bit as I want to have read the Liber Mortis first. Wolf is getting a double blessing because I want to jump down those familiar bond powers sooner rather than later as they have things like miscast protection and lucky charms which in the RP are two re-rolls per day. I think it's kind of incredibly useful if we get either of those.

EIC I suggest we first open up a branch here in K8P to try and get trade rolling we can have the EIC move in needed resources, I want to investigate the trolls as they're the closest threat and what we picked up wasn't very revealing last time. I'd like to check on the skaven next turn. Studying the spiders with our mage sight seems like kind of a no brainer.

We should also begin to setup proper facilities.
Looks good to me! But may I also suggest you include some book purchases? At least the levels that cost coin? We can get a +4 to Skaven, greenskins and entomology for the low, low cost of 600 crowns!
 
We shouldn't be studying the snake juice until we've made a lab to do so. It's sadly premature. I'd love to do it but unfortunately with the EIC actions locked in instead of being at whim it means we've not got the actions to build a lab and study snake juice and do our actual job this turn.
Build up the appropriate furnishings before doing so.

The lab construction option is for Journeymanlings and other visiting Wizards, not us. We've got a talent for doing without supplies, and better eyes than Volans.

@BoneyM , roughly how many lessons are there per visit? I seem to recall lucking out and picking up four spells that one time?

With College lessons, you can reliably learn one spell or just stick around and see who's teaching what and have a chance for multiple. But the fewer spells you don't know, the less likely you are to come home with a bunch of them.

We got a talent for enchanting with out equipment nothing else. Our eyes aren't better than volans they're probably on par with him. We need the lab to deal with mishaps, as a safe working space not for the purposes of bonuses to the research.

Ah, so if the goal is to learn this one particular spell, it is not really better than just getting the scroll?

A basic lab in a corner of the room, yeah. A proper lab can be built once you've got a spare room to work with.

Spending a favour to do so means getting an instructor instead of just a scroll, so yes.
 
I would like argue for
[ ] Establish an outpost of the EIC in Karak Eight Peaks.

I believe this is the most time sensitive option. The other options are important, particurly installing priorities, making the factory safe and creating our network but Kharak 8 peaks is about to be experiencing a goldrush as companies come to set up.

Turns are 6 months long. If we getting the EIC established in Kharak 8 peaks now we have a substantial advantage, whereas if we try to set up in another 6 months we may actually have a disadvantage as other companies have come to fill the void.

Once we're set up, this can have major advantages for information gathering (which the grey college really wants), and we can then focus on the other options.

I feel safe in making this choice, because when it comes down to it I trust Wilhelmina & Anton to keep things on the up and up for at least another turn. I trust her in general based on her track record, and in specific because she has just had Mathilde's status and obligations as a grey wizard shoved in her face again.

My problems with the opposition:
- Plan Firm Foundations kind of sabotages the Anton action by making it the 7th, straining one. My plan gives Anton the Ranald boost. Support your Big Brother properly in his romantic conquests!
- Plan Anchor the Foundation focuses on safety; instilling policy in the EIC rather than spreading it to K8P, sending Johann home rather than using those free rerolls on Spider actions. I think it's more important to get trade rolling in, considering K8P isn't making anything in-house yet. And hiring Johann and then sending him home immediately is boring and likely to piss him off. Plus spending an action to set up a lab for visiting wizards on the first turn seems unnecessary.
- Plan Knowing the Neighbors shares some in common with Spider 3, but focuses more on spycraft and scouting, which isn't really our job anymore. Also, no free action for Anton/Puppy.

Hmm, @BoneyM sorry to bother you, but given how Windreader helped us in deciphering magical phenomena and putting it into words, would Windsage probably do the same for putting the Waaagh stuff to paper, or is that a no go for things like the Waaagh because that was based on observations, and we didn't observe them with our "improved" magesight?

In addition, can the Gambler bonus be applied to reading the Liber Mortis?
