1. Do the higher cost Dwarf Favor options for EIC include the benefits of the comparatively lower costing options? For example, does increasing the efficiency of the factory also increase the safety?
2. How should we specify which face of the coin we're using? Just tack on a [X] Face Name at the end?

1. No, the points are entirely by how much they normally keep the techniques a secret. The value of each is open to debate.

As for the vote itself...Looking at Mathilde's concerns make me want to read it. It brought up reasons to do so I didn't consider and also failed to bring up the reason not to read it that actually worries me. Specifically:

I'm not interested in Dhar or necromancy and wasn't entirely certain of the worth of reading it just to counter them, but secrets on the nature of magic? Absolutely.

This is all about the consequences of being discovered, really. I'm almost completely unworried about that. I'm worried more about reading it leading to necromancy.

Personally, I'd absolutely vote to read it with just the concerns mentioned in this update. However, I also don't want to even take the chance of reading it turning to actually using Dhar.

So I'll decide on a vote in the morning.

I really wouldn't worry on that front, the only time there as any push for this was after Abel died and that gained a grand total of seven votes. Using Dhar is never going to be something people advocate on the large scale. It's just a terrible idea.
 
I think first steps in leadership are important; I propose establishing guideline of "greater good for fiscal goodness of the Empire" for EIC as our first action, to, so to say, make clear the way things are going to be with us. I am all for sinking all 7 favours into EIC afterwars and opening local chapterhouse, but I think broad policy/direction decision should be the opening move. Makes sense?
I think I like other parts of your proto-plan, mine will be something similar (aside from EIC), I will try to fit in snake juice or Ranald's coin.

Oh wait, your proto-plan lacks taking a look at other Peaks. I'd say it's pretty important too?
A lot of things are important. :) Still, you're right. I guess I could move one study spiders action into scouting when I've thought a bit more and put up a polished plan.
 
I like this plan a lot, but I'd prefer not to be spending the barrel minimum of time on our actual job on the first turn. Would you be willing to swap out scouting for another investigation action? That or put off the snekjuice for another turn.

This plan has 3 total Council actions, 1 extra scouting (because Skaven yo, better be in the loop for their going ons), and talking to the puppy we have locally plus puppy we have in Stirland.

Latter is the extra, fifth action. Yes, it carries additional risk, but I think that talking to Anton is arguably least likely to be actually risky.
Yes, it has zero research. Action economy is a bitch.
I mean, we could spend bare minimum on Council tasks right from the start, but I'd rather not.

And scouting Skaven, I think, is of critical importance, bar any research and quite possibly bar any other action period. It's Skaven.

Edit: That, above all else, is what, I think, is missing from Plan Anchoring Foundations. Skaaaven, given time to plot. Do we really think it's less important than, idk, giving journeymanlings a nice room to work in?

Alright, so this plan is basically the same as @Alectai's, but I've dropped the snekjuice investigation in favor of autopsying the spider corpses. I just don't feel at all comfortable doing the bare minimum on our first day on the job, so to speak.

I chose to drop researching snekjuice because we frankly are not equipped to research it yet. We have no library, no lab, hell we haven't even unpacked our bags! I don't think poking at a volatile magical substance we know very little about is a good idea without some proper tools.

No, part of it would be using your own authority to make it happen, and another part is your own knowledge to set up a safe lab. As you'd catch some of the blowback if someone went full Jovi Sunscryer in there, it's not something to pass the buck on.

So, my thoughts are thus: 1 subordinate and 2 Mathilde actions (plus Ambers) on the spiders should satisfy requirements. I left the venom alone, that's more Panoramia's schtick, but this covers the web, the attempted communication, and study using our new and improved Magesight. Max will be taking one last crack at the Waaagh Energy paper; it's just that potentially useful.
EIC outpost in Karak Eight Peaks seems the obvious first step to later trade and intrigue actions; I also would like to steer the Undumgi a bit, so that's in there too.
Also Investigating the Snake Juice, because why the hell not?

The freebies are: Library and personal comforts from Karag Nar, and helping Anton with his love life. And of course, Anton gets the Ranald coin boost so he can come home with that Nefetari princess or Lady of the Lake or whatever.

It'd be nice to have a list of library topics possible, but Greenskins/Skaven are the bare minimum necessary. Antiquarian on both Dwarf and Human ends gives a +8 bonus to both topics, by my read.

EDIT: Added an extra +100g on top for a +2 bonus on Spider rolls from the library and +100g to Esoteric on Imperial Greenskin/Skaven texts. Since non-magic Imperial books don't cost Favor it's a cheap buy.

Sounds like a pretty good plan. It has snake juice which is the big thing I wanted. I would have liked to get started on building spy networks but having more people in K8P makes it easier to conceal that aspect so I am willing to wait until more people show up.
