It's not a choice between "Vladimir is killed by us, with blame falling on whoever we frame." and "Vladimir lives." It's a choice between "Vladimir is killed by us, with blame falling on whoever we frame." and "Vladimir is killed by Boris, with blame falling where every Boyar with something to gain wants to point it." His death is inevitable, what we're voting on is whether or not we want to influence the details toward a better outcome than a Kislevite civil war.
I mean, conceivably Boris could try to kill Vladimir and fail.

But that wouldn't necessarily be a better outcome.

So presumably we cannot call on the resources of the College, because they would have to deny it.

And of course, if we fail, they can truthfully state under deep magical scrutiny that it was not sanctioned or authorized.

So the choice comes down to:
1. High chance of making this less messy, low chance of getting caught and being in very big trouble. Also, that has to sit on our conscience. If any of the Ice Witches do find out, they are likely to keep it under wraps (but perhaps for a price) if the change in leadership is beneficial to them.
2. Keep our hands clean in this regard, but guaranteed it's gonna be a rough transition.

Mathilde has killed and will likely kill again regardless. Chaos surges, and it cannot be met weakly. The sooner power changes hands, the sooner it can consolidate to resist the oncoming storm. And this Tsar sucks, a lot. Further, Boris would go the extra mile for us if we do this.

Do it.

Even thought Boris banished the Ice Witches from his presence-might there not be a few hanging around the city? They could be a threat if it all goes wrong methinks.
Boris is the guy we're talking to. The Ice Witches like Boris:
"Yha, yha, fretting from Knights was nice but got boring. Will make it home to die in the usual way. Play more rounds of games with the Tzar." She snorts and spits over the railing. "Needs to die already. Fights against threats, yha, but just keeps throne warm when there's nothing around for him to ride out and hit. Doesn't listen to Ice Witches, doesn't listen to courtiers, doesn't listen to diplomats, just listens to generals, who all grow fat and lazy. Young Boris born under good omens, respects the Gods properly, will be better Tzar." She snorts again. "Still, could be worse."

I think if they heard we killed the Tzar they'd engage in some very half-hearted pursuit.

Though, then again, they might figure that they can get more support in Kislev by bringing us in.

Eh, I'm still not super concerned, mainly because we only need a very brief window of time to get out of Kislev, and can travel faster than the news of our deed. Just the general confusion should keep that doable.

Is anyone else wishing we still had that stockpile of Skaven weapons right now? It would make for one heck of a false flag operation. With how disorganized and backstabbing they are, even the Skaven wouldn't be able to tell that they weren't at fault.

I'm thinking yes, he's basically said that if we don't he'll just find somebody else, who will be worse at it. Plus, current Tzar is kind of shit at actually ruling.

I might have misinterpreted you in some way-I was thinking of "What if they catch us red-handed?" and not "What if they catch us after a long and sober investigation?"

I think the Kreml Guard trying to hack us apart might be something worthy of thought?
The Kreml Guard are badasses but by this point, we kind of operate above their normal level. If they had good magic support it might be different, but thanks to their boss, they don't.

I'm not saying "give literally zero thought to the guards," but at this point in Mathilde's career, she's going to do that more or less automatically and come up with a good plan that works for not getting killed by guards. Sort of like how we vote for her to, say, "go to this city," and she just does it, it's not something where we have to micromanage her. Or if we say "fight a bunch of orks," she comes up with a pretty good plan for that. Same thing.

Why would they even want to capture us? They like us better than they like him.

Will you agree to assassinate Tsar Vladimir Bokha?
To reduce the influence of Chaos? To lower the numbers of mutants, undead, evil cults, and a thousand other things that worse-than-kill people every day? To preserve all the realms of Men, Dwarves, and Elves against horrors from beyond?

Hell yeah, I'd vote to assassinate the emperor himself AND his heir - regardless of him being our beloved godson. If it was necessary and we had no better options.

I really hope it's doesn't become necessary and we have no better options.

Unless someone can think of a better option, the Tsar be ded.

So how would we ask the emperor what he wants of Kislev? Just, run into the chamberlain in passing and say, "Hey, might be a good time to ask Kislev for any favors you want of them. I promise Boris is up for it."?
It'd probably be up to us to come up with something ourselves. There are options, like a formal defence pact, in case Bretonnia decides to kick off another border war in the future. Or trade concessions. Or a more formalised arrangement for funneling male wizards south than currently exists. Or joint military/trade ventures in some direction. Or territorial concessions. Or a marriage pact with an Imperially-chosen candidate. Or an infrastructure project of our choice. Or...lots of options, really.

I'd be leaning towards framing an Eshin Sorcerer for the assassination if we need to do it hard and fast. They've got the rep, and we can plausibly use about 90% of our magic while maintaining cover.

Let's steelman the argument against.

On a number of occasions, we've assumed the worst of certain authority figures, only to later learn that because of their plans or perspectives or privileged information, their actions were actually perfectly reasonable and justified.

So: Let's assume for the sake of argument that the same is true of the Tsar. That he's actually a moral yet canny ruler who truly wants the best for his people and who uses his reputation as a hedonistic layabout as a weapon, that he has plans in motion to deal with the coming of Chaos, and that there are very good reasons for his current inaction now.

I would argue that in such a situation, we would still be better off agreeing to this assassination. Whatever the Tsar's hypothetical merits of rulership may be, and however tied the Tsarevich may find his hands afterward, the damage of a single assassination pales in comparison to the damage a full civil war in Kislev may cause, both to its population and to the world as a whole.

It'd be a bit of,

'The old Tzar has died, and now Tzar Boris is proposing some diplomatic deals with us? Well, that's certainly a nice change of pace from his predecessor'.

You know, assuming Boris does as Boris did, I hope he doesn't fail when he goes out to fight a bear, it'd royally suck if we just leave Kislev with no Tzar at all.

For the practicalities of it-

Unseen: Unless specifically on the lookout for magical infiltration, active defences are no obstacle to you. +2 Intrigue.

Assassination, Advanced: You know how to end a variety of forms of life with a single stab. +2 Intrigue
Infiltration, Advanced: It takes significant effort to make it even slightly difficult for you to enter somewhere. +3 Intrigue

Conveniently, it sounds like neither of Kislev's primary magical traditions are very supportive of the current Tzar and would much rather have Boris on the throne.

It'll still be difficult and risky, but it should be very doable for someone of Mathilde's skills.

If this goes correctly I don't think the Kreml guard would ever even be aware we were there, let alone have a chance to stop us.

Easiest method is if the Tsar goes on a hunt we have a shadow knife lodge itself in his heart while the guard are distracted. Easy, clean, no murder weapon.

We could really pull a lot of concessions from Boris if we succeed. I dislike getting into internal politics. I would not do this if this happened inside the Empire.

But the Empire will benefit out of this. We can do a lot. A damned lot with both concessions, and blackmail opportunities in the future.

Realpolitik says yes. Ethics says no.

This is going to be a contentious vote
The argument could be made that it's either assassination or letting a civil war happen, and that between bad and worse, you should pick bad. It's definitely horrible ethically anyway, but the Grey Order exists to do things other people can't be trusted with.

I'm for doing it, if just to avoid a civil war which would weaken Kislev before the next Everchosen comes.

I would like to remind people about the current Tzar- he hates ice witches (a sure sign of shit taste), and drops his duties at the drop of a hat to go play with his new trophies. And by all accounts, he does sweet fuck all ruling, prefering to spend his time trying to get into as many fights as possible, ignoring everything after it's done.
Broadly speaking a king is Chief General, Chief Judge, Chief Priest, albeit way less so that last one in Warhammer a lot of the time. The current Tzar certainly isn't ideal but a Tzar who chief generals the FUCK out of things is in fact doing his duties, even if he's monofocusing on a specific subset of things.

All that being said I certainly lean towards accepting this, but that's more on the basis of "Boris is going to do this regardless and this is less messy."

Re: the ice witches even if the ice witches hate the Tzar, UNLESS you think Boris is having his dad killed you would still expect him to be fairly upset about his dad being assassinated (if nothing else it raises the idea of his own assassination), it's not unreasonable that the moment they heard someone murdered the Tzar the ice witches will go "thank the ancient widow, but still let's go hunt down the killer to get even MORE of an in with the Tzar Boris."
