Not really. Winds naturally repel each other.
This should be one of the simplest applications of Windherder, as it's just taking advantage of the basic interactions between the Winds, nothing finicky or subtle, as some other proposals like the Thurible are.
You could do the same with two magic items, one for each spell; and a simple magic eating or repealing runic item.
