Someone suggested including the information in an 'eyes only' report for Van Hal, but it didn't win the vote.
Can we do that as a free option this turn? It shouldn't exactly take a whole action to have a quick 5 minute conversation with the dude or write it down on a piece of paper and pass it to him.

Please specify exactly what information you're giving him, though. Just the Professor's background, or how it tied into his appointment as well? And will you throw in what you know about the Chaplain and the Architect's appointments?

This is Warhammer, our life sort of depends on the martial advisor doing the best job possible and not being corrupt.
I agree with the king, finding out this stuff is our job as spymaster. We're being derelict in our duties.
Because you are possibly revealing the Emperor's spymaster agent and he would be rightly peeved if some no named wizard just fucked his information gathering I don't know about you but I would rather not make an enemy with the Emporer's spymaster in the first turn

Guys, the Emperor's spymaster put him here. Let's just keep tabs on him and see if he performs his job adequately. Let's not get in the way of the plans of one of the most powerful people of the Empire just yet?

At some point we could inform Schultz that we know his background, and that we're keeping an eye on him to dissuade him from going about any more fishy business. But until things look like they might be going sour, it might be best to keep this info close to our chest.

Van Hal probably knows that almost all of the councilors were appointed for him (I doubt he's that stupid), but he may not know by who, and we really don't need to give the Emperor's spymaster a reason to look too closely at us.

Well, I imagine this is precisely what we do as a spymaster. Van Hal can't know everything, he also doesn't have time to understand the context involved with some things, and in some cases it's better that he acts as if he doesn't know something, which is best accomplished by him not knowing said piece of information in the first place. He trusts us (or at least has to trust us) to make the calls on what information he should get, and follow up on the things he can't.

Right now, if we give him the info, he'll probably realise that he can't get rid of Schultz, but it might make him needlessly wary of his Marshal. Most importantly, the Imperial Spymaster gets word that we leak info like this, and we're potentially jeopardising his information gathering. I'd rather we avoid that at all costs.
 
Let's try looking at this from our boss's perspective.
Most of your report is laying down what you know of the former Spymaster, Wilhelm von Tarshof, and his activities. You start with his personal control over the cities of the Old Dwarf Road and his neglect of the rest of Stirland, before moving on to the Stirlandian League cartel and their monopoly on north-south trade. At this point Van Hal looks displeased; when you mention the murder of the Baron of Purgg and his family, he looks outraged.

"Wilhelmina, will you be able to do without those archives?"

"Then that will be our priority. Journeywoman Weber, find those documents by whatever means necessary. I'll put a platoon of Greatswords at your disposal. Get me those books."

I imagine his current priority list might go something like:
1) Tax ledgers so he can run province
2) Double-dealing nobles
3) Monsters in castle
4) Monsters outside castle
5) Getting military in order
6) People who are secretly working for vampires
7) People who are secretly working for Chaos
8) Rest of the nobles
9) Backup plans for income if we don't find the tax ledgers
10) Praise Sigmar
...
15) Acquire guns
...
20) People who are secretly working for imperial espionage

I support raising the matter eventually, but I don't think it's all that urgent when our boss is surely running around putting out fires everywhere.

The setup blurb says that incompetence is assumed in Stirland, this could be why if this sort of thing is normal.

Again: Alerting the Count of enemies within is the spymaster's job. Someone who is most likely going to pull his same old embezzling stunt in a much more important place falls under that, I think.

We are doing a -terrible- job, we are not telling the boss the things he needs to know, such as his marshal is a peculator. We aren't going to be able to stop him, it would take the steward to scrutinize his expenditures.

Tell you what: next reporting time, I'll have a mandatory part of the report plan that includes whether to do a separate one-on-one report and how much information to give him about a) everything you found out about the councillors last turn and b) anything sensitive you find this turn. Consider this a de facto moratorium to figure out what you want to lay out for him. That way you'll have a full voting cycle with everyone weighing in one way or the other, and everything about passing on information is wrapped up neatly in the same voting turn.

Because this is more part of the teething process of me figuring out how best to do this format of quest, you have my word that if any of that information is time sensitive and if the Count would have acted on it, then you won't be any worse off for the delay.

Not a plan, just thinking a potential draft of how to put this diplomatically:
"My Count, it will probably not surprise you to hear that the powers that be are watching closely to see how Stirland will fare under your rule. For example, I was privately contacted by Imperial Intelligence who demanded I also keep them informed of goings-on in this province, threatening that otherwise they'd have me declared rogue and executed. And speaking of Imperial Intelligence, they're leaning on your Marshal to provide corroboration, and the threat for him is exposing his history of fraud and embezzlement. And speaking of goings-on this province, I've also found that Talabecland is expecting Detlef Schultz to keep them informed. Nobody has threatened Wilhelmina, Anton, or Kasmir yet, save of course for the fact that the vampires are a threat us all."
(change if we discover someone is threatening Anton. I'm aware Kasmir is devoted to the Sigmarites, but he's obvious about that rather than being blackmailed. As far as we know.)

Caveat: How confident would the hivemind be that our mysterious backer is Imperial Intelligence? Because I'm having trouble thinking of anyone else who would twist the arm of the Grey Order like this. A rogue faction within the Grey Order might have the ability, but a) the Grey Order has the strictest self-policing and b) what the hell is their motive.
