It's part of the Colleges of Magic and we already partnered with them.[ ] Seek an exchange arrangement with another Library to be able to make copies of their corpus (specify which, eg: Great Library of Marienburg, Great Library of Altdorf, Ancient Library of Carroburg)

You misunderstood the quotes. The Nagarythan (Nagarythine?) ambassador's name is Daroir. The one asking if Mathilde's relationship with "the Daroir" is harmonious is Cython.It makes sense that ambassadors sent to a polity that has friendly relations with dawi would be diplomatic enough to use proper forms of adress.
Elfs are very much up for politicking and part of that is knowing how to speak to whom to ruffle least feathers, so it makes no sense to send the ones that are too bitter or prideful to manage to do so.

They have an ambassador in Altdorf but seem to prefer to trade with the Empire via Marienburg.

It would make sense for someone from the nearly-obliterated kingdom of Nagarythe to focus on remembrance. As contextual as Eltharin is, Daroir may or may not be an elf named Dwarf. But he certainly knows how to hold a grudge...
