Cardassia's short victorious war with Chrystovia has paid dividends for the Central Command, who seem to once again be the dominant voice in Cardassian society. This is reflected in Pact diplomacy of late.
Starting tailward, the Ashalla Pact is growing weary of efforts to court the Gorn, particularly now that Prince Celzash has been taking a hardline anti-foreigner stance. Much of the task force has spent two years on station in the Gorn Kingdom, and they don't seem to like what they've seen. 'Those suited to be servants, servants; those suited to lead, lead,' is something of a tagline.
The Ittick-Ka have cool relations with the Hishmeri. We have some evidence they have assisted the Hishmeri with ship construction and repair, or sold entire ships, in order to avoid a conflict.

Industrial
Exact industrial capacity is hard to judge, given the amount of Sage propaganda. However, based on Aharani's sensor data taken when he visited the homeworld, we can confirm it is impressive and advanced given the general tech level of the Ittick-ka, possibly even surpassing our own in several areas. We also believe the Ittick-Ka homeworld sports a heavy industrial park.
Yeah...we might not be able to stop this fight. We'll try, of course. The Gorn are likely to be a major headache if they secure Great Power Status. Interesting and weird that the Pact was considering invading the Klingons though.

Office 2 (Romulan Decryption): Increased traffic picked up between Romulans and Noble house contacts indicating an expansion of investment.
Office 11: Updated details on the state of the Commune. They are endeavouring heavily to acquire UFP aid. Are also in communication with the OSA, Yrillians, and Sydraxians.
Office 49: Tartresis House Yards at Calamar remain unrepaired. Ixiran shipyard upgrading. Disposition of new major fleet units at Morshadd Yards a continued matter of speculation. House Bene currently appears to provide the most important alternative power centre among the nobility to the Rithe.
FDS Intel: Intense lobbying coming from Laio, Yrillians, Sydraxians on behalf of the Commune, while the Gorn currently are seeking opportunities to directly degrade the Commune.

Internal Politics -
Two major factions at play, Commune and Nobles. Nobles are currently divided further between those in the orbit of House Rithe, and those in the orbit of House Bene. Currently, House Rithe are de facto rulers on Morshadd, but their control of the system is nominal at best.
Looks like Halarre probably can't make the Tartresis back into the rulers as they were at this point. They've simply lost too much. That leaves Rithe or Bene-and of course our preferences would go Commune>Bene>Rithe.
Office 44 (Harmony Field Intel): The Harmony are integrating a new member into their coreward border known as Pacifica. There are a number of similar sized powers belonging to the same species in the region, however, these are being far less interested in integration.
Also, I decided to take a look at the Ashalla Pact shipbuilding capacity after the Chrystovian War from the info that Starfleet Intelligence was able to provide to us:
Prior to the war, their biggest yards seemed to be 2mt berths, with a total of 25 berths and 31.35mT in shipbuilding capacity for warships with 13 berths and 10.8mt in shipbuilding capacity for auxiliaries.
After the war, their biggest yards seemed to be 2.5mt berths, with a total of 41 berths and 55.25mT in shipbuilding capacity for warships with 19 berths and 15.4mt in shipbuilding capacity for auxiliaries.
So, warship capacity increased by 64% for berths and 73% for shipbuilding capacity, while auxiliary capacity increased by 46% for berths and 43% for shipbuilding capacity. That's... something we should really take note of with their significantly increased ship production capacity. Whether they have the materials to actually supply it all is another matter...

That's the juiciest bit of info in the report from my perspective, because it could potentially be related to the HoH situation. Potentially nothing to do with it, but as long as we're stacking speculation on top of speculation...
That and the Cardassians getting frustrated with the Gorn.

Understanding the vote and results.
Each 'ap' you put into a power gets you one updated thing on the consolidated results belonging to that power. Naturally, if nothing has changed for that power, nothing will update. But typically something will happen in a given year, and bigger powers tend to have more stuff going on.
The points attached to your decryption effectively determine how detailed the above 'things' are.
Diplo signals
1pt - Disposition to the Federation?
2pt - Who are their neighbours and are they friendly?
3pt - What are their goals?
4pt - You'll be kept abreast of most things happening here, including some details on their internal situation.
Industrial
1pt - What shipyards do they have?
2pt - What berths do they have?

We get to pick what level of analysis goes into a power, and each level of analysis delivers an update in Diplomatic / Industrial / Fleet categories, with the quality of that update dependent on how much we spent on the whole signals desk. So Lecras puts 4 points in Diplomatic, and that means the every randomly chosen diplomatic update we get is top quality, but we don't necessarily get diplomatic updates.
There seem to be two major strategies we can pursue. I'll explain in a moment why we can't actually pursue them, but here are the "optimal" ways to spend:
1. Pour as much as necessary into all the Signals Decryption categories. Something like 4 Diplomatic, 3 Industrial (incomes can be back-calculated from builds), 4 Fleet. That would cost us all five points so we're going to need more discretionary points. Then cycle through powers with remaining points, putting 4 points into one or two or three powers one year, 4 points into a different one or two or three powers the next year, and so on, so that each year we get full updates on some powers. The advantage here is that all of our intelligence is going to be high quality, although we will miss some updates.
2. Spend most of our points in analysis for all the powers we're interested in, to 4+ points, and cycle the Signals Decryption categories. So one year we put 4 Diplomatic, 1 Industrial, 1 Fleet, the next year we go 1 Diplomatic, 4 Industrial, 1 Fleet, and so on. The advantage here is that we always have updates as they happen, although they may be low quality until we cycle back to the right category. This is also very similar to how we used to rotate intelligence reports.
The problem is the Admiral. With Lecras and her 4 points in Diplomatic, for example, cycling the Signals departments year-to-year is nearly impossible. A different admiral who focuses on, say, major powers, would make it very difficult to do power cycling year-to-year.
Realistically we'd probably want to hybrid things a bit, do a bit of cycling, probably powers cycling with Lecras or a similar admiral, while still spreading things broadly too.
Oh also it appears that Research Signals sucks and we should not spend in it anymore. Good to know I guess.

Ok, yes, they do out number any single one of our member's navies. But they are woefully inferior to Starfleet itself.
Mass production of a new frigate class = 4 units under construction.
Meanwhile we are (I think) still planning 15+ Comets in the first (and maybe only?) wave.
We could fit their entire production in UP using less than half the berths.
So the oldest classes (BoP and D7) are all out of Imperial service. Focused on cruiser construction - possibly with an eye to retiring the K'tinga class in a decade or so?
Now that is the kind of frigate mass production we would consider meaningful. The old Science Frigates are heading to the breakers as soon as that construction wave completes. They took heavy loses in light Warbirds while fighting the Klingons and Breen, may be going excessive on replacing those. Their cruiser scale Daljerra warbirds have become effectively obsolete very quickly (roughly comparable to a Connie-B, and we've removed those from service) so I expect a new cruiser design any year now.

The K'tinga-class is basically the Klingon equivalent of a Constellation or a Constitution-B. More like the latter in that it's optimized as a warship, but then most Klingon ships are. The original game start statline we have for the K'tingas makes them pretty obsolescent in that role (though still hella tanky), but a refit for the class is far from out of the question. It's not like anyone ELSE has any ships still kicking around from the TOS-movie era that haven't received refits.
We could see the K'tingas kept around for a long time as rear area ships, or pensioned off to the Great Houses. The main reason NOT to keep those ships on active duty is trained manpower, and I doubt trained manpower is a serious problem for the Klingons if they don't want it to be.
I can see them having had manpower problems during the war, if only because having all the 'warriors' who actually know how to fly a spaceship go to the front lines makes it hard to properly train and organize the swarms of volunteer space heroes back on Qo'nos. Sort of like how the Japanese and Germans had problems keeping up pilot training during WWII because their experienced pilots were all stuck getting shot up at the front.
But now it's been peacetime for several years, and I can't imagine Renhadd doing anything other than ensuring that the Empire has a strong military training establishment with no shortage of volunteers.
As somebody who thinks the Commune is the effect of Horizon thought alignment tech, this is the most fascinating bit to me. It seems like whatever it is that's doing that thing, it's either classified at very high levels or not something the Horizon even have knowledge of, let alone control over. It might even be a regional effect.
I'm kind of surprised that the Cardassians actually managed to get expeditionary enough to sustain the same ships for two years in Gorn space. Knowing how much effort that's taking and what their ships are designed for in terms of endurance would be nice.

Hm. So Licori Space continues to light itself on fire. The various sides haven't engaged in space since the beginning though. Probably only a matter of time.
Current count and allegiance of fleet assets is impossible given the flux of the current situation. We can say that nominally they have a single recognised capital ship, four cruisers, and up to twenty frigates.
Oh, now that's fascinating. We haven't met any seriously splintered species like that (well, except for the Licori collapsing into revolution and civil war). I wonder if the other groups have interesting stories about the HoH.
