Vote is close with SWB's plan at 11 votes, briefvoice's at 12 and Derpmind's at 6 and two others with one vote each. The tech has a very strong leading set of choices.

I wonder how many of the guys who voted by name instead of plan actually cut and pasted instead of going and reading the other snakepit plans including his? its getting frustrating since 3 of the 5 snakepit plans have th UP2 option included in them.

Hm... I plugged these changes into the Fed Council spreadsheet but it's returning 25% expansionist, 22.2% D, 20.8% P, etc. What differs between that and whatever the QMs are using for tracking?

Also, just want to note: Haley Singh has been a lead politician for the Expansionists since the start of game like 25 years ago. That feels like a long time to have any one politician in power, given human nature...

I do feel the pull to a second Utopia Planitia, and then I look downstream and realize, "But actually I have a hard time filling all the berths we already have." Which, true resources will definitely increase so that's misleading, but then again... eh. It just seems kind of easy to put off. We can always expand UP or order a small shipyard somewhere else.

I am convinced that if we don't order that discount auxiliary shipyard this year, we really need to order it next year though. Get it while Chen can give us a discount.
 
We just got a shit-ton of regular Berths from Federalization. We don't need UP-2 right now, we need more Auxiliary Yards.

How useful/relevant is it that Excelsior-B refits can be shifted to cruiser size berths, as compared to the use of 3mt explorer berths? I was under the impression that berth limitations between the Excelsior-B refit and the Ambassador-A refit were actually something of a concern, and getting UP2 going to cheaply pick up more cruiser berths (which we could use for the eventual construction of heavy cruisers once the Ex-B refits were done) seems like it would help deconflict the Ex-B refits from Ambassador-A refits and new Ambassador construction.

On the other hand, if we're rapidly facing other resource constraints--either SR or crew presumably--and deconflicting these two refits isn't a priority, then it seems more reasonable to wait on UP2.

As I understand it, as long as the Excelsior-B masses less than 2.4 mt, then it can be done in a 2 mt berth (with the +20% tech). If it masses more than 2.4 mt, then we would need to use the 2.5/3/3.1 mt berths to carry out the refit, which is where we run into conflicts with the Ambassador builds/refits.

don't let the arguments about the UP2 guide your decision. I know the UP2 isn't needed right now and Briefvoice and the others do have a point that we have more Berths than we need right now as well as a resource limit. We just went through a RP shortage due to the GMs giving us some options to spend our RP glut on. The reason that most of us want it now is because we believe that with the current situation with the Horizon and the Cardassians as well as the recent war between the Romulans and the Breen that getting that 2UP now is better than waiting until it is too late. I am one of them and I will continue advocating for a second UP until we get it.

Well the plan would be to complete the Excelsior refits before the Ambassador refit is ready, taking a few years break from Ambassador construction and using the big berths primarily for Excelsior refits so that we're not wasting resources building Ambassadors that would have to be refitted as soon as they launched. 2mt berths from UP2 would be much more useful for the heavy cruiser plans we tentatively have penciled in around 2332. To be prepped for that, I think we'd want.... let's see.

2 years to get heavy industrial park built.
2-3 years of UP2 expansion beyond its initial berths. (but that can overlap with industrial park)
4 years to build it (based on UP 1)
1 year of prep.

So if we want to have UP2 in full swing by 2332, I'd say minimum order by.... 2324.

Well.... all right then. Based on my own logic, I must withdraw my plan and vote for one that includes UP2. However, I am not in favor of SWB's because I do want that Risan starbase. Therefore:
