Shame that two of the free pushes landed on at-the-moment useless targets. Unbound Gaeni are so far away as to almost not exist, and the Daw are a vassal state. If only one hit the Licori, but oh well.

We have 15 mining and research options to choose from.

Establish a major Starfleet Security Peacekeeping Corps under Starfleet Tactical, 200pp, will provide a sub-turn for voting on options.

I want. Noticed who our dear Admiral was meeting with in one of the updates: all of the generals of the constituent ground forces of the Federation.

Anyth sh'Nathriq says, "Your meeting is ready to go in Conference Room 1, just behind the control room, Admiral."

"Thank you," you reply. "Any surprises?"

Anyth glances at her PADD. "Not so much. General Nasrallah of the MACO, Superintendent Qinow of the Yan-Ros, Marshall Gian sh'Henyfk of the Andorian Guard, Vice-Marshall Opellis of the Amarkian Gendarmes, General Nyrro of the Frontier Police, and a number of specialists. Looks like everyone."

"Good, good," you reply. "Well, let's go say hello."

Given the direction non members are going, with the latest change to the Horizon targets, accelerating towards membership in most cases seems to be the new goal. Diplomatic push on the Tauni until they are members, and similar for anyone else near the Horizon border? Dreamers too, of course.

  • Acquire additional resources for Starfleet Intelligence Gathering, 75pp (Gain +1pt of Discretionary Spending per year)
  • Acquire additional resources for Starfleet Intelligence Command, 75pp (Gain +3pt under control of Vice Admiral)

I see hints as to how the intel shakeup is going to go.

Let's see. What's crucial...

  • Request Start of Diplomatic Envoy Cruiser project, receiving one-off boost of Research Points and go-ahead for some projects, 35 pp
  • Request Start of Diplomatic Envoy Frigate project, receiving one-off boost of Research Points and go-ahead for some projects, 32 pp
  • Request Start of Renaissance-A Vanguard refit, 5 turns, 25 pp
  • Request Start of Renaissance Envoy Variant development, 5 turns, 25 pp
  • Request Start of Kepler Envoy Variant development, 4 turns, 20 pp
  • Request Start of Centaur Envoy Variant development, 4 turns, 22 pp

We'll want to start the Rennie-A Vanguard for 100% sure, the designs are ready immediately. In addition, I would recommend one of the variant Envoys this Snakepit. Because we urgently need a diplomatic ship, it is better to order an Envoy variant (which uses refit rules) now, and to create a new ship later, say, with Isolinear Computers or T3 Diplomacy in 2328/2329 Snakepit.

  • Request Mining Colony Sarcissa Belt, 7pp, 15 (30) br/year, 4 turns

  • Request Mining Colony 77 Azzadi IV-3, 7pp, 20 (40) sr/year, 4 turns
  • Request Mining Colony LM-34-V-XL, 7pp, 20 (35) br/yr]
  • Request Mining Colony 17 Onidesin IV, 7pp, 20 (40) sr/year, 4 turns
  • Request Research Colony HKP-426, 6pp, 7 (11) rp/year, 4 turns
  • Request Research Colony Morgana-1321, 6pp, 5 (9) rp/year, 4 turns
  • Request Research Colony Barradus IV, 6pp, 6 (10) rp/year, 4 turns
  • Request Research Colony Galoria Delta-LXIg, 6pp, 5 (9) rp/year, 4 turns
  • Arrange to Pass Control of a potential colony site to a nearby member or affiliate, gain +10pp

Colonies are actually fairly important this Snakepit and I would not recommend passing any to a member or affiliate - that option is usually a net loss and we got rid of 90% of the low hanging fruit already.
  • Request new Starbase I [Write in Sector] 20pp, +12pp for each Starbase past the first in-sector - GBZ Invalid (5pp cheaper for HBZ or LBZ this year)
  • Request Academy Development, 50pp (Gain +.5 Officers/Enlisted/Techs throughput)

I would strongly recommend building Starbases on any Border Zone missing them to complete our ambition, and I would recommend NOT taking the new border zone. Ignore that HBZ/LBZ discount it is basically chasing the crisis, by the time they're finished there that'll be irrelevant.

Academy Development is always good.

Annnd 5 pushes of course.

Well, if we had of rushed off to help the Chrystovians, it looks like between the fleet strength and the internal supporters, the Pact probably would have overrun them before our fleet could have gotten there anyway. Especially if we had of waited for a Harmony Task Force to join in.

EDIT: in relation to SWBs post above, which BZs do not have a Star Base currently, and how many colonies can we start without stretching Engineering resources too far?

Instead of new tech teams, the Honiani and Ked Paddah will be reinforcing the efforts of existing tech teams. Pick two teams to be augmented by the Star-Kin, and one team to be augmented by the Ked Paddah, increasing their skill one level:

AAAAAAAAAAAAAAAAAAAAAAAAAAAA-
[NB: Doing it this way owing to possible shake-ups to the Research Turn again]

Oh, hey! I'm looking forward to this, actually. Plus, we did just recently get the research done for the new wave of ship designs/refits as planned, so this hopefully won't be too disruptive however it goes. Anyways, I'll be panicking while I try to do some analysis on how this new vote will affect research. AAAAAAAAAAAAAAAAAAAAAAA-

Of the ship designs options i have made designs for two of them,
  • Request Start of Diplomatic Envoy Frigate project, receiving one-off boost of Research Points and go-ahead for some projects, 32 pp
Will take a long time before the first are completed(2+ years of research followed by 4,5 years for a prototype) but the ships build will benefit from being larger then our existing designs(1000t vs the 900t of the kepler) and use more modern construction tech(higher abilities for the same price).
Examples of these are:
C2 S5 H2 L5 P11 D7 115br 105sr O2 E3 T3 3 years
C2 S4 H3 L5 P10 D7 115br 95sr O2 E3 T3 3 years
The greater size and more modern constructoin methods used in this new frigate allows a scouting variant with:
C2 S10 H2 L5 P3 D9 115br 95sr O2 E3 T4 3 year
@anon_user are we allowed to order a scouting variant as well as a new P frigate, as they share the same principal hull?

The second option i have made designs for is:
  • Request Start of Kepler Envoy Variant development, 4 turns, 20 pp
The kepler envoy variant is intended for new construction and my preferred design focuses on low crew
C2 S3 H2 L4 P9 D6 100br 80sr O1 E2 T2 2,25 years

A version with less diplomatic facilities but a stronger hull exists:
C2 S3 H3 L4 P8 D5 95br 75sr O1 E2 T2 2,25 years

As both will take multiple years before the first ship is completed i recommend the
  • Request Start of Renaissance Envoy Variant development, 5 turns, 25 pp
To fill our needs for a P ship in the short term.
and as out new generalist 1Mt cruiser design
  • Request Start of Renaissance-A Vanguard refit, 5 turns, 25 pp
We can decide at the next shipyard ops votes how many of each we refit

EDIT: Based on my own logic of reviewing the minimum year we need to order UP2, I must accept that we need to order it this year.

Therefore I am disowning the plan below and voting for:

[][COUNCIL] Plan UP2 Compromise Version

[][COUNCIL] Briefvoice 2324 Snakepit Plan

chen bonus: -1 Qtr (total) for parallel builds at shipyards without an HIP, 25% pp discount for anything built in STO space.

  • Request Mining Colony 77 Azzadi IV-3, 7pp, 20 (40) sr/year, 4 turns
  • Request Mining Colony 17 Onidesin IV, 7pp, 20 (40) sr/year, 4 turns

  • Request new Auxiliary Shipyard at <Arqueniou>, 60pp* .75 = 45pp, (12 turns, 1x2mt, 4x1mt Berth)
  • Request new Starbase I [Seyek-Cardassian Border Zone - Hacitorus] 20pp * .75 = 15pp
  • Request new Starbase I [Ferasa Sector - Risa] 32pp
  • Request focused Diplomacy on a potential member species, 20pp (Outer Space Alliance) [Can be taken up to five times]

Starfleet Intelligence is also aware of a semi-secret mission involving the Yan-Ros and Honiani to land covert forces on Chrystovia. We lost track of them soon after they entered the Th'Eathor nebula. If the Federation Embassy is reestablished, we will attempt to make contact.
Urgh I don't like this, those bloody cardassians could learn all sort things from capturing them and studying their tactics in real condition.
Considering how they won, its only a matter of time due to those bloody turncoats seeded throughout the land.

  • Sponsor efforts for a Major Shipyard Preparations to pave the way for a Utopia Planitia style shipyard, 4 turns, 110pp
  • 382pp total

Colonies picked for RP first (as we are finally on the low end and it looks like the RP sinks will continue until morale improves), then income. No thought to location, HKP is crucial though.

Starbase is a crucial defensive location, the STO did not build there, and we need it to complete our ambition.

Bolian push up for debate, I could see the Ittick-Ka, Gorn, Bajorans, or any number of people in that 5th slot.

FYI

Remaining Colony Options

Adrazzi Gulf (and adjacent) Sites
77 Azzadi IV-3 20 (40) SR/year
Located spin-corewards corner of -1f. (Well towards Federation side of Adrazzi Gulf.)
Description: Deposit of Icurium ores on the third moon of 77 Azzadi IV. Like at the Castor IV-2 vein, strong magma convection currents pull the ores towards the surface, then back down.

17 Onidesin IV, 20 (40) sr/year
Located -2g, tailwards.
Description: An exploitable vein of Woninium on 17 Onidesin IV, about half a kilometer under the planetary ocean's surface. A mining colony here would be only a modest technical challenge.

Galoria Delta-LXIg, 5 (9) rp per year.
Located in -4f, near Hajatar. (Near the Adrazzi Gulf, at Spinwards end of Straits of Themis.)
Description: This is a fascinating system [nearly three hundred separate planetoid or larger stellar bodies, of which at least one is a full M-class world, three are capable of supporting life and another five rate a solid .8 on the terraformability scale]. Just the stellar mechanics of its formation alone could keep an entire university department busy for the next sixty years, nevermind everything else [the atmosphere of Galoria Delta-LXIg contains a form of silicon based pseudo-prion capable of bypassing standard Starfleet filters].

(potentially) Politically Important Sites
Barradus IV 6 (10) rp/year)
Located in -2B. (On border between Vulcan sector and RBZ.)
Descripton: Inhabited by Bropal, a splinter Vulcan culture that have perfected mind-meld and katra-manipulating techniques that allow them to preserve the identities of the long dead in the form of...exchangeable personality fragments. They have an ancient computer backup facility that retains knowledge of the entire state of the Vulcans' known galaxy at the time of the exodus.
Analysis: The Vulcans really want this information, but can only get it when Starfleet builds the colony. Building it might even earn a little political goodwill or pp rebate.

LOL, So Far Away Sites
HKP-426, 7 (11) rp/year
Located coreward side of -8f. (Far beyond Federation borders rimwards, past Imelak territory and likely bordering the Ittick-ka.)
Description: Space around star is slides into parallel universe with exotic physics, not to mention exotic xenobiology in the form of the teleporting organisms.
Analysis: Neat, but not neat enough to support a research colony that far out and vulnerable to the Ittick-ka.

PLY-5000, 5(20) br/year
Located at H,7. (Coreward of Breen and far from Federation borders.)
Description: A giant asteroid made of gold.
Analysis: From update, "I realise that this site is so far from Federation borders that it's almost certainly going to be a liability to try to mine the remains of PLY-5000-Ia. Still, it's good to have this in the ol' memory banks for future reference or in case someone really wants gold for some reason!"

Everything Else
RVL-7836-VII 10 (30) sr/year
Located located at B5, 4ly tailwards of Canun.
Description: Analysing their geological report shows that RVL-7836-VII has ideal conditions for setting up a mining outpost that can siphon the molten magnesite to the surface through a series of force fields and then cooled for ease of transport.

Sarcissa Belt, 15 (30) BR/year
Located in bottom-left corner of -4f
Description: Tritanium deposits in planetary debris field (in Rethelia sector, near border with Cardassian-controlled Bajoran space).

Morgana-1321 rp Colony +5 (9) RP per month
Located at Coreward region of f,3 (In Gabriel expanse, coreward of currently claimed Federation territory.)
Description: Atemporal waves sweeping around the Star Morgana-1321, a small window to the end of the universe.
Analysis: Includes quantum filaments. Narratively cool, but as area is claimed for Federation by treaty the only real threat is the ISC claiming it first, and they'd take years to expand that far.

23 Levar VIII, 15 (35) SR/year
Located at e3 (just coreward of current Gabriel borders)
Description: Brospeh leeched valuable resources out of 23 Levar VIII, leaving it in an easily accessible ring around the planet.
Analysis: Pretty safe and just coreward of current Federation borders in Gabriel. Good choice for safe source of SR.

Falling Down (a-622), 20 (35) br/yr
Located in -6d. (Rimward edge of Rethelia sector.)
Description: A gas giant similar to Sol-V has a captive moon with an orbit that has decayed enough to bring it into the intense radiation belt of the gas giant. This charged the large tritanium deposits in the moon's crust. A mining colony in this location should either invest in heavier emitters or move the orbit of the moon permanently. It's relatively small mass would make this operation time consuming, but with mass-lightening bubbles and patience, it is plausible.
Analysis: Not the safest colony option ever, but it would be a nice forward position against Lecarre space.

CA-113, 15 (25) sr/yr
Located in upper right corner of 1c, near the Pure Intent research colony coreward of the Yrillians.
Description: The moon has been recombined, and is now more an irregular, glowing lump. Which means it's also irradiated in addition to being irregular. We've pulled back a bit, but I think if you set up a nice station and got some shielded workbees, this could be a pretty nice resource site.
Analysis: Well, it's near another colony and will made for a nice claim on that area of space if the Yrillians ever join the Federation.

LM-34-V-XL, b0, 20 (35) br/year
Located in b0. (Tellar sector, one of the safest places in the Federation these days.)
Description: Gas giant moon with a core of polysilicate verterium left from an impact with another asteroid.
Analysis: Nothing special other than it's a nice safe source of BR.

Aeneid III, (rimward of Betazed in Sol sector), 15 (35) sr/year
Located in b0. (Tellar sector, one of the safest places in the Federation these days.)
Description: M-Class planet that is stormy, turbulent, and has some pretty powerful background radiation, but is a beautiful earth-like planet, with the works: continents, oceans, a variety of biomes. The sun is throwing out a huge amount of heavy elements, made by a weird synthesis process. When these hit the Aeneid III magnetic field, they're getting trapped, and they like to collide with other captured debris. This makes the planet a natural source of Norvidium, something only ever found artificially and produced painstakingly in labs. Setting up some orbital habitats to start collecting this stuff would really make some warp plasma coolant manufacturers happy.
Analysis: Nicer source of SR in a safe part of space; might also have Major Colony potential.

Kr'ritti V, center of -5b, 15 (35) sr/year
Location: Located at center of -5b. (edge of Ferasa sector, bordering gap to Dawiar space
Description: The Kr'ritti system is one of the most astounding sights in the galaxy. The subspace storms actually have a locus here - a variety of exotic matter in the star's composition interacts with a stable subspace tear where the third planet used to be. There is some speculation that it was once inhabited, and lost during the age of the Tkon.
Great coruscating arcs of light shoot between planets in the system, some of which may have been terraformable in the distant past, but these days the radiation is just too strong. Only the fifth planet, a gas giant so large it was nearly a brown dwarf, is the electro-magnetic sheath strong enough to protect an installation. The interaction of these subspace energy bolts is generating a cornucopia of isotopes used in deflectors, EPS load balancers, and other purposes.

Also what ever happened to the Colony site that was spitting out wrecked alternate universe ships?

@SynchronizedWritersBlock @Briefvoice Didn't we already start the Second Utopia Planitia shipyard project in the 2323 snakepit?

Not according to the winning vote post after 2323 snake pit:

[X][OLDYARD] Apiata (Gain 20 pp; Apiata acquire 2x2000kt berths in six turns)

I have crafted my Snakepit plan vote so there's two alternatives depending on how the OLDYARD vote goes.

[X][COUNCIL] Briefvoice Snakepit 2323
  • Activate Laudon Orbital Construction for the Ship Design Bureau (Ship Design - Frigate, Ship Construction, Skill 2), 40pp
  • Reorganise a Starfleet Command from a Vice Admiral position to an Admiral position. Pick one: 50pp for Shipyard Ops, (This may create subordinate Vice Admiral positions)
  • Request focused Diplomacy on a potential member species, 20pp (Muuyozoi (Outer Space Alliance))
  • Request focused Diplomacy on a potential member species, 20pp (Licori (Arcadian Empire))
  • Request focused Diplomacy on a potential member species, 20pp (Dreamers)
  • Request focused Diplomacy on a potential member species, 20pp (Shanpurr)
  • Request Explorer Corps Annex Development, 25pp (Gain +0.15 EC O/E/T throughput)
  • Request Mining Colony 71 Apizza V, 7pp, 15 (35) sr/year, 4 turns
  • Request Mining Colony 41 Arrazziz, 7pp, 20 (35) br/year, 4 turns
  • Request Mining Colony 105 Arrazziz I, 7pp, 25 (45) sr/year, 4 turns
  • Request Mining Colony Calculated Risk (Joint with ISC), 7pp, 15 (30) br/year, 10 (30) sr/year, 4 turns
  • Request Improved Listening Post at 101 Arrazziz, 5pp, 4 turns
  • Request Research Colony Mortuary Expanse, 6pp, 10 (14) rp/year, 4 turns
  • Arrange to Pass Control of a potential colony site to a nearby member or affiliate, gain +10pp (Turn over Fr'rba IV, 15 (30) br/year, to Caitains (it's in Ferasa sector))
  • Arrange to Pass Control of a potential colony site to a nearby member or affiliate, gain +10pp (Turn over 19 Itztli (25 (40) BR/year, to Apinae (it borders them in Adrazzi Gulf))
  • Arrange to Pass Control of a potential colony site to a nearby member or affiliate, gain +10pp (Turn over Sigma Cthon III, 20 (35) br/yr, to Ked Paddah (it borders them))
  • Declare a Seyek Border Zone (Seyek-Cardassian Border), 20pp
  • Request allocation for new Engineering Team, 40pp, will allow 2 x Engineering Ships to be built in Starfleet line yards.
  • IF WE GIVE THE SHIPYARD TO APINAE: [Total cost of 314 pp]
    • Argus Subspace Telescope Project, 4 years (permanent +1 annual Sci-T re-roll for events in Theatre constructed), 50pp, 200rp [Tailwards Theatre]
Total = 314

Well, if we had of rushed off to help the Chrystovians, it looks like between the fleet strength and the internal supporters, the Pact probably would have overrun them before our fleet could have gotten there anyway. Especially if we had of waited for a Harmony Task Force to join in.
It's like, we were never going to be able to get a fleet over there faster than the Cardassians could attack. Not unless the Cardassians inexplicably locked the keys in the ignition of all their spaceships and got out to use the bathroom, or something stupid like that.

What we could have credibly threatened to do would be to avenge the Chrystovians- to launch an offensive elsewhere in their space.

If we can't make that threat stick next time, we're going to be in the same situation with the Allupii or whoever gets hit next.

The hope or intent was that this threat would stall their offensive, or force them to commit less of a TF to Chrystovia, but as it turns out it was was over so fast we'd probably not have mustered our fleet, before the Cardies were done. Not saying they don't need something of an occupation fleet, but it's not gotta be huge.

I suggest both the Vanguard-Rennie and the Envoy-Rennie unless the really good Vanguard-Rennie require 2328 tech.

P10 cruiser in 4Q, sounds like a good deal.
