So they would have no incentive to build new shipyards if we Federalized all the shipyards?I don't think it's that important, but my argument against Federalize everything is that it permanently moves these polities to total dependence on Starfleet berths. Meaning as their needs increase we'll be the ones who have to build to accommodate.
By leaving them a small core of berths to use, they'll be more independent. They might still have to borrow the occasional Starfleet berth... but if the keep having to do that they they'll likely build more berths for themselves so they don't keep having to borrow.
In the long term they remain independent for non-combat ship production, which is desirable.

Etiquette question: I added two new lines to the bottom of the personnel list in the To Boldly Go database spreadsheet, where the species was known. Is that OK?
I know it's supposed to be sorted by species, but to put in a Klingon and a human in the appropriate lines, I'd have to do weird copy-paste gimmicks that might accidentally damage things.
