Well I was looking at builds that would finish by about 2327 (by which I mean finish before or at Q1 that year), which coincides with the builds that have been confirmed as voted by us (2+6) or mentioned in the MWCD (4 such builds) so far. But yes, that 2323 STO build along with any planned 2323 Starfleet builds (currently 3 penciled in) would count as "near future builds".
 
Risan Galaxies would be the best, most luxurious space liners in the galaxy.

Perfect for diplomatic functions too.

So are we not going to crew the Ambys we are getting through the federalization process with EC? Seems to me like we want to get the changeover of Excelsiors to Ambassadors in the EC done as quickly as possible.

I think we'll have to see just how much better the Ambies are at this in the field. As it stands, I think that we could universally agree that exchanging a green Excelsior for a fresh Ambie is prudent. For blooded and veteran Excelsiors, though, it would be a net point loss. Sure, we'll have to bite the bullet someday, but if there's no yawning chasm between Excelsior and Ambassador performance at this point in time, we'd be better off kicking the can along until the curve is something we can't ignore.

No, but the point isn't to exchange them point for point. The idea is to get the ambies skilling up because at blooded and veteran they exceed the excelsior in every way and we need that to deal with increased event difficulty.

That's fair. Relatedly, do we have an idea of how much XP ships get from task force duty vs regular garrison service?

This isn't actually true. Only an elite Excelsior-A has equal points with a green Ambassador, with +2 Combat and -2 Defense. Veteran and blooded Excelsiors are slightly better or equal at combat, but worse at everything else. So we should be looking to swap over as quickly as possible, especially since once the veterancy kicks in the Ambassador is just better in every way.

You've missed what I was suggesting: only a field test will show us how critical that difference is for EC work, so we should take that into account before we make that kind of determination.

Of course, @pbluekan rightly pointed out that the highest priority should be earning XP on our new hulls ASAP, so it's irrelevant anyway.
 
Regarding experience, this is my understanding:

An EC ship WILL get an event every quarter. (Hence most EC ships hit Blooded sometime in the their second or third year after construction.)
A TF WILL get at least one event a quarter - but which ships in the TF are involved is up to the rolls.
A Garrsion ship might or might not be offered an event a quarter - completely random if there is one and who responds.
