It also sounds like we're being told that we should assign different ships to the Tellar sector each time, even if the overall stats are the same as the last deployment.
That would ignore travel times. Ie, if we have to shuffle ships between sectors, some of them are underway and not patroulling their sector.

Board of Inquiry into Performance of Tellar Sector Fleet

Captain Sealk's review into the actions and performance of the Tellar Sector Fleet encompassed actions of local leadership, Starfleet leadership, levels of resourcing, cooperation with local authorities, and anything arising thereof. Asa result of his review, a number of recommendations have been made, including administrative action proffered against a number of individuals. It has been found that garrison levels are undesirably low, but given the demands of the Gabriel Border Zone, a written submission by Vice Admiral Eaton defended these levels. The first recommendation made was for an increase to required garrison values in Tellar Sector. Although not a formal notice, the second recommendation has seen Rear Admiral Hurgok Sagek take a sabbatical for the time being, which has helped mollify Tellar politics. It is a third recommendation that long-term appointments to the Tellar Sector be constrained, as cultural concerns can see a long term negative progression of relationships between local TSF authorities and Starfleet personnel if not refreshed periodically, and the Rear Admiral has been in his position for in excess of ten years. As a result of this oversight, reprimands have been placed against three members of Starfleet Personnel Command.

Commodore Hayashi Kaito's investigation into the conduct of the crew of the USS Sarek at Ikeigenoi has resulted in no charges proffered to Courts Martial. Administrative action has been recorded against a number of officers and crew of the USS Sarek, with reasons stated as being unsatisfactory performance and unsatisfactory conduct. Captain Samyr Kanil was rebuked personally by Commodore Hayashi, and advised that it was only her sterling record to this point that had caused her to avoid being referred to Courts Martial under charges of Conduct Prejudicial to the Interests of the Federation. In spite of this reprimand, the promotions board has still seen fit to clear the long-serving and successful Captain for promotion to Commodore after the successful completion of her Five Year Mission.

I am partial to continuing Rennie production as well. I am also somewhat opposed to our habit of jettisoning everything to build the new hotness en masse.

...what can we do if we take the last plan, drop an Ambassador, and add a Rennie? (Or more than one?)
 
I think I'm interested in Even More Ambassadors, so Plan C for me :D

I should say that it's largely a matter of up or down a year. If we don't start those Ambassadors in 2322 we'll start them in 2323, and if we don't start the Keplers in 2322 we'll start them in 2323. Though long term the Keplers do have an issue where it would be nice to squeeze out two waves of them before the Comet wave starts.

Thus I'm pretty strongly in Favor of Plan A... but I like to give you guys a choice.

We need good event responders in bulk, and that's the Kepler. But whether we choose plan A or B... Do we need the extra Rennie? I've never liked the class, but it is the only decent ship we can build that fits it's role in the fighting force, so I'd be willing to consider plan A.

I love Ambassadors and the idea of having eight under construction simultaneously deeply appeals to me.

However we need more event responders and we need them yesterday. Each Ambassador takes twice as long as a Kepler to complete and your suggesting trading five Keplers for two Ambassadors. So as much as I love the idea of more Ambassadors going for more Keplers is the superior choice.

As for the question of Renaissance vs. Kepler... well normally I'd choose the Kepler but I agree with you about keeping one berth steady churning out Rennies.

So for now I'm in favor of Plan A.
 
Plan A and C look good to me and I am going to have to think about it for a while. Plan B on the other hand just looks too overly focused on the Kepler and is a turn off for me. So either Plan A or Plan C for my choice.

I'm in support of A.

I want 1 Kepler per sector MINIMUM, two in BZs or sectors with extra major worlds.
 
How many of each class of ship do we have now? And How many Sectors and BZs do we have?
 
Well, the Ambassadors are extremely practical for the needs we specifically intend them for: Explorer Corps ships and maybe a few sector or task force flagships (e.g. something more effective at countering the Harmony). They're just not practical for filling out our overall garrison forces.
 
2 Ambassadors (assuming we don't lose one in the current event) and finishing up the first Kepler.

Most of the Ambassadors will run off to the EC, while the Keplers will be primary garrison supporters wherever we put them.

As for how many we need, we would have little trouble finding jobs for 20 Keplers. Probably starting to double up by 30. Do not need 40 in the current environment.

Keplers will also be in high demand for the task forces, not just sector garrisons.

We've already started 5 Amby builds this quarter. I think 6 for the first wave is fine. Also, option C is has 2 of those extra Ambassadors without the UP build time reductions, which seems a waste.
 
We could be producing Keplers in serial batches of nine ships a year for the next ten years and find a profitable use for every single one of them in a sector fleet or a task force. I don't see us actually biasing towards Comets the same way we are Keplers right now for exactly that reason.
