That's probably because it's a combat focused ship, whereas the Excelsior is a multiple. Frankly the fact that it's only slightly better at combat makes me think that their combat tech isn't all that much better than ours.
Probably right. OTOH said combat tech is probably different, which means its new data for RnD. Just being able to make something that can keep up with an Excelsior in the same weight bracket is pretty impressive for a minor power.

Wait, he'd been in starfleet for 65ish years without making Captain? HOW?
 
Probably the same way Picard never made Admiral despite decades of meritorious service, inventing several revolutionary tactics, and saving the federation a dozen or so times.

The writers didn't think things through.
Captain to Admiral doesn't work quite the same way, because its moving to a desk job.
 
It still doesn't normally take decades, no matter how long lived people get in the Federation. With all of Picard's achievements, Starlet Command should have been clamoring to move him to an important position.
Not the same skillsets in use. A captain who can regularly succeed in the kind of clusterfucks Picard deals with is NOT someone you put behind a desk. You put him on your best ship and send him at crisis zones.

Edit: There's also an institutional culture dating back to Kirk at LEAST that it's totally normal for skilled starship captains to stay starship captains because its what they are good at, and what they want to do.

Edit Edit: Here we might promote someone like Picard to Commodore or Fleet Captain or some other rank that establishes that he's in charge in ad-hoc multi-ship ops.

I wish there was a way to improve the effectiveness of Diplomatic Pushes on non-affiliates. 10pp for a single roll is really meh when two of the races we've met need 75 each.

Notably, while we never see Picard's career advance onscreen, in STO's backstory, it's established he never became an admiral; rather, he became the Federation ambassador to Vulcan after his retirement from active service. Picard was always a diplomat over anything else, so I suppose it makes sense.

Do you plan to continue introducing new races in this tempo? Because I admit that while I am really liking what I have seen so far the various different races are starting blur together. Would it be possible to explore the exiting ones a bit more ?
 
Also fun fact, Picard will be born in July of this year. I like to think his Starfleet role model will be Captain Eaton, purveyor of loose-leaf diplomacy.

Keep in mind that by 2370, the Federation is supposed to have over 150 member worlds. While that may include colonies, the early 24th century is considered to be the golden age of Federation diplomacy and peaceful expansion.

Us meeting a few new races every year is about as expected. In twenty years or so we'll probably reach the point where we're getting new member species automatically every turn, especially if we continue to invest in Xenopsychology.

It also makes sense his insistence that Starfleet is not a military organization. Because you see people get nervous when military starts to meddle in politics so clearly the solution to that problem -for admirals- is pretend they are not military and set Federation policy in the sly. I mean captains already make decitions on the frontier but when you start to assign important ambasodors (and who knows what else) in the core from retired military explorers you can clearly see that Starfleet is the Federation. When you think about it, it is good reason why admirals would push that and while people like Picard might actually believe it, it doesn't change the fact that Starfleet is in charge.

I wonder if that admiral that wanted Peace at any Price was doing it because of civilian pressure or his own volition? It might very well because he had been planning to jump in to politics right before that and and war might have ruined his platform for election.
