Well that and changing them is liable to cause your entire set-up to explode underneath you.

Edit: To elaborate, when your combat bonuses are no longer discounted by the Council and before the new doctrine eventually kicks in (these things don't change on a dime) then you're liable to get a lot of heat from the Council, plus you lose your combat bonuses and other goodies in the interim.
It would have been really nice to know that before calling the vote. Because I and a whole bunch of people read the lack of mutual exclusiveness while the tactical doctrines were mutually exclusive as meaning they could be stacked. And we had a decent discussion about which one to do first with no one thinking we couldn't stack Lone Ranger and Combined Fleet.

Mind you, I would still pick Lone Ranger. An Explorer heavy fleet will usually be outnumbered even in combined actions and still benefit.

Oh, I agree. Explorer plays to Starfleet's real ace cards: Goodie boxes from 5-year missions at peace and elite Explorer Corps capital ships when at war.

We're going to be making diplomatic pushes on the Romulans soon and it looks like the Klingons may push for war with the Romulans. We need more diplomatic clout for this eventuality.

Not only is the diplomacy bonus at least as good as the other options, we also bring an old guard admiral to our side for free and will be able to pick a new Intelligence head with their own bonus as well.
Even if the direct bonus was the weakest this would still be the best option, and IMO it's actually the strongest.

I like science, Prakash is kind of shit, and ch'Tharvasse has been consistently useless during his time in Intel.

This is a double bonus. We get the Diplomacy bonus and it opens up the chance to appoint a new Intelligence Chief without spending political will on it.

Rani gets us halfway to a diplomatic push each year; Shey gets us something like 10% of a diplomatic push on every push, and on the annual diplomacy rolls. Sevok just gets us a small push on Medical and a few other techs.

I think he's the most relative benefit, even if that benefit's kind of spread out. And sure, intelligence hasn't done well, but we'll get a replacement sooner this way.
