The order comes down from on high with a simple directive: give Starfleet a replacement for the Stingray, preferably as cheap but definitely more effective.
Being more vulnerable to enemy fire is a much more significant downgrade than losing the aft cannon, at least for a mainline combat ship. Plus, even without it we end up slightly more expensive than a Stingray, the closer we can keep the price the better.

Its a torpedo boat it will probably not need an aft cannon

Also, I want to keep the limited internal space we have aft cannon.

These ships are meant to operate as escorts for battle. Their sprint speed should be something like 4.9, which is much more than the Romulans can do.

They're meant to be fighting ships, using their agility to bring their burst damage to bear on shielded Romulan ships and force said Romulans to decide to focus on the escorts or the battleships (and get pummeled either way).

I have no mechanical reason for voting like this, just a visceral gut reaction to the idea of internal nacelles that Star Fleet ships Do Not Look Like That.

No, I am not a fan of the Defiant's design. It works in the context of a Klingon design as built by the UFP, but outside of that context it has no place in Star Fleet.

I never intended to vote for aft phase cannons on this thing anyway.
