We don't I think have enough Science or Engineering ships ATM to do those jobs. The Newtons took heavy casualties, and the Archers are limited as combatants. They and the Kea are both also last-gen ships that are going to age out of the fleet over the next decades, and certainly can't take on assignments far from secure space- which there is now less of on account of how Starfleet has fewer combat ships.In other notes, it sounds like we already have enough ships with Science and Engineering scores to do those jobs in general, and any labs or workshops we might include should be ones with specific focuses. Things like Dilithium prospecting are still valuable, but raw Science score isn't considered a priority.
We could also consider that this ship actually has a lot of potential as a diplomatic cruiser. Big, seriously tough, impressive looking, and strategically fast all contribute to making it good at making strong impressions, showing the flag, and hosting VIPs.

Note how there's nothing about engineering anywhere in the design brief for the ship?
You must include basic science for the ship, even if you dont go any further, and tactical capacity is of paramount importance, but engineering is not mentioned at all

Esp since the Miranda is supposed to be prioritizing engineering over science

Even if it doesn't have any direct tactical benefit, I think the sheer utility the flight deck will provide is well worth it. Especially in emergency crisis situations, where you need to move a lot of people or things really fast, which is a niche will come in handy in the future.
Think of it like this, we can always build more Warp 8 ships as rapid responsers, but something that can evacuate an populated world in case of the planet-destroying threat will be worth its mass in dilithium when we start getting to the Movie-level threats.
Given it wouldn't be compromising the other aspects of the design, that should probably be fine.Though if we get the option for an expanded hangar as a regular module, I'll probably go for that
