From every indication Vicki wants to move up in the world. I think either of the first two options she will accept. However, do we want to buy Gotham Gazette? Having property in Gotham seems like a bad idea imo. I would rather offer Vicki being in charge of the news company we are creating. I'm not sure of her stats, but a hero unit is a hero unit. Also a hero unit is even better when they are relatively normal person like Vicki.

For me this is between meeting the Carp and getting to know the police. From quick google searching the Carp is a an ex-spy that turned into a gang leader in Gotham. We have so far staunchly refused to get involved heavily with more common criminals. However; those that we have talked to, Selina and Oswald, have given some interesting opportunities without that much investment. Carp could be a continuation of that and I'm leaning towards that because of it.

Oh god the choices. First, I'm fine abandoning Quin to the Joker. Don't really want to talk to the absolutely hopeless crazies, so no Joker, Zsasz, Day, Dent, and Thomas Carma. These people I think are crazy enough that they aren't worth the effort, only talk if we want to possibly do a favor for them or introduce ourselves to them for later collaboration.
For possible recruits: -Dr. Anne Carver ( @Negation she isn't Jane Doe yet, because "Miss Doe" is called out in the update) seems like someone who is on the up and up. My only worry would be by the time she accepts our offer Jane Doe has taken her identity. That would be BAD.
-Gretchen Whistler and Simpson Flanders seem just like good peoples. Nice choices for poaching.
-Charles Nigaff strangles that line between bad/good. He is a good psychologist, but (and this is a big BUT) he also gave people Venom to manipulate them and help him force them to fight against crime. Not my first choice certainly.
-Alyce Sinner is a BIG nope from me. I don't want to recruit someone with divided loyalties like that. Her main love interest became the second Black Mask. While he might not be Black Mask yet, still not sure I want to deal with it if that happens.
-Bethanie Ravencroft works for the League or Silver Monkey. Not sure we want to engage, but maybe Talia recognizes her? If she does than we'll know which faction she works for, but not sure how that is relevant to us.
Now for interesting people. I don't think these people are so insane that we can't work with them in a more consistent way:
-Basil Karlo is hard to peg down. His ability is extremely useful; however, I don't know any of his motivation. Sometimes its to act great "roles" out, some times he seems like a regular criminal and other times Clayface's motivations aren't explored at all. I wouldn't mind talking to him and lowkey saying "if you get out again seek me out and you'll get a wonderful job" How do people feel about that?
-Camilla Ortin and Margaret Pye seem just like regular thieves. Nothing that special, but hey maybe they are easy to recruit because of that? You know, if they ever get out...but on the other hand theycould be great examples of us reforming criminals since they don't seem to crazy.
As for locations I don't really know. Willing to hear out other people while I think more on it.
