The Metropolitan Clan, Ch. 27

Rest and Refit

The winter of 1863-64 was a time of recuperation and reorganization for the Union on all major fronts of the war. By this time, many of the South's greatest coastal strongholds and fortifications had been reduced by Union ironclads and amphibious landings, though few were in any shape to serve as springboards for attacks further inland. The Mississippi was firmly in Union hands. The federal government's grip on the rebels was secure; it was simply a matter of exerting pressure.

In the Midwest, Grant had left William Tecumseh Sherman in command of the consolidated Union Army of the Tennessee. Sherman held a firm position in control of Chattanooga and its surroundings, which would provide an excellent base of operations for him to march into Georgia next spring. In the eastern theater, while General Meade had been unable to outmaneuver Lee and lacked the manpower to reliably crush his army by brute force, he had at least secured a solid and advantageous position for the start of the 1864 campaign season.

The victories at Vicksburg, Chattanooga, and Gettysburg had decisively altered the shape of the war; there would be no further Confederate offensives of any note. Meanwhile, the Union was adapting the lessons of the 1863 campaign and re-equipping its forces. The signature weapons of the late-war Union army, which distinguished them from the Confederates and were made possible only by the much larger Union brass-working industry, were the Luthor gun- the first fully automatic machine gun- and the Spencer repeating rifle.

Compatible Designs

After seeing Leland Luthor's success at marketing his machine gun to the U.S. Army, Christopher Spencer, inventor of a repeating rifle with a tubular seven-shot magazine, approached Leland with a business offer. Since the Army of the Potomac already maintained a supply train for brass cartridge ammunition for the Luthor gun, Spencer saw an opportunity to market his own quick-firing rifle alongside Luthor's quick-firing machine gun. Spencer proposed to rechamber his rifle to use Luthor's ammunition, making it an easier sell to the Union Army.

Luthor was uninterested in designing his own repeating rifle, after an attempt to make a fully automatic man-portable rifle had failed utterly in 1862. Furthermore, he was increasingly preoccupied with other projects. He saw this as an opportunity to greatly expand his sale and manufacture of ammunition, and agreed. In exchange, Luthor assisted Spencer in getting an audience with President Lincoln and in navigating the bureaucracy of the War Department. In September 1863, General Wolfe, then the chief of ordinance for the Army, was pressured to retire to the sinecure post of inspector of coastal fortifications for New England, a job which placed him well away from procurement decisions.

This marked the second successive senior opponent of quick-firing weapons to be sacked in a twelve month period. With this, and with the conspicuous Union victory at Pickett's Charge largely attributed to the Luthor gun (perhaps incorrectly, based on modern analysis), the balance of planning shifted decisively. The Army's logistical organization took increasingly energetic steps to procure rifle cartridges, and Luthor's manufacturing plant, conveniently located to supply the Army of the Potomac with ammunition, expanded rapidly.

Over the winter, the Union Army experimented with alternative methods of deploying the Luthor gun in battle, while Lee brooded darkly in his headquarters about how to neutralize the advantages it gave his enemies.

A Shortage of Brass

On the Confederate side, the situation seemed desperate. The Union was heavily mobilized for war and had a diverse economy capable of producing all varieties of agricultural and manufactured goods, with a deep reserve of manpower. The Confederacy had minimal industry and few sites capable of producing complex machinery. This was particularly crippling in the context of their inability to adopt repeating rifles or copy the Luthor gun. Even though a number of Luthor guns were captured at the Battle of Chickamauga, the Confederates lacked the means to reproduce the brass cartridges needed to load the weapons, especially after General Grant firmly secured the Ducktown copper mines near Chattanooga, leaving this key resource out of Confederate reach.

Some experimentation was made with 'volley guns' that could be loaded using paper cartridges, hoping for a result analogous to the Montigny mitrailleuse being developed for the French Army at around the same time, but the paper cartridges proved unsatisfactory.

Unable to realistically hope for a weapon capable of matching the Luthor gun on the battlefield, Lee and other Confederate generals began to theorize on how to counteract the Luthor gun's devastating firepower as a defensive weapon. Lee in particular resolved grimly to never again throw his men into the teeth of massed machine gun fire across open fields.

Evolving Doctrine

During the 1863 campaign, the Luthor gun had been viewed mainly as an exotic type of artillery piece, operated on a two-wheeled carriage like any other piece of field artillery. This proved highly unsatisfactory. A typical artillery cannon was an 800-pound iron tube, comparatively rugged and heavy enough that it would rarely feel much of a bump when pulled over small obstructions at walking speed. The Luthor gun weighed sixty or eighty pounds, and no more than one hundred even with bracing and the heaviest water jackets adopted to keep the weapons cool under field conditions. When drawn by a horse on a two-wheeled gun carriage, the Luthor guns suffered heavy abuse, bouncing, and jolting. This tended to misalign or damage their intricate mechanisms, to the point where many Luthor gun batteries preferred to simply strap the barrels and other heavy parts of the guns to the carriage and assemble the weapons on-site when told to deploy.

At Gettysburg, the Luthor gunners had had the luxury of time to deploy in this cumbersome manner; elsewhere in the war this was far from guaranteed. This disadvantage was enough to ensure that the Luthor gun saw relatively little use at Chattanooga and in General Meade's maneuver campaigns against Lee in the last months of 1863. Meade was liberally equipped with the weapons, but often found that in practice, by the time his men had deployed the guns, the enemy had already abandoned the assault or maneuvered into a position where they could threaten the gunners with direct rifle fire.

This was a particularly serious concern because the Luthor gun had much shorter range than conventional artillery- comparable to that of a rifle firing the same small-caliber ammunition. This further complicated the early doctrinal attempts to use it as if it were a cannon; Luthor guns were often deployed too far back from the enemy's position to do any good, and when they were close enough, the gunners themselves were dangerously exposed, forced to stand up and serve a conspicuous and deadly weapon within range of the enemy's rifles with no cover.

Even as it became increasingly obvious that as soon as Grant had finished organizing matters in the West he would be sent east to overshadow Meade and take control of the Army of the Potomac, Meade continued to work on a more practical doctrine for using the army's machine guns. This would require a more practical way of mounting and deploying the guns, and the key innovations came from the Cavalry Corps of the army.

With Saber and Cartridge-Box

Eager adopters of the handy and quick-firing Spencer carbine, the Army of the Potomac's cavalry corps began to collaborate with the 'flying artillery' batteries of Luthor guns during the winter of 1863-64. It was soon realized that the most effective way to make a Luthor gun quickly and easily deployable was to simply unbolt the machine gun from its bulky wheeled carriage and wrestle it into position by hand or on the back of a horse. This had been first demonstrated as early as the fight on Little Round Top, the Luthor guns' first combat deployment, when man-portable machine guns and knapsacks of cartridge belts could be raised to the top of the rough and forested hill much more quickly than any other artillery available to the army.

A sturdy (if cumbersome) tripod capable of bracing a Luthor gun and enabling its fire to be directed with some amount of flexibility was easy enough to construct with basic carpenter's tools. And the combined weight of gun and tripod was easy enough for a single horse to carry in a pinch. Therefore, there was nothing preventing the cavalry from simply integrating machine gun units into their own ranks and bringing them along as a sort of highly portable light artillery. After ruthless drilling, the deployment time for Luthor guns carried in this way dropped from nearly an hour of careful fitting and test-firing, down to a few minutes.

This was to have a dramatic effect on the 1864 campaign in the east. Despite their tendency to jam after sustained firing, Luthor guns would be even more widely available on the defensive, with obvious advantages. But perhaps more significant still, the Cavalry Corps of Meade's army was now perhaps the most heavily armed fighting force on the globe, man for man. They were equipped with a liberal supply of machine guns, and many if not most of their troopers bore repeating rifles. Commanders such as Philip Sheridan and George Armstrong Custer were to benefit greatly from the advantage this volume of firepower gave them against their Confederate counterparts, who had formerly reckoned themselves superior to any 'bluebelly' cavalry force on the field.

This would arguably have a greater impact on the final resolution of the war than even the infamous secret weapons unveiled by Leland Luthor and his engineers in the closing months of the long campaign...
This particular update was a nice look into what the impact of Leland was on the war. I am running out of things to say since this series of Omakes continues to maintain it's quality. That's another 500 exp.

The actual next rounds of viewpoint character fiction are a few more chapters away; I find myself alternating between 'history book' and 'character story' a lot.

But it's all really going to come together around the Siege of Petersburg, and a superhero origin story even you may not be expecting. ;)
 
I understand where you are coming from to an extent. The main problem is that Markovia is explicitly stated to be in the Balkans and I placed Markovia near Vlatava to have Baron Delamb's plan make more sense.

I actually ended up placing the fictional country of Kaznia in the area near Latvia and Estonia (and they also have a monarchy). If that's any consolation so I had plans to utilize the region just not for Vlatava.

I have explicitly stated as such in quest. I did this because I merged Markovia with Modora which is explicitly stated to be in the Balkans in comics canon and has stayed there consistently. In DC Markovia constantly gets moved around and the location I am familiar with it in is sharing a border with Austria and Hungary.

Kaznia began as a stand in for Yugoslavia. I am however drawing on the DCAU version of it (so researching Arrowverse locations would be misleading) and figured it would be nice to put it in a different location for my own purposes (since it would let me add a bit to another storyline and it would have the countries civil war make more sense later on down the line as well).

If you want to complete the confusion on the place Zandia is stated to be an island which makes its location even weirder to pin down.

I generally tried to find places that made sense for these locations to be but I did come up with a lot of the locations exact positioning myself since comics are usually either inconsistent or don't even bother explaining things.

Vazengrad is, unsurprisingly, effectively impossible; I imagine it would be a lot easier if we'd developed positive relations with the Markovian government or if the country abandoned its isolationism.

Terenverti looks to be pretty easy, like a lot of other Eastern European countries. It seems as if Count Vertigo wants to encourage foreign investment.

Crusades often got badly lost and/or confused and/or just wandered off course and decided to beat up whatever non-Christians and/or non-Catholic Christians and/or Catholics they could find. If you're using a bunch of crusaders' sense of direction and target selection as evidence to guide you to a decision... expect to be disappointed.

Especially since in the DC Comics version of the Middle Ages there was all kinds of crazy shit like literal wizards and monsters running around, and probably a bunch of poorly documented metahumans nobody ever bothered making a comic book about, and outright time travelers periodically fucking things up.

Instead they passed through this island to try and get to their destination while already on the march meaning someone had to have seen the ocean and decided that the land locked region they allegedly were trying to free was in that direction and gone to a whole lot of extra effort just to attempt to do something about that). Like there is stupidity and then there is literally picking the worst option possible short of turning around and sacking your own home city. Like I can see some magical entity messing with the minds of the crusaders because it finds it funny but then you have the issue of it no longer "being in the path of the crusades" since the crusaders had to actively be diverted from their path to get there.

TLDR: Zandia's description for where it is located makes no sense at all and trying to make everything make sense will only make your head hurt.

Zandia was in the path of the Fourth Crusade, which was on boats. So it makes sense for them to be an island in the Mediterranean, from that information
What doesn't make sense is the whole "Adolf Hitler's panzer divisions rolled across almost all of Europe, but bypassed Zandia" piece of lore, which would put it around Prussia, but then it's not an island anymore, unless it's an island in the Baltics... But that doesn't make sense with the Fourth Crusade.

Pamela is probably our most mind-control-resistant ally, and since we suspect Bialya is ruled by a mind control user, she's a prime candidate.

Yes, but remember that Crush All Crime is dangerous. It means we make criminal enemies- we got into a war with Intergang in the first place because we tried that action. Also, it means we're likely to face opposition from criminal hero units in Metropolis. Even if they're individually not that big of a deal (think of those guys Lady Vic killed in her attempt to kill Tobias Whale), they're still going to undermine our efforts.

If we do Crush All Crime, we should do it with a powerful Martial megacollaboration that is likely to score a high crit.

Heh. OK that's fair.

On the other hand, at least one crusade got dropped off in an entirely different location than they were originally planning to go and wound up conquering an entirely different major nation than the one they'd been aimed at originally. Because they subcontracted all their 'boat' needs to the Venetians, you see. And the Venetians were pissed at this one random city in the Adriatic, probably for some mercantile reason or other. So they decided it would be a great idea to just drop off a jillion crusaders in front of the city and say "oh hey you can work off your boat rental fees by murderizing the hell out of that city over there."

And that is the story of how Venice subjugated the city of Zara.

Then the Venetians realized just how well this "randomly drop off like 100 literal boatloads of crusaders and point them at someone we don't like" trick was working, and sicced the crusaders on the Byzantine capital of Constantinople.

And that is the story of how Constantinople was taken over by the Latin Patriarchate, how much of the art and sacred artifacts of Constantinople were pillaged and wrecked by angry drunken Frenchmen, how the Byzantine Empire was finally chopped up and fragmented enough to spend the next 250 years collapsing, how the split between Catholic and Orthodox Christians finally became so intense that they couldn't cooperate against Muslims like the Turks anymore, aaand how literally none of the members of the Fourth Crusade ever reached Egypt, the theoretical target of the Fourth Crusade.

Even when crusaders were not randomly trashing things for dumb reasons, their fleets were often navigated and piloted by locals with their own needs and agendas, and the ships of the era were often unaccustomed to sailing out of sight of land or without making regular pit stops for food and water.

While some crusader leaders were pretty sharp, most of the crusaders were basically random jocks and heavily armed thugs with only a hazy understanding of the geography, culture, and politics of the Mediterranean Sea and Eastern Europe, the areas they had to traverse to reach the Holy Land. A crusade could end up anywhere. They were practically 40k Ork WAAAGH!s only with crosses painted on.

Ah, so it's an either or thing. Theoretically it could have been both in the path of the crusades and near Prussia (assuming you take a literal definition of "in the path of the crusades") but it cannot have been an island and have been near Prussia and have been in the path of the Crusades.

Also this might be me not understanding the use of language correctly but doesn't "in the path of the Crusades" imply more than one Crusade took a route through there? Or is just one enough?

On a slightly unrelated note you know who got their start in the Crusades? Ra's al Ghul. So in addition to all the real world shit the Crusades did they are also responsible for him (to an extent). Now I really want to see an omake about Ra's al Ghul during the crusades (The fact that I'll get to learn is just a nice bonus).

Anyway, congratulations on the quest. I'd like to add a small omake I've cobbled out of the meager stuff from DC related to Ukraine. Not sure if it will fit in your canon, but I hope it does. I love DC, but they certainly have little good stuff on Eastern Europe: it's either fake Balkan nations, or the old Communist characters still acting as the main supers of Moscow. The character I will be dealing with is Corporal Costello from a yet another Blackhawk revival. What made me laugh out loud about him was this little factoid: "He was nicknamed the Irishman in the Spetsnaz, because they found his red hair weird." Except red hair is pretty common in Ukraine and not associated with Irishmen at all around here.

General Gennadiy Kuznetsov was not amused. Heading the SBU's Anti-Terrorist Center, he has mostly been involved with minor problems, like the Rudkovsky scandal, or the related "suspicion of terrorist acts across train lines and gas infrastructure", plus some standard counter-intelligence duties. A lot has changed since the new "metahuman craze" started: first on the level of conspiracy theories, then spy talk, and now world news. Reviewing the Soviet KGB archives, the SBU agents tried to grasp at the connections that could lead to specialized info on old projects for mutants, cyborgs and powersuits. The Meta-Men have been one of the projects that the Soviet Union partially developed on Ukrainian soil, but there were signs of other secret operations. Of course, the main archives were in Moscow, and thus unavailable to SBU, but a good researcher could find important connections here in Ukraine. Theories on alternate universes. The training of specialized "Whisperers", who eventually went rogue and created an international crime syndicate. And, perhaps the most relevant of all, Dmitry Pushkin, recruited by the Communist Party in Kyiv, before moving to Moscow. The files on Pushkin confirmed something that the intelligence bought from underground Russian channels provided as rumors. Russia was continuing the "Rocket Red" program, and Pushkin was one of the likeliest candidates. The Security Bureau of Ukraine had presented this intel to the National Security and Defense Council, and further info-gathering operations were approved. The goal was to use information either for blackmail on Moscow, or for diplomacy with the United States. With the metahuman craze all around, this could improve Kyiv's standing with Washington, so, eventually, the decision was to provide the US with all the info gathered.

And then Ignition talked.

"He talked bullshit," Kuznetsov reasoned. The testimony, both the one provided for TV, and the one the SBU has received after requesting a copy from the Americans, had holes in it, and his information was, at times, radically different from what was in the KGB documents. Somebody was playing the world. Of course, the Security Service tried to act fast enough to present the Americans with all the intel the Ukrainian spooks have gathered on Pushkin and Rocket Red. Tried to show them how the Soviets tried to recruit "stable and patriotic individuals" for the program, rather than the ax-crazy rebellious ones. Ignition must have been somehow connected to the program, but altered info in such a way so as to paint Moscow's actions in the worst light. Normally that wouldn't bother Kyiv, but a currently unknown faction pulling a false flag over Kremlin was something that would make many intelligence services in Europe worry. However, American terrorist-catching glory clouded their vision. Kuznetsov could relate: after catching the big bad terrorist, you wanted to close the case and be done with it. Another version suddenly being presented would always be met with disinterest by the team that "cracked the case" already, despite the prudency of reviewing the facts once again. It was just human nature. But, here, in Eastern Europe, the situation that the "Rocket Red crisis, Ignition version" could lead to was feared ever since the relatively peaceful fall of the Soviet Union. He's got a neat project, that fellow, for now it's mostly an idea for an international UN-funded anti-terrorist team to contain the new meta-human threats. Imagine that, the UN finally useful again."

"Not if Russia vetoes it in the Security Council."

"They won't, if they think it's their own idea. And if that fails, there's the General Assembly. Of course, as you might imagine, the unit's members that Lincoln has in mind are all from NATO, or NATO-adjacent countries. No backstabbing allowed, allies just like old times."

And you also know that we aren't ready to deal with it, in case Russia or someone else sends a super-soldier at our door. Looking at what's happening at Santa Prisca, we are entering a new age of warfare. And me? I'm good, but not that good. Let me work with the Americans, Hungarians, Japanese, and we'll have a chance to get better. Let me learn. Have me stay, and watch people die as another Ignition comes up and burns through soldier and agent alike. This is like nothing we've worked with before. Besides, I already have a mission in mind. HUMINT on underground robotic production in Kazakhstan. This could also be the bait for Russia in the Security Council."

Somehow, Kyiv had to get into this super arms business, whatever the cost. "What's the proposed unit's name?"

"Oh, we were thinking of going old school. The Blackhawk Program."

Anyway, congratulations on the quest. I'd like to add a small omake I've cobbled out of the meager stuff from DC related to Ukraine. Not sure if it will fit in your canon, but I hope it does. I love DC, but they certainly have little good stuff on Eastern Europe: it's either fake Balkan nations, or the old Communist characters still acting as the main supers of Moscow. The character I will be dealing with is Corporal Costello from a yet another Blackhawk revival. What made me lough out loud about him was this little factoid: "He was nicknamed the Irishman in the Spetsnaz, because they found his red hair weird." Except red hair is pretty common in Ukraine and not associated with Irishmen at all around here.

General Gennadiy Kuznetsov was not amused. Heading the SBU's Anti-Terrorist Center, he has mostly been involved with minor problems, like the Rudkovsky scandal, or the related "suspicion of terrorist acts across train lines and gas infrastructure", plus some standard counter-intelligence duties. A lot has changed since the new "metahuman craze" has started: first on the level of conspiracy theories, then spy talk, and now world news. Reviewing the Soviet KGB archives, the SBU agents tried to grasp at the connections that could lead to specialized info on old projects for mutants, cyborgs and powersuits. The Meta-Men have been one of the projects that the Soviet Union partially developed on Ukrainian soil, but there were signs of other secret operations. Of course, the main archives were in Moscow, and thus unavailable to SBU, but a good researcher could find important connections here in Ukraine. Theories on alternate universes. The training of specialized "Whisperers", who eventually went rogue and created an international crime syndicate. And, perhaps the most relevant of all, Dmitry Pushkin, recruited by the Communist Party in Kyiv, before moving to Moscow. The files on Pushkin confirmed something that the intelligence bought from underground Russian channels provided as rumors. Russia was continuing the "Rocket Red" program, and Pushkin was one of the likeliest candidates. The Security Bureau of Ukraine had presented this intel to the National Security and Defense Council, and further info-gathering operations were approved. The goal was to use information either for blackmail on Moscow, or for diplomacy with the United States. With the metahuman craze all around, this could improve Kyiv's standing with Washington, so, eventually, the decision was to provide the US with all the info gathered.

And then Ignition talked.

"He talked bullshit," Kuznetsov reasoned. The testimony, both the one provided for TV, and the one the SBU has received after requesting a copy from the Americans, had holes in it, and his information was, at times, radically different from what was in the KGB documents. Somebody was playing the world. Of course, the Security Service tried to act fast enough to present the Americans with all the intel the Ukrainian spooks have gathered on Pushkin and Rocket Red. Tried to show them how the Soviets tried to recruit "stable and patriotic individuals" for the program, rather than the ax-crazy rebellious ones. Ignition must have been somehow connected to the program, but altered info in such a way so as to paint Moscow's actions in the worst light. Normally that wouldn't bother Kyiv, but a currently unknown faction pulling a false flag over Kremlin was something that would make many intelligence services in Europe worry. However, American terrorist-catching glory clouded their vision. Kuznetsov could relate: after catching the big bad terrorist, you wanted to close the case and be done with it. Another version suddenly being presented would always be met with disinterest by the team that "cracked the case" already, despite the prudency of reviewing the facts once again. It was just human nature. But, here, in Eastern Europe, the situation that the "Rocket Red crisis, Ignition version" could lead to was feared ever since the relatively peaceful fall of the Soviet Union. I'm always happy to see more people try their hands at omakes. So far this is fine because it doesn't confirm nor deny certain things (like the Blackhawk Program potentially being revitalized). The characters are solid and their commentary is interesting. The talk of Whisperers is fantastic because it could potentially refer to three different entities (the Whisper Gang as you linked, Whisper A'Daire who was involved with Intergang and Mister Whisper who has links to Schrek who was an agent of the Soviet Union). I'm going to bookmark your post and then once I post my update I'll do some research on how closely tied the SBU was to the KGB and thus whether the term "Meta-men" is an appropriate term or not. From a cursory check everything is good though (I was iffy on the alternate worlds thing since it isn't known there are any but because you stated that they were discussing theories it worked out alright). I'll get back in a bit but chances are you've earned the full 500 exp.

Unrelated fun fact but the character who Batman talked about being dead in one of his POV sections (I believe it was the Riddler one but I'm not sure) was Ukranian. Thank you for the omake.

Well, there is also the story of how all of this happened while the Romans were having another civil war, and technically the Venetians and Crusaders were working at the behest of one of the factions vying for the throne. As for the split between Orthodox and Catholics, it was actually GREATLY supported by the Ottomans. In the 15th century the churches actually united again, to fight Ottomans. Except they friggin' lost, HARD, the only remnants of that union being the 16th century crusader revival, and the word combination "Greek-Catholic Church". However, after taking Istanbul, the Ottomans have reconstituted the Ecumenial Patriarchate as a separate thing from the Catholics and greatly supported all malcontent between the denominations. Which was also easy to do, since the other nation with huge Orthodox population, Poland, have went full Jesuit on the Orthodox, and was stripping those who did not accept the Union with the Catholic Church of rights.

On a slightly unrelated note you know who got their start in the Crusades? Ra's al Ghul. So in addition to all the real world shit the Crusades did they are also responsible for him (to an extent). Now I really want to see an omake about Ra's al Ghul during the crusades (The fact that I'll get to learn is just a nice bonus).
Honestly, that was just my paraphrasing of the backstory. There is actually quite more about how the Crusaders landed on Zandia and what they did there in the lore, I was just making it simple. And, obviously, it wouldn't be in Prussia if it was visited by the Fourth Crusade on their way to the Balkans.

Thank you. The Meta-men was a faction of metahuman cyborgs operated by Konstantin Kovar from the old Teen Titans comic. The current article "Meta-men Militia" on DC Database only tells about the modern 2006's version, which is vastly different, so I added a link to the old comic.
SBU, the Security Bureau/Service of Ukraine is descended from the Soviet KGB, so all of the archives that were in Ukraine stayed under SBU's purview. In recent years, for example they've made public a lot of archival information on old Soviet repressions.

I could I suppose but it introduces more complications (Zandia is primarily known for Brother Blood's cult and sometimes being where H.I.V.E. HQ is located which means Zandia may more may not have relevance to Trigon/be on a leyline which introduces complications if two places are given the same name since those two different places do not have the same mystical signature). I've got my own solution to the problems that are tied into my own take on H.I.V.E. and Baron Blood in this setting.
 
I kinda want to make roxanne and samuel to work together as they are the only ones who has a negative cooperation score due to getting along too well rather than hating each other.

Ok. So the only demon we have Rebecca deal with on any basis will be Lord Scapegoat agreed? Contract having stipulations to neither aid or harm Etrigan & Merlin in any manner of course.
I mean, so far we've stayed away from this because tangling with demons is kind of risky and they operate at a higher magical power level than we're ready for. I'm pretty sure there are a LOT of demons other than the ones mentioned in the 'Etrigan' omake though.

The-Thing-That-Cannot-Die is also a possible candidate even if not a demon. Let's keep him far far away from Dr Moon and stick him working as a mascot for Ozzy.

It feels a little odd not having to deal with another crisis. DC 21 Metropolis is your city and you refuse to let it be infested by rats. Purge the city of all crime and crack down on groups like Intergang. There is no room in your perfect world for parasites. With Tobias Whale reeling from Lady Vic's assassination attempt the underworld is in an unmatched state of chaos making now the perfect time to swoop in and wipe them off the map.

DC 78 Fighting Intergang is likely to be immensely difficult given that they have access to alien technology but you are sure that with the League of Shadows assistance you can make due and crush Intergang into the dirt where they belong.

DC 19 Carstairs apparently has significant knowledge in demonology and can evidently summon demons with a little bit of prep time. Demons could make useful minions and they tend to be physically powerful although you'd have to be wary as not only would revealing that you are working with demons probably turn people against you but demons are notorious for trying to make things worse for everyone who gets involved with them

DC 53 Qurac is an unstable middle eastern country with numerous violent insurgent groups attempting to overthrow the government. Sounds like the perfect place to test your weapons and get your forces combat experience. Who knows you may even succeed in taking over the place

DC 20 The US has declared war on Santa Prisca and Serial Peacemaking can afford to bloody its teeth on the conflict there. As such this is an ideal opportunity for you to kill two birds with one stone. Anything else you collect along the way is merely a bonus. Additionally taking this option will open up the Bane special actions that you can direct him on.

[ ] Support rebels in Polkolistan
DC 15 While you will be the first to admit that there is no love lost between you and Ignition with the world turning against Russia this is an opportunity to snatch up any valuable tech they have there for yourself while also gaining some potentially very powerful allies.

DC 93 Markovia is a small european country that is absolutely rich in resources. However it is ruled by a benevolent monarch who is beloved by the people. This monarch is extremely restrictive of outsiders ability to enter the country. Thus if you want access to all of their resources the monarchy must be toppled. The country has recovered from its turmoil and come out stronger than ever before

[ ] Overthrow Bhutran
DC 34 With the diplomatic incident the prince caused in China before his banishment the country has been in turmoil. Most of its neighbors do not truly care if this small nation were to fall tomorrow. Bhutran does have a gang problem but you can easily solve that and being able to operate so close to China might help you pierce the veil as to what exactly they are doing there

[ ] Conquer Zambesi
DC 156 With the death of Mustapha Maksai the country has devolved into conflict between multiple different warlords. Conquering the country yourself will likely be hard to keep secret and will face significant resistance but if you could have a country all to yourself the benefits might be well worth it.

[ ] Overthrow Biyalia
DC ??? This small country has finally united for the first time in generations. Overthrowing it would return things to the status quo and potentially let you come to dominate the country. You just don't know how effective such plans will be since the country is a virtual unknown

[ ] Attack Nanda Parbat
DC 45 You have learned from the assassins you interrogated that they came from Nanda Parbat. After researching it a little you have learned that Nanda Parbat is a small isolated city in the mountains of Nepal. Attacking the city may get you into a bit of a diplomatic snafu but the opportunity to completely destroy the League of Shadows might be worth it. If you can get the US military to back you up then you the assault should be significantly easier than it would have been if you were alone. You are no longer at war with the League but attacking early could prevent some unfortunate surprises.

[ ] Combat Training
DC 50 Learning how to fight and further enhancing one's body can only lead to greater and greater successes in future combat operations. Training to improve in a fight can often be brutal but it might be worth it to increase your capability to fight off your attackers (If this option is selected a hero must be assigned to it)

[ ] Build an orbital weapon
DC 36 The space race may be over but the final frontier is still a goldmine of various opportunities. Constructing an orbital weapon will give you firepower that virtually no one else has.

[ ] Begin development of combat exosuit
DC 44 A combat exosuit is an idea you've been floating around for a while. This exosuit would enhance the wearers strength and agility while providing an excellent defense. It may end up being too expensive for mass distribution but it will undoubtedly pave the way for things like private powered armor.

DC 28 Making Lightyear entertainment even bigger would enable you to tackle more aspects of media. While children's television, video games, and the news are nice to have under your influence you can't help but think how much more impressive Lightyear Entertainment could be.

DC 27 While Katherine's living quarters in the tower are certainly serviceable you are sure that you can do better. Without the threat of Intergang disrupting your plans you can improve her living quarters to what they always should have been rather than the rushed job you have now.

DC 123 Jinx's powers are immensely dangerous and while intriguing they can have dangerous consequences. DC 66 Dr. Moon is a thoroughly unpleasant although talented individual. The main problem with him is that you need to keep him thoroughly out of the public eye. As such building a hidden operating room that can double as a laboratory for the doctor could prove to be prudent

DC 15 The construction of sewers is a rather thankless task but it would provide numerous benefits for you. Not only would it generate more income for future construction but it would most certainly give you a lot of of the books places for you to hide things and store materials

DC 32 Building a room where you can allow your more uniquely skilled individuals to train to their hearts content could prove quite useful. Of course the room would have to be quite advanced and contain numerous traps in order to challenge individuals like Mari, Cassandra, Pamela and Jinx but you are sure you could manage to make something truly impressive

DC 16 A panic room would give you a place to hide if worst comes to worst and someone breaches LexCorp tower. You run into all sorts of unsavory people in this business and you can never be too prepared. This option would keep you safe even if your tower is somehow breached and an intruder gets past the defenses.

While you want to make sure it could compete with the Wayne's hospital (a daunting task considering their companies specialization) you are sure it could be done. DC 56 Metropolis already has an airport but you are sure someone somewhere could use another one being built somewhere else. This option would also act as a sort of dry run for the building of various compounds you'll need if your space program ever gets off the ground.

DC 34 If you want a safe move to boost PR you can build an orphanage to house youths with no parents. Not only would this option synergize well with an announcement of your adoption of Cassandra Cain to the public but it would also provide you a possible source of human test subjects that people wouldn't go searching for.

With a little digging though you are sure you can find a way to convince him to stay in your employ.

DC 37 The more of Intergang you can locate the more effectively the League of Shadows can burn them out root and stem. Eradicating them should now be a priority thanks to your alliance. While you know where the leaders are pinning down the remnants should not be neglected.

DC 64 Kobra is not too well known to you. Still hunting them down after you find them seems like a good way to avenge the loss of Karl's son.

So we finally have some free time how about that meditate or learn magic yourself action for lex and maybe we can finally train up the pmc rather than just giving them shinier weapons.

DC 28 Speaking with the boy whose college degree you've agreed to fund should be an easy matter. The boy ultimately convinced Lucius to take your deal despite both of their distrust of your sudden generosity. With enough time you could slowly turn him to your side and maybe use him as a hook to get Lucius to jump ships and work at LexCorp
