This would seem to make contact mines useless, since covering any noteworthy stretch of space with sufficient density would require truly obscene numbers of them. This has not stopped the Imperial Navy, however, which is well known to use naval mines produced in sufficiently absurd quantities. When asked how this is accomplished, the Mechanicus of Calavar throw up their hands in bafflement. The Calavan navy requires a different approach. The Gorgon naval mine employs bomb-pumped lasers and an inexpensive set of passive sensors to achieve an effective range measured in hundreds of kilometers, and as an added bonus includes IFF capabilities. To better deal with shielded targets, they are programmed to hold fire until either an enemy ship approaches fairly closely or they observe another mine going off, ensuring that the mines strike in coordinated salvos. Although each mine is significantly more expensive than a simple contact mine, the mine density required for effectiveness is literally tens of thousands of times lower. On board mine-laying ships, dedicated manufactoriums produce these mines, and specially modified shuttles carefully place them in their orbits.

Yeah, they do have that don't they. Still, they've been putting a lot of advanced industry into refitting their prizes rather than their smaller ships.
What I'll ask you to do in a case like this is to lay out a bunch of things you are willing to trade and your pointman will find a combination of them that will satisfy your opposites and get you the Stuff you want. If there isn't one (because of political concerns or insufficient Stuff on offer) then there is nothing they can do. To get around this... You would need a consulate, the limits of which I am unsure of as of now. Possibly a squadron left in that system for security and holding your essential personnel when they are not actively engaged.
I think we can afford to get both design actions with the above construction plan.
The bulk hauler cost is steep admittedly, but I think it'll be to our benefit in the future as trade will pick up in the future and thus our income will increase. And our influence will grow as well.
Edit: and getting the two extra design actions will help us get essential stuff knocked out, like enhanced life support and studying the looted engines on top of giving ourselves a across the board upgrade on weapons.
Edit: The plan as it is doesn't put nearly as much as I'd like into repairs for Gehault and Yttreum but we still need to build up defenses and build up our fleet.
