Rocket pods? Easy, although for ground support or heavier versions to exploit damage caused by lascannons to ships structures like PD turrets or gaps in Orky engineering. If you want something like that in space it would probably be better to have an autocannon so as to get more hits on target.

Autocannons might be better yes, but rocket pods means no having to faff about with fitting ammo feeding systems inside the wings, and doesn't risk as much functionality in the event of a jam since all the other rockets in the pod can still be fired.

I suppose what I should be asking instead is how you want the armed shuttle to be organized: what armament is internal and therefore protected, what kind of external hardpoints you want, etc. Rather than what specific kinds of weaponry you want it to be able to field.

Let's see... there's enough space on the wings that we could probably fit twin-linked lascannons on the underside of each wing, either fixed or attached to gimbals. For the rocket pods we could make use of the cargo space and have the pods pop out from the sides of the hull when firing, and then the pods can be reloaded when they're pulled back inside. The loading could be done by machine or crewmen in void suits.

Psyker Cadre: A lack of Inquisitorial attention has lead to psykers making themselves known with some regularity. Eventually a way to train these abnormalities with reasonable safety was found through much trial and pain. Most commonly at a reinforced company in strength these agents are more useful for their esoteric abilities and to a lesser extent direct combat prowess than serving as regular soldiers. Assassination, espionage, and preparing the way for invasions against Humans, Traitors or otherwise, are tasks they are trained for.

Additional information on our foes has been made available to the Admiralty in order to better tailor the preparations. Fortunately the Ork empire to our south is still in it's nascent stages, but it is a priority target for their tendency to send offensive squadrons marauding across the edges of our space.

Not to mention how Orks always get stronger with time. But yeah, looking at this list, strikecraft seem to be the the most effective counter to the foes we face.

Heavy cargo landers could carry antiship ordnance, of a sort. Small shuttles like Arvus and Aquila scale units simply don't have the load to do more than engaging surface features like PD turrets, ship weapons, and possibly engines.
Alright, putting together a plan plus some more ideas.

-[X] (Hull) Saber-class Corvette: A imitation of a imitation of a proper warship, the Saber is intended to be a homegrown version of the Claymore Corvette as a budget frigate meant to be mass-produced to fulfill needs for escorts. Unlike a converted freighter, it will be built for war with the requisite redundancies, hull reinforcement, and extra crew reserves that can be fit within the hull we devise. It will have two slots dedicated to weaponry, a defense slot, a engine slot, and two utility slots. There will be no omni slots to reduce complexity of development.
-[X] (Weapon) Macrocannon Battery: Utilizing some of the remaining chartist merchant ships as examples, we will reverse-engineer the templates and dimensions of their Mars-pattern macrocannons to make a standard macrobattery for void warfare. Spaceborne warfare at it's most basic, consisting of firing kilotonne shells en masse at the enemy to achieve hits and damage. Loading systems and maintenance will be performed by large gun crews instead of automated systems to keep costs low and reliability high.

The hangar is liable to be a weak point in the hull when open, but will provide us a cheap springboard for strikecraft operations and hold at least two wings. (Intended for freighter hulls)

I'm pretty sure that you are already using superior metals than mere titanium and steel, but as you don't have the superheavy isotope doped Adamantium I'll let it slide.

Pretty sure only the ramming prows of Imperial ships are made completely of Adamantium, the hull plating itself is a composite mix of heavy gauge plasteel, ceramite and rockcrete placed on an adamantium spine.
EDIT: All that said, it is still better material than titanium alloys, so the plan should still be augmented.

Sure, but ships of line being fully encased in Adamantium would be ruinously expensive for anyone in the galaxy. So while such ships do likely exist, those would be on the level of the flagships of a millennia-old Rogue Trader house or Great Crusade era Astartes Battle Barges/Gloriana-class Battleships.
EDIT: Void Shields are more important to a ship's defenses for a reason.
In either case there's a reason the only maximally armoured section of a voidship will be the prow, and that's because 90% of the time, surviving a naval clash comes down to having (a) good Void Shield(s).

That's more Imperial doctrine, I think. A heavy prow and torpedoes for an aggressive charge into enemy lines, and broadsides for when you get among the enemy.
Also, Void Shields are Important for negating a lot of Warpy BS (such as teleportation, direct psychic attacks, and so on) that armor doesn't.
I'd be open to switching from armor to void shield upgrades if need be, but I think good armor is a investment given how limited our current default armor is.

We probably should, because even if we can't make the shields stronger, we could figure out things like:
- Faster replenishment rate for the shields, so when they inevitably collapse they come back quicker
- Shields that don't take up as much room and consume less power, so we can fit multiple overlapping shields on a ship
- Strong shields that can be transferred to another ship (there are ships in 40k that have this as their job description)
Well, I'd like to think about moving things forward, but it's probably considered poor form to do that with only one vote...

With smaller shield generators each dedicated to the defense of their own section of the ship, made stronger where their edges overlap, the shielding of our ships is rendered more resistant to total collapse without sacrificing too much power or mass increase.
