In the plan, new proposals are made with the slowly developing situation in the capitalist world, necessitating military buildup and general militarization in the next plan. This, however, would also be accompanied by a considerable amount of further industrial buildup to continue the process of catching up on the industrial progress of the West. While most of the world is still in its depression, a considerable amount of time is bought for the Union to militarize and to close the gap. It would be a massive shame to waste it.
