Military Leadership Selection and Funding Selection
The choice of a military advisor will form a critical part of the industrialization of the Union under this plan. As the current plan will have a military equipment target that must be met, these will be the person that will create the military goods targets that must be hit. The selection here will also determine the priorities of the entire department. As choices, there are various men who all want to construct equipment for the red army to fill a specific doctrinal approach. While all are capable administrators as a minimal, they each have a considerably different view of warfare. These men are also not-economists, and some of the proposed solutions to military buildup may be far too expensive and impractical to implement.
[]Alexander Yegorov: A radical reformer to the Soviet military doctrine, Yegorov is focused on exploiting a new generation of mobile forces so that the Union can have a rapidly moving and powerful army. Such a military would consist of a massive armor, motorized and mechanized arm made for the continuous offensive. However, such a strategy would come with the military's near mono-focus on new mobile units, necessitate massive production orders, and could produce entirely obsolete equipment. []Mikhail Tukhachevsky(Historical): A more moderate reformer to the Soviet military, the arms buildup would focus on the modernization of the military's mobile and air-branches. While not as mono-focused as Yegorov, many funds would be transferred from infantry projects to fulfill the buildup of large scale rapidly moving mobile units. Such a buildup would still be quite costly and involve a considerable quantity of new production. At the same time, the buildup of equipment now could have disastrous results if it is rendered obsolete.
[]Boris Shaposhnikov: The core focus of Shapishnikov in both the general staff and as a design goal for the red army is the improvement of the logistics and artillery arm. By producing a new series of trucks and a new series of guns, considerable modernizations can be made to the army's structure. While such a focus would detract from the mobile forces, a sizable one can still be constructed with the additional funds. This buildup would be moderately expensive and can be rendered obsolete. Overall though, such a buildup would be a safe middle of the road option.
[]Aleksandr Vasilevsky: With the coming more modern period of warfare, the highest priority should not be the equipment that troops are issued but the quality of their leadership and coordination. Through a large scale program for the issuing of radios and the foundation of a multitude of officer academies, it would be possible to far improve the Unions operational and strategic methodology. A new generation of commanders is required along with the radio's proliferation into most aspects of command. Such a buildup, however, would be shorter on equipment and still be moderately expensive. Thus, for the early phases necessitating a moderately scaled and equipped infantry and mobile force.
[]Kliment Voroshilov: An old guard general focused on the continuation and modernization of the red army's current equipment. While unglamorous, the buildup would be along old lines and cost a relatively low amount of money. Some effort would be dedicated to new experimental programs, but the bulk of the cost would rapidly increase the army's size. As another side benefit, Voroshilov's political connections could be exploited to ensure a steady stream of support from up above. (+10 Party Influence)
Then there is another critical question of securing the state's additional funds so that the plan may be fulfilled in all aspects. Due to the military's addition, however, a good quantity of additional funding is available if needed.

[] 30% GNP: With the addition of military production investments, a moderate increase in funding should allow many targets to be hit far more quickly. (385 Resources per turn)
[] 35% GNP: Through the re-direction of additional party funds towards the plan of industrialization and military production, it may be possible to far accelerate the pace of acceleration.
